(NLDO) - The bus driver who crashed into the median strip, killing 3 people and injuring 7 others in Phu Yen, did not have a valid driver's license to operate the vehicle.
On February 8, the Investigation Police Agency of Song Cau Town Police (Phu Yen Province) issued a decision to temporarily detain driver Pham Quoc Huy (40 years old, residing in Gia Lai Province) to investigate the violation of regulations on road traffic participation according to Article 260 of the Penal Code.

Pham Quoc Huy was the driver of the passenger bus that crashed into the median strip, killing 3 people and injuring 7 others that morning in Xuan Thinh Commune, Song Cau Town. Upon inspection, at the time of the accident, the driver tested negative for drugs and alcohol, with a 0% blood alcohol level, but only had a Class C driver's license.
According to regulations, to drive a 10-30 seat passenger van, the driver must have an old class D driver’s license or a new class D2 driver’s license. Thus, with only a class C driver’s license, driver Huy is not qualified to drive a passenger van as in this serious accident.
Previously, at 1:00 a.m. on February 8, driver Huy was driving a passenger bus carrying 24 people on National Highway 1 in the North-South direction. When reaching the above area, the vehicle suddenly crashed into the median strip.
The accident killed three people, including Do Thi Kim Chi (33 years old, living in Lam Ha district, Lam Dong province), Tran Cong Anh (23 years old, living in Thanh Khe district, Da Nang city) and Tran Thi Song Thuong (living in Phuoc Son district, Quang Nam province).

The seven injured passengers include: Luong Thi Diem Trinh (23 years old, residing in Ninh Hoa district, Khanh Hoa), Nguyen Ngoc Lanh (22 years old), Nguyen Thi Thanh Lan (39 years old), Nguyen Thanh Bao Ngan (17 years old), Nguyen Huu Trung (25 years old, all residing in Da Nang city), Do Thanh Long (20 years old, residing in Duy Xuyen district, Quang Nam) and Huynh Thi Chinh (28 years old, residing in Can Tho city).
The passenger car in the accident driven by Mr. Huy was rented by CTTC NHSG Thuong Tin Company Limited (District 3, Ho Chi Minh City) to Tan Kim Chi Company Limited (Lien Chieu District, Da Nang City) for a period from January 2025 to July 2025; the inspection period is until December 25, 2025.
The Prime Minister issued Official Dispatch No. 12/CD-TTg, assigning the Minister of Public Security to direct the Phu Yen Provincial Police and relevant units to urgently investigate, clarify the cause of the accident and strictly handle in accordance with the law the organizations and individuals who violated the regulations, causing the above-mentioned particularly serious traffic accident.
Note, strictly handle the driver, vehicle owner or garage and related individuals in case of violation of regulations on working hours, conditions and health of drivers in the above accident.
