Hau Giang, An Giang, Soc Trang and Can Tho city are closely coordinating to resolve problems related to land and materials, determined to complete the horizontal expressway in 2026, creating momentum for socio-economic development for the entire region.
Prime Minister Pham Minh Chinh requested localities with remaining land issues to quickly resolve them by March 2025.
The Chau Doc - Can Tho - Soc Trang Expressway Project Phase 1 is over 188km long, with a scale of 4 lanes, a total investment of over VND 44,690 billion, divided into 4 component projects. Of which, component project 1 through An Giang province is 57km long; component project 2 through Can Tho city is 37.4km long; component project 3 through Hau Giang province is 36.7km long and component project 4 through Soc Trang province is about 58.4km long. The basic progress is to complete the entire route in 2026 and complete and put the entire project into operation in 2027.
According to the Ministry of Construction, the project's site clearance is 99% complete. There is still one rest stop location in Can Tho city, two households in Soc Trang province have not yet handed over the site; and 15 high-voltage power pole locations are being relocated.
Regarding construction progress, as of March 15, the output of component projects 1 and 3 reached 46% and 35% of the contract value, respectively, basically meeting the output requirements. Meanwhile, component project 2 only reached 25% of the contract value, 15% behind schedule, and component project 4 reached 25% of the contract value, 8% behind schedule.
Regarding the demand for roadbed sand, currently, component project 1 has brought to the construction site about 3.4/9.3 million m3 of sand. Component project 2 has brought to the construction site 1.2/7 million m3. Component project 3 has brought to the construction site 1/6 million m3. Component project 4 alone is currently qualified to exploit 6.6 million m3 from river sand mines in Soc Trang province, but due to the insufficient exploitation capacity, it is expected that by June 2025, only about 3.3 million m3 will be exploited, the rest of Soc Trang province plans to use sea sand. Mr. Lam Van Man, Secretary of Soc Trang Provincial Party Committee, proposed to consider allowing the widespread use of sea sand in saline areas, areas without agricultural production, such as: urban areas, residential areas that do not have to pilot expansion and use of salt-washed sea sand in other areas to solve difficulties in material sources in the Mekong Delta.
The Secretary of the Soc Trang Provincial Party Committee proposed that the Ministry of Agriculture and Environment consider early handing over the sea area of Sub-area B1.4 for local exploitation to serve the project. The Ministry of Construction continues to provide professional support and coordinate with the locality to effectively manage the quality and progress of the entire project. Soc Trang province commits to implementing and disbursing all the capital allocated by the Prime Minister in 2025. Regarding the project implementation progress, the locality ensures compliance with the timelines stated in Resolution No. 91/NQ-CP dated July 25, 2022 of the Government.
Mr. Ho Van Mung, alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Committee, said that component project 1 of the Chau Doc - Can Tho - Soc Trang Expressway Construction Investment Project has so far reached 46.73%, exceeding the planned progress by about 0.29%. The project's disbursement progress to date is 276.2/3,449 billion VND, reaching a rate of 8%.
According to Mr. Ho Van Mung, An Giang province has handed over 100% of the site, focusing on solutions to supply sand and stone for the expressway project. The province requires contractors to implement construction in "3 shifts, 4 teams", the provincial leaders regularly inspect and urge contractors. At the same time, proactively remove obstacles regarding sand sources, ensuring direct supply for the project. The province strives to complete component project 1 in 2025 according to the direction of the Prime Minister. Particularly, regarding difficulties in sand reserves, the People's Committee of An Giang province has issued a document directing to remove obstacles, increase the exploitation capacity of 5% of the material supply, along with construction solutions to speed up and ensure progress.
In Hau Giang, Mr. Tran Van Huyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, said that the province strictly followed the direction of the Government and the Prime Minister in coordinating with construction units and contractors to speed up the progress. The province has two solutions to speed up the construction process. Firstly, the provincial leaders work with An Giang and Ben Tre to support sand sources. For package No. 1 of Hau Giang province, there are about 400,000m3 of sand left, the province will continue to work with An Giang province for support. Secondly, regarding the sand source for package No. 2, the province has worked with Ben Tre province. Currently, Ben Tre has conducted a survey and will continue to support Hau Giang to have sand materials for highway construction.
Mr. Tran Van Huyen also added that the province has worked with An Giang and Dong Nai provinces to ensure the source of stone materials. Regarding the progress of the project passing through the province, the Chairman of the Provincial People's Committee emphasized that the province is implementing it in accordance with the direction of the Prime Minister. Provincial leaders regularly inspect, urge and motivate construction forces at the construction site. In addition, short-term peak emulation periods are launched to motivate and encourage workers and engineers constructing the expressway.
“In the coming time, the province will continue to work with contractors to inspect and urge them to complete the assigned tasks well. On March 13, Army Corps 12 held a ceremony to launch a high-point emulation campaign to accelerate progress. Following the Prime Minister's instructions, the fastest time is around October, to have time to load. The province directs localities to closely coordinate with contractors to create favorable conditions to remove difficulties and propagate for people to support,” Mr. Tran Van Huyen emphasized.
Contractors are working in "3 shifts" to complete the Mekong Delta expressway project ahead of schedule.
Representatives of contractors currently constructing the project said that some difficulties such as the supply of materials, especially sand and stone, have not yet met the construction schedule. In addition, unfavorable weather conditions and weak ground have affected the project's progress. Despite many difficulties, the construction units, investors and local authorities are still determined to implement many solutions, mobilizing maximum human and material resources to speed up the progress, ensuring the project is completed according to plan.
In a recent meeting with relevant ministries and localities, Prime Minister Pham Minh Chinh requested investors and construction units to speed up progress and complete the Mekong Delta cross-axis expressway in June 2026. The Prime Minister emphasized that putting the project into operation early will bring high efficiency and reduce costs. The Prime Minister requested Party committees and authorities at all levels, Secretaries and Chairmen of People's Committees of provinces and cities in the Mekong Delta in general and of the four localities where the expressway passes through in particular to participate more strongly, more actively, more effectively and with a higher sense of responsibility in the work of supervision, inspection, urging, and encouragement... At the same time, this must be considered one of the key tasks of the locality and coordinate more with each other.
Regarding the construction materials for the expressway, Prime Minister Pham Minh Chinh requested the leaders of the provinces and cities to coordinate with investors and contractors to go to localities with materials to work and resolve difficulties with sand, rocks, etc. He requested that localities with remaining land issues quickly resolve the issue in March 2025. The Prime Minister assigned the Ministry of Agriculture and Environment and the Ministry of Construction to resolve the issue of construction materials for the expressway. At the same time, he requested contractors to focus on construction in "3 shifts", "through holidays and Tet", "not enough work during the day, take advantage of working at night", and strive to complete the Mekong Delta cross-axis expressway project ahead of schedule.
