The provincial historical relic Hoa Thuong Hoi Quan is currently located on a land area of about 400 m2 on Tran Phu Street, Ba Dinh Ward, Thanh Hoa City, Thanh Hoa Province.
The historical and cultural relic of the Hoa Thuong Assembly Hall is degraded, damaged and abandoned.
This building was built by the Chinese community who came to Thanh Hoa to trade and live around the beginning of the 19th century (Gia Long 3rd year - 1804) as a place for meetings, activities, and business.
The Hoa Thuong Assembly Hall is made mainly of ironwood and green stone, with a tiled roof and brick walls. The building consists of five main sections: Tam Quan (three-door gate), front hall, Nghinh Phong tower, central hall and rear palace.
After more than 200 years of existence, due to the impact of weather and a long period of no one using or preserving it, the building has seriously degraded, becoming increasingly desolate and dilapidated, facing the risk of becoming a ruin.

The building was almost damaged, most of the roof collapsed, only ironwood columns remained.
The columns and beams of the collapsed building were not preserved and are scattered in the relic.
The roof collapsed almost completely, only a few sections remained.

In 1960, the Chinese handed over the Hoa Thuong Hoi Quan to Thanh Hoa province, and this building was used as a library for about 20 years.
In 1981, Thanh Hoa Provincial Library moved its location, and the Hoa Thuong Hoi Quan was assigned to Thanh Hoa Publishing House to manage and use a part of it. In March 2023, Thanh Hoa Publishing House moved away, and the building has been abandoned until now.
Although the Thanh Hoa Provincial People's Committee paid attention and ranked it as a provincial relic in 2010, due to lack of investment in renovation and repair, the project has gradually deteriorated.
The project was reinforced with a steel frame by the Thanh Hoa City People's Committee but still could not avoid the scene of desolation, ruin, and decay over time.
