The objective of adjusting the zoning plan is to ensure consistency, consistency, and synchronization with the approved local adjustment of the general plan and to be consistent with the actual implementation of related projects in the locality.
Specifically, adjusting a part of the area of about 2.43 hectares, the land lots in lots 28, 29, 30, 31, 32 will be converted into mixed-use land for housing and services, with heights from 3-5 floors to 15-20 floors; at the same time, adding a basement from 2-3 floors to meet the parking needs of the mixed-use area itself and the parking needs of the mixed-use and low-rise land.
Reason for adjusting and updating the implementation content when making local adjustments to the detailed construction planning at a scale of 1/500 of the Sam Son Ecological Urban Area, Resort, High-class Entertainment and Sea Tourism Area (Area I.1 - Sam Son Sea Square Urban Area Project) approved by the Provincial People's Committee for local adjustment in Decision No. 2898/QD-UBND dated August 2, 2021 and Decision No. 2917/QD-UBND dated July 11, 2024; ensuring consistency with the Master Plan approved by the People's Committee in Decision No. 2525/QD-UBND dated July 17, 2017.
Thanh Nien Street (section from Truong Le Mountain - Le Hoan Street, length about 600m, keep the roadway, reduce sidewalks and median strips) reduce the road clearance from 34m to 21m.
Bui Thi Xuan Street (Thanh Nien - Ho Xuan Huong section, about 400 m long; keep the roadway and sidewalk intact; reduce the median strip) reduces the road clearance from 32.0 m to 27.0 m.
Reason for adjustment: When implementing the zoning plan, detailed plan, and construction investment project, there are some shortcomings in the route and road boundary of traffic infrastructure. Therefore, it is necessary to adjust to suit the actual situation, limit site clearance; ensure the feasibility of the plan. This content has been approved in Decision No. 914/QD-UBND dated March 6, 2024 of the Provincial People's Committee on approving the local adjustment of the general plan of Sam Son city, Thanh Hoa province until 2040.
Adjust and update the scale and move the center of 2 roads (belonging to the sea square urban area): road number 36 has a scale of 25 m down to 17.5 m and road number 39 has a scale of 21 m down to 16 m. Adjust the area of adjacent land lots accordingly.
Reason for adjustment: The two above routes belong to the Sea Square Urban Area Project, which has been fully invested in accordance with the detailed planning approved by the Chairman of Thanh Hoa Provincial People's Committee in Decision No. 2898/QD-UBND dated August 2, 2021 on approving the local adjustment of the detailed planning at a scale of 1/500 of the Sam Son Ecological Urban Area, Resort, High-class Entertainment and Sea Tourism (Area I.1 - Sam Son Sea Square Urban Area Project).
In addition to the above-mentioned adjusted contents, other contents remain unchanged according to the 1/2000 scale Zoning Plan of Area A - Service center, coastal resort tourism and urban area of Sam Son city approved by the Provincial People's Committee in Decision No. 5136/QD-UBND dated December 1, 2020; approved for local adjustments in Decisions: No. 3560/QD-UBND dated October 21, 2022 and No. 4044/QD-UBND dated November 22, 2022.
The adjusted contents lead to an increase or decrease in the area scale of functional areas; however, they do not change the nature, function, scale, boundaries, and general development orientation of the zoning planning area; do not overload the social infrastructure system and technical infrastructure of the area expected to be adjusted; and the continuity and synchronization of the approved zoning planning.
Sam Son City People's Committee is responsible for presiding over the organization of announcement and public disclosure of the content of local planning adjustments, no later than 15 days from the date of approval decision.
Complete the local planning adjustment dossier according to the approval decision; organize the handover of the local planning adjustment dossier to the Department of Construction, Thanh Hoa Institute of Planning and Architecture and the locality, as a basis for management and implementation according to the approved planning.
Review and adjust relevant assigned plans (if any), ensuring consistency, consistency, and synchronization with approved local planning adjustments; have a plan on roadmap and implementation progress according to approved local planning adjustments.
Relevant functional departments and branches, according to their specific functions and tasks, are responsible for guiding and managing implementation in accordance with the planning and current regulations of law.
