Reporter : Could you tell us about some outstanding and effective results of the socialization of education in Dong Nai province in recent times?

Director of Dong Nai Department of Education and Training Truong Thi Kim Hue : As of the 2023-2024 school year, the non-public school network has 188 schools from kindergarten to high school. Of which, there are 150 kindergarten schools, 6 primary schools, 5 middle schools and 27 high schools.

Compared to the national average, Dong Nai province is a locality that has done well in socializing education with the rate of non-public students being 20.6%, while the national rate is more than 6.68%.

Non-public schools have mobilized 144,593 students of all levels to attend classes, accounting for about 19% of the total number of students. Along with local investors, Dong Nai province has also received much attention from investors outside the province and foreign investors to invest in educational projects in the area.

Socialization of education has contributed positively to reducing the number of staff assigned to the education sector in recent years. With a total of 3,426 non-public classes at all levels, the private school system has shouldered about 7,052 staff positions, contributing to the goal of reducing the number of civil servants assigned to the education sector.

Reporter: What are the difficulties and problems in implementing socialized education in Dong Nai province, especially related to land policy?

Director of Dong Nai Department of Education and Training Truong Thi Kim Hue: According to the provisions of the Land Law, socialized education projects are not subject to the State's land acquisition, but investors must negotiate with land users to have land for the project; therefore, causing difficulties and prolonging the implementation time for investors.

Some localities still have a mentality of waiting and relying on budget sources and the public school system at some local Party committees and authorities at the district level, so they are not resolute and have not focused on supporting the development of socialized education in the area.

The development of socialized education in Dong Nai province is not uniform among localities; in which, socialization is mainly concentrated in economically developed areas and urban areas. Mobilizing socialized education at primary and secondary school levels is still limited; the rate of non-public preschool children is high, but in which, mobilizing to independent groups and kindergarten classes still accounts for 45% of children mobilized from non-public schools.

Continue to promote socialization of education

Reporter: At several recent important conferences, the Standing Committee of Dong Nai Provincial Party Committee proposed to continue promoting the socialization of education to mobilize investment resources for education. As a specialized advisory and implementing agency, could you tell us how the sector has been implementing these instructions?

Director of Dong Nai Department of Education and Training Truong Thi Kim Hue : The Department of Education and Training has coordinated with localities and departments to advise the Provincial People's Committee to issue Decision No. 881/QD-UBND dated April 4, 2024 on approving the list of investment projects to invite investors interested in implementing socialization in Dong Nai province. Of which, 47 educational projects call for investment out of a total of 97 projects calling for investment in the fields of education, health, culture, and sports. These are projects that are suitable for all types of planning, convenient for investors to consider and propose investment.

At the same time, from the proposal of the Provincial People's Committee, at the end of 2023, the Dong Nai Provincial People's Council issued Resolution No. 38 agreeing on the level of land rent exemption and reduction for socialized projects.

At the same time, the Provincial People's Council issued a Resolution on the policy for developing non-public preschool education in the province, accordingly, approving the support policy for preschool students who are children of workers in industrial parks and clusters; support policy for private preschool teachers who directly care for and educate children at non-public preschools who are children of workers and laborers, and the policy to support some teaching equipment for private preschools.

To support the improvement of professional qualifications for non-public schools, every year, the Department of Education and Training of Dong Nai organizes professional training courses for teachers of schools and preschool groups. In addition, the Department of Education and Training has also organized political training classes for leaders of non-public schools during the summer.

Reporter: What are the solutions for the socialization of education in the coming time in the locality, in the context of Dong Nai province continuing to put pressure on schools, classes, and teachers compared to the practical requirements of the development?

Director of Dong Nai Department of Education and Training Truong Thi Kim Hue : We will continue to thoroughly grasp the Party and State's guidelines and policies on encouraging socialization in the field of education and training so that authorities at all levels, mass organizations, economic organizations and people have a correct understanding of socialization and can clearly understand and thoroughly implement it.

Strengthening propaganda work, assigning specific tasks, considering the socialization of education as a central, continuous and long-term task in the direction and management of sectors and levels. Creating unity in the awareness and actions of sectors, levels, mass organizations and people about the position, role and important significance of the socialization of education.

Continue to implement the tax exemption and reduction policy for non-public establishments according to the provisions of law. Particularly for Dong Nai province, it has been specified in Resolution No. 38/NQ-HDND dated December 15, 2023, agreeing on the level of land rent exemption and reduction for socialized projects in Dong Nai province.

Implement preferential policies on land and credit in accordance with the law on encouraging socialization of education. Create all favorable conditions for investors to access and borrow preferential credit capital for development investment of the state according to current regulations.

Localities shall base on the list of socialized educational projects approved by the People's Committee of Dong Nai province to organize calling for investment in educational projects in the area.

In areas with high potential for socialization, localities organize reviews and propose educational land locations that have been invested in and built in other locations or educational facilities that are no longer in use due to mergers and re-planning to organize auctions and call for educational investment according to the socialization policy.

Reporter: From the implementation of the policy of socializing education in Dong Nai, what recommendations do you have for the central ministries and branches to promptly remove difficulties and obstacles?

Director of Dong Nai Department of Education and Training Truong Thi Kim Hue : On May 26, 2020, the Ministry of Education and Training issued Circular No. 13/2020/TT-BGDDT on promulgating regulations on standards for facilities of kindergartens, primary schools, secondary schools, high schools and multi-level general schools, stipulating land areas for kindergartens, primary schools and secondary schools divided into urban and rural areas. However, for high schools, the general regulation is only ^10m2 /student while the land fund in urban areas is not much left, causing difficulties for investors in ensuring land conditions to invest in socialized education projects.

Therefore, it is recommended that the Ministry of Education and Training consider and adjust the regulations on land area of ​​high schools stipulated in Circular No. 13 in the direction of having separate regulations between urban and rural areas, in which urban areas require lower land area than rural areas to better support investors in implementing socialized education projects, especially in the current condition that the land fund of urban areas is quite limited.

Currently, according to the 2019 Education Law (Point c, Clause 1, Article 47), there are regulations on the model of non-profit private schools. However, there are no instructions, regulations and incentives for this type, making it difficult for localities to implement. Therefore, it is recommended that the Ministry of Education and Training consider and advise on instructions, regulations and incentives for this type to facilitate localities in implementation.
