Multiple content adjustments

Based on discussion, the District People's Council unanimously voted to pass 9 resolutions on the fields of finance, public investment, and operating regulations of the People's Council.

Notably, among these, there are up to 5 resolutions on adjusting related contents. These are adjusting and supplementing the medium-term public investment plan for the period 2021 - 2025, the investment plan for 2024; adjusting and supplementing the capital plan for 2024 to implement the National Target Program (MTQG) on new rural construction (NTM) and the National Target Program on socio-economic development of ethnic minority and mountainous areas of Hiep Duc district.

There are also resolutions on adjusting the 2022 budget revenue and expenditure settlement; adjusting the tasks of the construction planning project of Hiep Duc district; adjusting the scale of the investment project for the central park area of Tan Binh town.

Mr. Nguyen Van Tinh - Secretary of the District Party Committee, Chairman of the People's Council of Hiep Duc district said that as society develops, many regulations of higher levels have changed, so some contents of the District People's Council's resolutions are no longer suitable, need to be adjusted, amended, and supplemented to suit the provisions of law and the actual situation of the district. Some notable adjusted contents include supplementing the medium-term public investment plan for the period 2021 - 2025 for Binh Lam commune to implement the advanced NTM commune with more than 1.8 billion VND.

Adjusting the medium-term public investment plan for the period 2021 - 2025 to implement the new rural construction program of the communes of Thang Phuoc, Que Luu, Song Tra, Hiep Thuan, Binh Lam, Que Tho. The total capital plan of the categories after adjustment is more than 37.8 billion VND (adjusting the counterpart level of the district and commune).

The District People's Council also agreed to adjust the medium-term public investment capital plan for the 2021-2025 period for the Tra Linh Bridge project from nearly 3.3 billion VND to more than 7 billion VND (an increase of more than 3.8 billion VND compared to the capital plan approved by the District People's Council in Resolution No. 68, dated December 16, 2022) to pay for the completed work volume that has been settled. The reason for the increase is to adjust the price of the bridge part of the project according to the Conclusion of the State Audit Office of Region III.

With the resolution on adjusting the scale of the investment project for the central park of Tan Binh town, the District People's Council agreed to reduce the total investment of the project from 12 billion VND to 8 billion VND, while adjusting the implementation progress and land use area.

In particular, for the site clearance part, the scale of site clearance has been adjusted down to not yet cover the entire area of the park according to the plan (11.3ha). The reason for the adjustment is to divide the investment into stages suitable to the actual conditions and the ability to balance the district's resources...

Adjustment of income and expenditure settlement

In the 9 resolutions passed at the 17th Session, the content on adjusting the 2022 budget revenue and expenditure settlement (adjusting Resolution No. 84 dated July 18, 2023 of the District People's Council) received many opinions and discussions.

The reason for adjusting the 2022 budget revenue and expenditure settlement stems from the payment to the provincial budget of funds for implementing the new rural construction program according to the State Audit's Conclusion.

Accordingly, the amount returned to the provincial budget for the above funding source is more than 1.08 billion VND. The source of payment is the funding source for implementing the 2022 New Rural Development Program, the commune budget returns to the district budget.

According to the representative of the Finance and Planning Department of Hiep Duc district, the communes that had to pay back the budget due to improper transfer of resources include Binh Lam 565 million VND, Hiep Hoa 115 million VND, Hiep Thuan 165 million VND and Que Tho 241 million VND.

The leaders of the District People's Council said that the transfer of funds not in accordance with regulations and the need to return them was a "professional" error, not related to personal "pocketing". Regarding this issue, leaders of some localities requested the district to pay attention to resolving it.

Mr. Nguyen Huu Son - Chairman of Binh Lam Commune People's Committee said that if using local resources, Binh Lam will not have enough resources to pay back the budget.

Mr. Luong Phuoc Nghia - Secretary of the Party Committee of Hiep Hoa commune admitted that he did not know where to get the money to pay back to the budget. According to Mr. Nghia, the illegal transfer of resources was due to the localities misunderstanding the policy of the Provincial People's Committee.

Therefore, the commune hopes that the superior agencies will create favorable conditions for the commune to carry out the task of disbursing funds, including capital for the new rural construction program...

Mr. Nguyen Van Tinh said that regarding the issue of transferring NTM resources, at the meeting, the District People's Council only agreed to adjust the data, but for specific contents, the District Party Committee and the District People's Committee will organize an in-depth conference to fully listen to the problems surrounding the 3 National Target Programs.
