BTO-That is the direction of Vice Chairman of the Provincial People's Committee Nguyen Hong Hai to departments, branches and sectors at the working session with the working delegation of the Vietnam Road Administration on the morning of August 15, 2024.
The delegation was led by Ms. Phan Thi Thu Huyen - Deputy Director of the Vietnam Road Administration, working on the project of Upgrading National Highway 28B. Receiving and working with the delegation were Vice Chairman of the Provincial People's Committee Nguyen Hong Hai and leaders of relevant departments, branches, sectors and localities.
Project Management Board 5 under the Vietnam Road Administration reported the progress of the project to improve and upgrade National Highway 28B through Binh Thuan and Lam Dong provinces, approved by the Ministry of Transport in November 2023. The length of the route is about 68 km, of which the section through Binh Thuan province is about 51 km, the section through Lam Dong province is about 17 km, including: The section from Km0 - Km28 is a grade III plain road, the roadbed width is 12m, the road surface width is 11m. The section from Km28 - Km69 is a grade III mountainous road, the roadbed width is 9m, the road surface width is 8m. The road surface structure is asphalt concrete. The total investment of the project is 1,435 billion VND, the source of the State budget in the medium-term public investment plan for the period (2021 - 2025). The Vietnam Road Administration is the project investor.
The project has 2 construction packages, package 1 is for the construction of the section from Km0+000 - Km42+000, currently Project Management Board 5 is carrying out procedures for selecting construction contractors, and has not yet started construction. Package 2 is for the construction of the section from Km42+000 - Km51+114, which started construction on April 19, 2024, and is expected to be completed on September 15, 2025. Contractors are implementing construction according to the set schedule. By the end of July 2024, Project Management Board 5 had organized the field handover of 624/2,470 adjusted site clearance piles to the Land Fund Development Center of Bac Binh district and 5 related communes and towns. Regarding the procedures related to the forested area being converted to another purpose of the project due to the adjustment of the land clearance boundary, Project Management Board 5 has submitted a request to the Department of Agriculture and Rural Development to review and appraise the investigation records, and to assess the current status of forests and non-forested land in the area requesting a decision on the policy of converting the forest use purpose to implement the project. At the same time, Project Management Board 5 has coordinated with the People's Committee of Bac Binh district to determine the location of technical infrastructure works according to the boundary of the land clearance stakes adjusted according to the provisions of law.
In the past, the People's Committee of Bac Binh district has actively coordinated with relevant units to receive piles for site clearance adjustment of the project. However, Project Management Board 5 has not yet completed the field work of site clearance adjustment, so the People's Committee of the district has not had the basis to carry out the next steps to carry out the procedures for compensation, resettlement support, and land acquisition procedures for the project. Regarding the relocation of technical infrastructure items affecting the project site, the People's Committee of Bac Binh district has completed the design survey for the items that need to be relocated.
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai stated: The project to renovate and upgrade National Highway 28B through Binh Thuan province is an important route serving the socio-economic development of the province. Therefore, the Departments, branches and localities need to focus on implementation, aiming to complete the project by December 31, 2025. To speed up the project implementation, the Vice Chairman of the Provincial People's Committee requested Project Management Board 5 to proactively build a key road so that the Bac Binh District People's Committee has a basis to carry out site clearance work. At the same time, coordinate with localities in site clearance work, especially measurement, inventory and handling of arising issues.
The target is to hand over the public land area to the construction unit to implement the project by September 2024. The Vice Chairman of the Provincial People's Committee also requested Project Management Board 5 to coordinate with the Department of Agriculture and Rural Development to complete procedures related to forest land, forest land conversion, and forest land allocation. The Department of Transport will grasp the situation and organize weekly meetings on the project to improve and upgrade National Highway 28B through the province, thereby reporting to the Provincial People's Committee to monitor and urge the acceleration of implementation progress.
Ms. Phan Thi Thu Huyen - Deputy Director of the Vietnam Road Administration thanked the leaders of Binh Thuan province for supporting Project Management Board 5 in implementing the National Highway 28B Renovation and Upgrading Project in the past time. In the coming time, Ms. Phan Thi Thu Huyen requested Project Management Board 5 to proactively coordinate with departments, branches, sectors and localities of Binh Thuan province to speed up the implementation of this project, and send staff to work directly with localities in performing the task of site clearance.
