BTO-On the afternoon of September 18, the National Assembly Delegation of Binh Thuan province led by Mr. Nguyen Huu Thong - Deputy Head of the National Assembly Delegation of Binh Thuan province worked with the Provincial Traffic Construction Investment Project Management Board (PMU) on the disbursement of public investment capital for the period 2021 - 2023 and the first 6 months of 2024. Attending were representatives of the Department of Planning and Investment, the Department of Transport and related departments.
In the period of 2021 - 2024, the Project Management Board is allocated a capital source of VND 5,543,497 billion. The disbursement result for the period of 2021 - 2024 up to June 30, 2024 is VND 4,214,132 billion, reaching 76.02% of the plan, of which: In 2021, the plan assigned VND 1,130,645 billion, disbursed 100%. In 2022, the plan assigned VND 1,750,455 billion, disbursed VND 1,748,352 billion, reaching 99.9%. In 2023, the plan assigned VND 1,477,111 billion, disbursed VND 1,187,351 billion, reaching 80% (including capital extended from 2023 to 2024). In 2024, the plan was to allocate 1,185,286 billion VND, and by June 2024, 157,421 billion VND had been disbursed, reaching 18%...
Mr. Nguyen Thanh Hien - Deputy Director of the Provincial Traffic Construction Investment Project Management Board said: Through the implementation of the tasks, the limitations and difficulties are that the compensation and site clearance work of some projects is still slow, some parts of the land area handed over still have "leopard skin" plots, which has affected the construction progress and disbursement of capital plans. "The settlement work still has many difficulties because the compensation and site clearance work is still taking a long time because there are still households that have not received compensation money, and there are still prolonged complaints, which affects the settlement of compensation and site clearance items (DBGT) to summarize the settlement of completed projects.
During the implementation of the infrastructure relocation project, there was a package where the contractor did not finalize the project items, leading to the inability to finalize the investment capital for the completed project. The Project Management Board sent many official dispatches requesting the contractor to do so, but some contractors were no longer operating, affecting the progress of the project finalization..."
The reason for the slow progress in site clearance compensation is that the competent authority has assigned the People's Committees of districts, towns and cities to directly implement it in accordance with the provisions of the law. Compensation work is closely related to the field of land use management, and the current situation has many complicated issues, limitations and obstacles. The work of determining land prices according to the new regulations is not specific, the implementation process has encountered many difficulties that have lasted for a long time; many cases of transfer are only through "handwritten papers", without following the prescribed procedures, causing many difficulties, especially legal issues. At times and in some places, the coordination between the units participating in the implementation of compensation and site clearance has not been really close and synchronous, affecting the progress of this work. The Project Management Board recommends that relevant agencies, units and localities pay attention to speeding up the progress of compensation and site clearance, handing over the site to construct the projects according to the set plan, and at the same time to speed up the disbursement of capital for the assigned projects.
Through studying the report and working directly at the Traffic Project Investment Management Board, Comrade Nguyen Huu Thong - Member of the Provincial Party Committee, Deputy Head of the National Assembly Delegation, Head of the Supervision Delegation highly appreciated the efforts of the Board's leadership as well as the leaders of departments and units in implementing the allocation, disbursement and settlement of public investment capital (from 2021 to June 2024) , although there are still many difficulties due to many different causes, both subjective and objective, such as: coordination with localities to clear the site is still facing many difficulties; current legal regulations are not consistent, especially the issuance of documents implementing the Land Law is still slow...
But in 2 years (2021 and 2022), the Provincial Traffic Works Investment Management Board has disbursed 100% of capital according to the planned target.
In the coming time, it is recommended that the Traffic Works Investment Management Board continue to review and clearly identify the causes to speed up the disbursement of public investment capital. According to the report of the Department of Planning and Investment, the local capital and the central capital assigned to the Management Board are very large, accounting for more than 1/3 of the whole province (nearly 1,300 billion VND), so focusing on the disbursement of public investment capital by the Management Board is very important to contribute to increasing the disbursement rate of the province.
In order to have a basis for research and synthesis of recommendations to central and local agencies, comrade Thong requested the Management Board to complete the report according to the comments of the members of the Supervisory Delegation and send it back to the Supervisory Delegation, focusing on analyzing existing problems, difficulties, and obstacles, determining the causes and making specific recommendations, especially problems related to current legal regulations.
