Ms. Ngoc suggested that the Central Government soon issue specific guidance documents on resolving policies and regimes for redundant cadres and part-time cadres at the commune level after the merger.

Regarding the policy of rearranging administrative units and organizing local governments at two levels, Vice President Vo Thi Anh Xuan said that related work is being carried out urgently and resolutely, with a high sense of responsibility..., aiming to bring the country into a new stage of development. The local government after the rearrangement must ensure streamlining, effectiveness, efficiency, closeness to the people, meeting the requirements of modern social governance, achieving the goals of rapid and sustainable growth; creating new positions and strengths for the task of ensuring national defense, security, and foreign affairs; creating momentum and motivation for economic development; and taking better care of the material and spiritual lives of the people.

The Vice President said that in order to achieve the goal of Vietnam becoming a developed, high-income country by 2045, overcoming the middle-income trap, there needs to be strong changes in science and technology, digital transformation, innovation, thereby creating new production, as well as new production methods, new management methods to keep up with developed countries.

According to Vice President Vo Thi Anh Xuan, after the arrangement and merger of Kien Giang and An Giang provinces, the new province will have a larger space, area, richer terrain, and greater human resources, creating a new premise and driving force for future development. To promote the advantages after the merger of the two provinces, the Vice President noted that the Party committees, authorities, and people of Kien Giang and An Giang provinces must be truly proactive and creative, promote all advantages, and effectively implement the major policies set forth by the Party and State.
