On the afternoon of May 6, the Department of Home Affairs inspected the contents of the administrative reform work point in Do Luong district. Attending the meeting were Ms. Nguyen Thi Mai Thuong - Deputy Director of the Department of Home Affairs; leaders of the district and departments of Do Luong district.

The delegation inspected the administrative reform work of Do Luong district with 4 focuses, including: Leadership, direction and operation of administrative reform; administrative procedure reform and implementation of one-stop, one-stop mechanism; building e-government, digital government; performing public duties.
Accordingly, in order to enhance the Party's leadership role in administrative reform and mobilize the participation of the entire political system, Do Luong district has established a District Steering Committee headed by the District Party Secretary. The Steering Committee members include members of the District Party Committee Standing Committee, leaders of the District People's Committee and heads of relevant departments and branches.
At the same time, the District People's Committee has issued many documents directing the effective implementation of receiving and handling administrative procedures.
In particular, the district's public administration center is invested in a spacious and modern manner, administrative procedures are received and resolved basically promptly. The district People's Committee regularly monitors and inspects the reception and resolution of administrative procedures by departments under the district People's Committee, communes and towns on the province's administrative procedure resolution information system; thereby promptly urging and reminding units to speed up the process of resolving records, limiting delays.
At the same time, Do Luong district promotes the application of information technology and digital transformation in the direction, management and operation of the district People's Committee leaders.
Up to now, the whole district has provided 261 sets of district-level administrative procedures (including 111 full-service online public services and 150 partial online public services); 156 sets of commune-level administrative procedures (including 36 full-service online public services and 114 partial online public services).

From January 1, 2024 to May 3, 2024, the Do Luong District One-Stop Department received 645 online applications, reaching a rate of 100%; the commune level received 3,555 online applications, reaching a rate of 88.9%. Currently, the District People's Committee is implementing the construction of a smart city.
Results of digitizing administrative procedure settlement records in the first quarter of 2024: Number of records with digitized components: 3,350/3,351 records; fully digitized components: 3,343/3,351, reaching: 99.76%; number of records with digitized results: 3,294/3,294 resolved records, reaching 100%.
In addition, the district strengthens administrative discipline and improves public ethics for officials and civil servants. Successfully implementing Project 06/CP contributes to administrative reform and promotes local economic, cultural and social development.
With the strong leadership and direction of the District Administrative Reform Steering Committee, administrative reform work in the whole district has many positive changes. The ranking result of the administrative reform index of Do Luong district in 2023 ranked 7th in the province (up 1 rank compared to 2022).
In addition to the achieved results, the administrative reform process in the district still has some shortcomings and limitations such as: Administrative reform work in some commune-level units is still ineffective; the rate of digital signatures of commune-level leaders is still low; forms of propaganda on administrative reform are not diverse and not regular. The settlement of administrative procedures in some fields, contents and implementation processes do not meet requirements; the rate of digitization of administrative procedure records and the rate of direct payment are still low,...
Improve administrative reform index ranking
Speaking at the conclusion of the meeting, Deputy Director of the Department of Home Affairs - Comrade Nguyen Thi Mai Thuong assessed: In 2023 and the first 4 months of 2024, with the strong leadership and direction of the District Administrative Reform Steering Committee and the leaders of the District People's Committee, especially the head, administrative reform work in Do Luong district has many positive changes.
To continue to create more positive changes in local administrative reform, the Deputy Director of the Department of Home Affairs suggested that Do Luong district needs to analyze and evaluate low-scoring indexes and component indexes in 2023 to direct and focus on overcoming shortcomings and limitations. The district continues to strengthen direction and management with synchronous, innovative, creative, drastic, in-depth, and focused solutions; develop, promulgate, and effectively implement administrative reform programs and plans.
Along with that, the district needs to promote propaganda work on administrative reform. Direct, urge, and resolutely carry out administrative reform tasks to improve and enhance the rankings of administrative reform indexes (PARINDEX), district competitiveness index (DDCI), and district digital transformation index (DTI).
At the same time, the district needs to direct departments and offices under the district People's Committee and communes and towns to review and evaluate the administrative reform plan for the period 2021-2025 of agencies and units. Prioritize the implementation of tasks of reforming administrative procedures, public services, civil servants, digital transformation, building and developing e-government, etc.
