On January 5, the provincial National Assembly Delegation organized a supervision of the implementation of Resolution No. 52/2017/QH14 of the National Assembly on the investment policy of the Project to build a number of expressway sections on the North-South Eastern route in the 2017-2020 period at the Department of Transport.
Comrade Dinh Viet Dung, member of the Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee, Head of the Provincial National Assembly Delegation chaired the supervision session. The delegation included Comrade Tran Thi Hong Thanh, member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation; representatives of the Office of the National Assembly Delegation and the Provincial People's Council.
The Cao Bo - Mai Son section investment project is part of the Project to invest in the construction of a number of expressway sections on the North - South East route in the period of 2017 - 2020. The project has a total length of 15.245km (the section through Ninh Binh province is 10.1km long) with a total investment of 1,607 billion VND, invested by the Department of Transport. The project implementation period is from 2018-2021.
Immediately after being assigned by the Ministry of Transport as the Project Investor, the Department of Transport prepared, appraised and approved the Feasibility Study Report; approved the construction drawing design and project estimate; and at the same time, made a plan to select contractors, divide bid packages, bid, negotiate, negotiate and sign contracts to ensure compliance with legal regulations. The work of capital allocation, disbursement and implementation of construction investment cost management was carried out in accordance with regulations, ensuring compliance with the requirements on plan and progress, in which the Department of Transport disbursed 1,296/1,355 billion VND. The project completed construction work from December 31, 2021, was inaugurated and put into operation from February 4, 2022. The project has been completed and accepted and the State Inspection Council for Construction Works Acceptance has inspected and issued a notice of acceptance of the completed project and put it into operation.
At the monitoring session, the representative of the Department of Transport proposed a number of contents related to the Law on Bidding and Decree 37/2015/ND-CP dated April 22, 2015 of the Government to have a basis for implementation, ensuring compliance with the provisions of the law on construction investment management. The Department also proposed to consider adjusting the regulations on completing procedures for fire prevention and fighting and environmental protection in Clause 6, Article 12 of Decree No. 35/2023/ND-CP amending and supplementing Point d, Clause 3, Article 14 of Decree No. 15/2021/ND-CP; Amending the content on the announcement of putting the expressway project into operation in Circular No. 90/2014/TT-BGTVT dated December 31, 2014 and Circular No. 06/2023/TT-BGTVT dated May 12, 2023 of the Ministry of Transport to comply with the provisions of Decree No. 25/2023/ND-CP dated May 19, 2023 of the Government; amending and supplementing the regulations on management and maintenance costs during the period of non-handover of the project...
At the monitoring session, delegates focused on discussing and clarifying some contents in the report and requested the Department of Transport to explain and supplement the following contents: Application of information technology in the project implementation process; results of thrift implementation, anti-corruption, waste, and negativity in project implementation; ensuring sources of construction materials for project construction; difficulties and obstacles in implementing administrative procedures; lessons learned, etc.
Concluding the supervision session, Comrade Dinh Viet Dung, Member of the Provincial Party Committee Standing Committee, Chairman of the Provincial Party Committee Inspection Committee, Head of the Provincial National Assembly Delegation highly appreciated the efforts of the Department of Transport in implementing Resolution No. 52/2017/QH14 of the National Assembly on the investment policy for the project to build a number of expressway sections on the North-South Eastern route in the period of 2017 - 2020. Actively coordinating with specialized departments and branches, overcoming difficulties, completing the assigned tasks well, meeting requirements, the quality of the project has been ensured so far. Good implementation of procedures to implement the project. Based on the opinions of delegates at the supervision session, he requested the Department of Transport to absorb and soon supplement to fully complete the report.
Regarding the proposals and recommendations of the Department of Transport, the Provincial Delegation of National Assembly Deputies will synthesize them to report to the National Assembly for consideration and resolution in the coming time.
