Thanking the Japanese delegation for their active contributions to the overall success of the Partnership for Green Growth and the Global Goals 2030 (P4G) Vietnam Summit in 2025, the Prime Minister affirmed that green growth is a common issue for countries around the world , including Vietnam and Japan.
The Prime Minister suggested that both sides make efforts to deepen the traditional friendship and cooperation, based on affection, trust and mutual understanding, promote the effective implementation of the increasingly good comprehensive strategic partnership, and actively contribute to peace , stability and cooperation in the region and the world.
In particular, further deepening effective relations in the fields of politics, diplomacy, economy, promoting science and technology, digital transformation, cooperation in ensuring food security; training high-quality human resources; national defense, security, counter-terrorism, ensuring cyber security, improving capacity and strengthening the role of the United Nations peacekeeping force; in particular, bilateral trade is developing very balanced, suggesting that the two sides also further open the market for some of each other's products.
Informing that cooperation projects with Japan in Vietnam are progressing well; Vietnam plans to start construction of a number of symbolic projects of the bilateral relationship such as the Vietnam-Japan University and Cho Ray Hospital; strengthen energy-related cooperation within the framework of the Asian Zero Net Emissions Community (AZEC)..., the Prime Minister hopes that Japan will support capital and technology, promote Japanese corporations to invest in Vietnam; and at the same time, find solutions to handle difficulties at the Nghi Son Oil Refinery Project - a symbol of cooperation between the three countries of Vietnam - Kuwait - Japan.

Expressing gratitude and emphasizing that the Japanese Government's ODA has had a very positive and effective effect on Vietnam's socio-economic development in recent years, the Prime Minister hoped that Japan would actively support Vietnam with new-generation ODA with simpler procedures, focusing on key projects that "turn the situation around and change the state".
Japanese Ambassador to Vietnam Ito Naoki congratulated Vietnam on successfully organizing the P4G Summit; stating that Vietnam is entering a new era - the era of national development towards wealth, civilization and prosperity, therefore Japan will remain Vietnam's best partner in this process.
The Ambassador stated that the two countries have many cooperation areas and this relationship will be developed on the foundation of the comprehensive strategic partnership that is developing very well. Japan attaches great importance to strengthening cooperation with Vietnam.
Agreeing with Prime Minister Pham Minh Chinh’s opinion on human resource training, green transformation, the Asia Zero Emissions Cooperation Framework (AZEC), new generation ODA, etc., the Ambassador said that Japan will focus on supporting Vietnam in developing strategic infrastructure such as high-speed railway projects, urban railways, etc.; he suggested that the two sides continue to exchange more detailed information so that cooperation can achieve the best results.

Thanking Prime Minister Pham Minh Chinh for his timely guidance in resolving difficulties in key projects that Japan is implementing in Vietnam, the Ambassador hopes that the Government and the Prime Minister will continue to direct ministries and branches to improve the investment and business environment, reform administrative procedures, especially regulations to ensure electricity supply; and hopes that Vietnam will open its doors to the import of Japanese fruits into Vietnam. The Ambassador also said that Japan is actively improving the environment to be able to receive and hopes that more Vietnamese people will come to Japan to work.
