Lai Chau: Promoting digital transformation development

Lai Chau province has been implementing many solutions to promote digital transformation development in all fields.

Accordingly, in the first 6 months of 2024, the province has issued 5 plans to create a legal corridor for digital transformation, development of digital government, digital economy, and digital society of the province. Documents implementing and specifying documents of the Government and the Ministry of Information and Communications of the province have also been issued promptly. The province has promoted propaganda work, opened a separate column on digital transformation in Lai Chau Newspaper, Provincial Radio and Television Station, Provincial Electronic Information Portal, Electronic information pages of departments, branches, and the Grassroots Information System. Thereby, contributing to raising awareness and responsibility of organizations, agencies, units, enterprises, organizations and individuals in implementing digital transformation and information security in the area. In addition, 70 agricultural production households have been trained and coached in digital skills; 540 trainees have attended the training course organized on the MOOCs platform... The specialized data transmission network infrastructure has connected to 100% of provincial departments, branches, and sectors, district/city People's Committees; Commune/ward/town People's Committees; average speed of 20Mbs. The whole province has 22 databases of departments, branches, sectors, and localities. The databases are being maintained and connected to the Information Systems of ministries, branches, and the province to serve the direction and operation activities of the province. The province has completed and operated the provincial data integration and sharing platform (LGSP) with 10 completed connections, 8 connections being updated. Other platforms such as: Medical examination and treatment platform, e-commerce transaction platform, non-cash payment platform... have been deployed and put into use by the province. Ensuring network safety and security, the rate of computers installed with software at state agencies of the province is 87.4%. The province has completed the "4-layer" information security model according to the instructions of the Ministry of Information and Communications. In particular, the rate of partially received and processed online records reached 76.3%; the rate of fully processed online records reached 87%. Online public services have been integrated into the National Public Service Portal with 857 services. The whole province has 63.6% of the total population of the province with electronic health records; the connection and data sharing between the National Population Database and the Education and Training Database has been implemented (99.19% of students and 94.67% of teachers have successfully connected, authenticated, and shared)...

In the coming time, the province will focus on promoting digital transformation, ensuring practical efficiency; implementing improvements in service quality, having a roadmap to promote cashless payments; having solutions to ensure information security and safety in the network environment. The province also requires network operators to accelerate the coverage of fiber optic cables and broadband mobile networks to all residential areas and residential areas; rapidly increase the rate of Internet users, especially in remote areas; improve connection capacity and network service quality, and provide quality coverage in areas with gaps and gaps in broadband network connectivity.
