Tien Yen is a mountainous district with ethnic minorities accounting for 52% of the population. From a low starting point, with the close attention of the province, the efforts of the entire political system and creative solutions in building new rural areas, Tien Yen has become one of the first two districts in the country to be recognized by the Prime Minister as meeting the standards of an advanced new rural district in 2023.

Starting to implement the new rural construction program, Tien Yen district faced many difficulties, the most limited of which was the traffic infrastructure in remote, isolated mountainous communes. To promote the development of ethnic minority and mountainous areas and successfully implement the new rural construction program, Tien Yen has actively mobilized resources, focusing on investing in many projects to complete connecting traffic infrastructure. A typical example is the traffic route connecting the center of Dai Duc commune to the center of Dai Thanh commune (old) which was completed in October 2023. The project has a total investment of 153 billion VND from the capital of the province and district. With a length of more than 7km, the road has opened up strong development hopes for Dai Duc people in promoting socio-economic development. Thanks to the new route, the lives of ethnic minorities in Dai Duc commune have changed every day.
Mr. Dang Van Thanh, Party cell secretary, head of Khe Ngan village, Dai Duc commune, Tien Yen district, shared: Previously, the narrow road winding through the mountain slopes from the center of Dai Duc commune to the center of Dai Thanh commune was over 40km long. Now, the new road takes a shortcut through Cong Troi mountain, shortening it to only 7.5km. Since the new road was built, people have been very excited, traveling has become easier, and trading has become more convenient. Many households in the village and commune have also opened more shops to provide food and beverage services, tourism, etc. Thanks to that, people's lives have been improved.

In the period of 2019-2024, the district has built and completed 48 key projects with a total cost of over 615 billion VND; 10/10 communes have infrastructure meeting the standards of advanced NTM to model NTM; invested in building grassroots cultural institutions to serve the living needs of ethnic minority communities in highland communes... thereby improving the quality of life for ethnic minorities in the area. The whole district has over 440km of roads, of which over 16km are national highways and provincial roads, 30km of district roads, the remaining nearly 245km of village roads, alleys, and inner-field roads are all invested in asphalt or concrete, meeting the travel needs of the people.
Starting to implement the new rural construction program, with the consistent viewpoint that the people are both the subject and the target, Tien Yen district has built a roadmap, proposed implementation solutions, assigned specific tasks, clearly defined people and tasks. The district has completed the leadership apparatus from the district to the grassroots level, associated with raising awareness of the purpose, meaning and importance of the new rural construction program. At the same time, it has persuaded and attracted the consensus of the people, built dynamic projects, economic development models, household production with specific, practical and convincing products. Thereby, the awareness of the people, especially in ethnic minority and mountainous areas, has gradually changed, gradually eliminating the mentality of "waiting and relying", to being proactive and positive. Since then, the movement to build new rural areas has spread widely throughout the district. By the end of 2019, the district had completed the plan one year ahead of schedule, removing 4 communes and 18 villages from the list of particularly difficult areas. Tien Yen became the first ethnic and mountainous district in the North to reach the new rural area finish line.
With the viewpoint of building a new rural area without stopping, Tien Yen district continues its journey to build an advanced new rural district. In particular, implementing Resolution No. 06-NQ/TU dated May 17, 2021 of the Provincial Party Committee on sustainable socio-economic development associated with ensuring solid national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas for the period of 2021-2025, with a vision to 2030, Tien Yen has proactively determined to shift from "quantity" to "quality"; taking people as the subject, directly implementing and benefiting; the state plays a guiding and supporting role; investment from enterprises and emulation movements are the driving force. Accordingly, many practical emulation movements have been widely deployed. In just 3 years (2020-2023), local people have donated 150,000m2 land for building inter-village roads; organizations, individuals, and businesses supported the construction of 74 new solidarity houses; the whole district built over 20,345m of flower roads and 1,232m2 murals; 10,183 households use standard lidded trash cans; 76 roads with a length of over 38km are lit... The province has paid attention to synchronous investment in rural infrastructure, the electricity - road - school - station system is increasingly spacious, cultural institutions are increasingly synchronous to meet the cultural needs of the people. In particular, by the end of 2023, the average income per capita in ethnic minority and mountainous areas of Tien Yen district will reach 73.8 million VND/year, an increase of 1.47 times compared to 2019. The whole district no longer has poor households according to the criteria prescribed by the Central Government.
