Inheriting and promoting the diplomatic tradition in the glorious history of building and defending the country, since 1930, under the leadership of the Communist Party of Vietnam and founded and guided by President Ho Chi Minh, Vietnamese diplomacy, including the Party's diplomacy, has risen to a new level, honorably bearing the title "Diplomacy of the Ho Chi Minh Era".


Party foreign affairs is a unique feature of Vietnam's foreign affairs and diplomacy, formed and developed closely with the birth and growth of the Communist Party of Vietnam, starting with the event of Nguyen Ai Quoc becoming a member of the French Socialist Party around 1918 and one of the founding members of the French Communist Party in 1920. Since the birth of the Communist Party of Vietnam, leader Nguyen Ai Quoc - Ho Chi Minh has attached special importance to, devoted much time and effort to directing and conducting foreign affairs activities.

He actively carried out Party and people's foreign affairs activities to gain support from international communist and workers' parties, including the Communist Party of the Soviet Union (formerly), the Communist Party of China, the Communist Party of France, and people of anti-fascist allied countries, creating a great and important source of strength for the struggle for independence in Vietnam.

On November 1, 1949, President Ho Chi Minh and the Central Party Standing Committee issued a resolution to establish the Central Laos-Cambodia Bureau, under the comprehensive leadership of the Central Committee, in charge of the Party's foreign affairs and cooperation and assistance to the two countries. This event demonstrated our Party's strategic thinking of consolidating Party relations as a solid foundation for solidarity and coordination among the three Indochinese countries, which was also an objective requirement of vital significance to the struggle for independence of the three nations.

This event also had special significance in the context of our Party preparing to resume public activities, we were preparing to launch the Border Campaign in 1950, connecting the Viet Bac resistance base with China, the Soviet Union and other socialist countries. Party relations became the foundation to strengthen solidarity, gain support from the Soviet Union, China and other socialist countries for our nation's resistance.

Along with the revolutionary struggle of our Party and people, the functions and tasks of the Central Foreign Affairs Commission continue to be expanded in the direction of: Monitoring the world situation, diplomacy with other countries to help the Central Committee assess the situation, propose foreign policies of the Party and State; help the Central Committee lead the sectors to implement the Party's foreign policy, unify the direction of the sectors to do foreign affairs, direct the Party delegations, ministries, and people's organizations on foreign affairs.

Under the leadership of the Party, the Central External Relations Commission has always strived to fulfill its assigned tasks, performed well its core, pioneering, active and proactive role in the Party's external affairs, and together with the general external affairs and diplomacy work, made positive and effective contributions to the achievements and historical miracles in the two resistance wars of the nation and in the renovation period.

The main functions and tasks of the Foreign Affairs Committee have been adjusted through the Congress terms, and have been basically stable since the 11th Congress up to now, focusing on: (1) Researching, evaluating, and forecasting the international and foreign affairs situation, including the situation of political parties and people's movements in the world; presiding over and coordinating the consultation on guidelines, policies, and measures to concretize the Party's foreign policy to submit to the Central Executive Committee, the Politburo, and the Secretariat; appraising or participating in appraising projects on foreign affairs; (2) Organizing the implementation of the Party's foreign relations, uniformly managing foreign affairs activities within the Party system, mass organizations, and people's organizations; (3) Guiding and inspecting the implementation of guidelines, policies, regulations, and rules on the Party's foreign affairs work; directing, guiding, monitoring, and inspecting people's foreign affairs activities, and coordinating the organization of important people's foreign affairs activities; Check the implementation of high-level agreements between our Party and parties and organizations around the world; (4) Participate in Party building and building a team of cadres doing foreign affairs work.

Over the past 75 years, the Central External Relations Commission has had the great honor of being directly led, directed, trained and mentored by the Party Central Committee, President Ho Chi Minh, the Politburo, the Secretariat, the General Secretaries and many senior leaders and outstanding leaders of the Party, including comrades Pham Van Dong, Le Duc Tho, Pham Hung and Xuan Thuy.

Under the leadership of the Party, the Central External Relations Commission has always strived to fulfill its assigned tasks, performed well its core, pioneering, active and proactive role in the Party's external affairs, and together with the general external affairs and diplomacy work, made positive and effective contributions to the achievements and historical miracles in the two resistance wars of the nation and in the renovation period.

Party relations have become the political orientation for the overall relations with the three neighboring countries of China, Laos and Cambodia; holding the leading position, attracting great support from the Soviet Union, China and socialist countries for our country; actively mobilizing people from all walks of life in the world to form a world people's front supporting Vietnam in the two resistance wars. The support in many areas of political parties and people's organizations has important significance in the foreign affairs struggle of the Party and State in the war to defend the Fatherland, fulfill international obligations in Cambodia and deal with the siege and embargo of some international forces after the country's reunification.

Over the years, the Foreign Affairs Committee has coordinated with relevant ministries, departments and branches to participate more deeply in monitoring the international situation, promptly advising and proposing to the Party and State to plan foreign policy and guidelines, directly in the development of foreign policy of Party congresses, many important documents of the Central Committee, Politburo, Secretariat setting out major orientations and policies on foreign affairs in general as well as in the fields of Party foreign affairs and people's foreign affairs; including: Resolution of the 9th Central Committee (term III) in December 1963 on the world situation and international tasks of our Party; major resolutions on foreign affairs in the renovation period at the 7th Central Conference (August 1989) and the 8th Central Conference (1990) of the 6th tenure, the 3rd Central Conference of the 7th tenure (June 1992), the 8th Central Conference of the 9th tenure (July 2003) and the 8th Central Conference of the 11th tenure (October 2013). In addition, there are Conclusion No. 73 of the Politburo (February 2012), Directive No. 32 of the Politburo (February 2019) on the Party's foreign relations in the new situation; Directives No. 44 (September 1994), Directive No. 04 (July 2011) on expanding, innovating and improving the effectiveness of people-to-people foreign affairs.

On that basis, our Party's foreign policy of independence, self-reliance, peace, cooperation and development, multilateralization and diversification of foreign relations in the period of renovation has gradually taken shape and been constantly improved, creating a strategic initiative, consolidating a favorable foreign situation for the cause of national construction and defense. The work of unified foreign affairs management, guidance and inspection has also been gradually institutionalized and implemented in an increasingly systematic and professional manner.

The Central External Relations Commission has worked with foreign affairs forces such as the Ministry of Foreign Affairs, the Ministry of National Defense, the Ministry of Public Security, the Foreign Affairs Committee of the National Assembly, relevant ministries, branches and localities to organize and implement the foreign policy and strategies of the Party and State with political party partners, people's organizations and the policies of our Party and State on major international issues, constantly expanding relations with countries, political parties and people's organizations around the world, contributing to enhancing the increasingly high position and prestige of our Party, State and people.

Since the beginning of the 13th Congress term, promoting the fine tradition and under the close guidance of the Politburo, the Secretariat, the General Secretaries and the Foreign Affairs Commission have thoroughly grasped the important assigned tasks, constantly continuing to innovate in the work of advising on major orientations and policies to implement the Party's foreign policy.

Strategic advisory work has been transformed and promoted. The Committee has chaired and coordinated with relevant agencies to advise the Politburo to issue Resolution No. 34 (January 2023) on a number of major orientations and policies to implement the foreign policy of the 13th National Congress - the first comprehensive resolution of the Central Committee specifically on foreign affairs since Resolution No. 13 of the Politburo in April 1988. Many important foreign affairs activities, flexible to the situation, including during the Covid-19 pandemic, have been successfully and effectively organized, including particularly important activities that have left a strong impression such as: Re-meeting the mechanism of comrades leading the three Parties of Vietnam, Cambodia and Laos after 30 years; visits to China by General Secretary Nguyen Phu Trong (2022) and General Secretary and President To Lam (2024), visits to Vietnam by US President Joe Biden (2023), General Secretary and President of China Xi Jinping (2023) and Russian President Vladimir Putin (2024), General Secretary and President To Lam attending the United Nations General Assembly and working in the US, visiting Cuba, attending the Francophone Summit and visiting France, Mongolia, and Ireland (September-October 2024).

At the ceremony to celebrate the 75th anniversary of the Central External Relations Commission, General Secretary To Lam highly appreciated and commended the work of the Central External Relations Commission over the past 75 years, emphasizing: "Party external affairs associated with the work of the Central External Relations Commission have always played a core role in the strategic orientation of our Party's foreign policies and guidelines, strongly and effectively mobilizing international strength, support and assistance from progressive people and peace-loving people around the world, creating great resources to contribute to helping the Vietnamese revolutionary boat overcome all rapids, gain one victory after another, and create many miracles".

With outstanding achievements in foreign affairs over the past 75 years, the Central External Relations Commission has been honored to receive the Gold Star Order, the Ho Chi Minh Order and many other noble titles from the Party and State; the Party Central Committee presented a banner with the content "Absolutely loyal, proactive, creative, striving for the Party's foreign affairs cause".

Currently, the international situation is changing rapidly and strongly with many complex and unpredictable developments, opening up opportunities and creating many great challenges for the cause of national construction and protection, placing foreign affairs work before many new requirements and tasks.

In that context, General Secretary To Lam pointed out the responsibilities and tasks of the Central External Relations Commission in participating in planning and organizing the implementation of the Party's foreign policy in the new period with five major focuses. Firstly, doing a good job of advising on planning the Party's foreign policy in the new period, contributing to the successful implementation of the two 100-year strategic goals set by the Party.

Second, effectively organize and implement the Party's foreign policy throughout the entire political system and the nation, maximize the dialectical relationship between Party foreign affairs, State diplomacy and people's diplomacy under the unified leadership of the Party, promote the guiding and guiding role of Party foreign affairs, and do not make excuses for others.

Third, the Central External Relations Commission needs to make important contributions and demonstrate the role of “foreign affairs are important and regular”; advise the Party and guide the implementation of solutions to mobilize and promote more effectively the participation of all forces in the political system in foreign affairs.

Fourth, the Party's foreign affairs work contributes to enhancing Vietnam's contributions to the world revolutionary movement, and to regional and global peace and stability.

Fifth, build a team of foreign affairs cadres with strong political will, pure moral qualities, the ability to analyze and forecast strategically, be sharp, creative, dare to think, dare to take responsibility, dare to propose the Party's foreign policy on the basis of clearly understanding the uniqueness of our country's political system, always putting the interests of the nation, the people, and the interests of the people above all else.

Fully absorbing the important instructions of General Secretary To Lam at the ceremony to celebrate the 75th anniversary of the Central External Relations Commission, thoroughly grasping the instructions of the comrade in the past time on the common work of the Party, the State and foreign affairs, the Central External Affairs Commission will continue to make unceasing efforts, focus on organizing and implementing well the key tasks that the General Secretary has pointed out, perform well the core role in organizing and implementing the Party's foreign affairs work, make positive and worthy contributions to the common foreign affairs work and the cause of building, developing the country and protecting the socialist Fatherland, bringing our country into a new era - the era of the Vietnamese people's rise with the spirit of self-reliance, confidence, self-reliance and national pride.
