From the end of 2024 to the beginning of 2025, information related to bad habits such as superficial education and superficial law enforcement by a part of young people are negative signals that cause no small amount of concern for society.
Accordingly, on January 29, the first day of the Lunar New Year, on the Nghi Son - Dien Chau highway from Thanh Hoa to Nghe An, many car drivers were terrified by a series of young men and teenagers driving 6 motorbikes without license plates at high speed. When being questioned, the reason of these 11 young faces of school age was that they went to the pagoda at the beginning of the year, "lost" on the highway, so they responded by removing the license plates to avoid being fined (!?).

Previously, on January 23, 2025, information from the Ho Chi Minh City People's Committee said that in the work of ensuring traffic safety and order for school-age children from December 21, 2023 to December 21, 2024, the authorities handled 318 cases of speeding and 134 cases of carrying more people than the prescribed number. Handling violations of not being old enough to drive, wearing helmets, obeying traffic signals, and going in the wrong direction were 10,554, 759, 40, and 30, respectively. Notably, there were 36 "child drivers" who violated alcohol concentration.
Even before that, on the morning of December 4, 2024, 12 young people aged 14 to 20 from Vinh City (Nghe An) went to Ha Tinh Province to pick up people released from prison. With 7 motorbikes, 5 of which had no license plates, this group without helmets terrified passersby by lining up in 2 or 3 rows, driving in the wrong direction, running red lights, honking loudly...

That means, besides the psychological characteristics of showing off of the age of not yet full, not yet worried, hundreds of "heroes" in 3 of the many examples above have more or less learned the habit of negative sophistry, concealment and the beginning of thinking that the responsibility of obeying the law and social institutions is not theirs.
More deeply, the "culprit" of the above non-standard thinking and behavior is the loose connection between family values and the way life lessons are passed on between parents and children. It also reveals the negative side of the process of receiving information from social networks, the level of absorption is not deep enough from the school environment.
In addition, the illusion of the probability of evading deterrent sanctions and relying on oneself in the age of guardianship is the next reason why the arrogant expression has a place to prevail.
To eliminate the above-mentioned risks and alarming manifestations, strict handling is a natural and urgent task of the authorities. Along with that, adults in general, parents in particular, and individual leaders of educational institutions must be within the scope of increased responsibility.
In the long term, media participation and social condemnation of this arrogant behavior should be emphasized.
The effective solution to any pressing problem is a system of measures to eliminate the causes of that problem. Therefore, all negative manifestations of youth, including the story of law enforcement, must be dealt with from the root like that!
The newly issued Decree 168/2024 is both a solid basis for strict and thorough handling and an opportunity to elevate traffic culture to a new level. Applying the positive points of the decree to the development process in general and civilized behavior in particular is something that must be done immediately.
