
Implementing the direction of the Party Central Committee Secretariat, the Central Propaganda Department and the National Political Publishing House have coordinated with ministries, sectors and localities to implement the Project on providing books to communes, wards and towns nationwide. The project aims to contribute to the innovation and improvement of the quality of the grassroots political system to meet the requirements of the new development period and improve the knowledge of all classes of people.
As a result of the 2009 - 2023 period, the Project has provided 593 books (both CD-ROM and Audio CD), with a total of over 14.4 million printed copies to the grassroots. The Project's books include the following main contents: Knowledge on Party building, government, and mass organizations at the grassroots level; books on the life, career, ideology, morality, and style of Ho Chi Minh; on border and island sovereignty; building new rural areas, popularizing livestock and crop farming techniques...
The Truth National Political Publishing House has digitized over 500 books of the Project, built an electronic library of books for communes, wards and towns (thuviencoso.vn). The electronic library has served readers since the beginning of 2020 with over 729,000 visits.
Although achieving positive results, the Project still lacks many book topics on the application of science and technology in production, animal husbandry, and cultivation; knowledge about culture, customs, and cultural heritage of regions; bilingual books for ethnic minorities... The number of books sent to communes, wards, and towns is still small, not meeting actual needs. Some local Party committees and authorities have not really paid attention to the management, exploitation, and use of books of the Project...
With the increasing demand for reading, Mr. Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Central Propaganda Department, pointed out: It is necessary to overcome difficulties, strengthen facilities, ensure the source of books, especially bilingual books in ethnic minority languages. Along with that, promote the role of Party committees, cadres, and Party members to set an example in reading culture, bringing books to the grassroots. Books under the Project need to be diversified, following major topics, meeting practical needs. Besides traditional reading methods, promote reading books on cyberspace, so that people can access free bookshelves to read anywhere, anytime...
Through the evaluation of the Project results, exchanges and discussions among agencies and localities, the Central Propaganda Department proposed to the Central Party Secretariat to continue implementing the Project to provide books to communes, wards and towns in the coming time. On this occasion, the Central Propaganda Department awarded certificates of merit to 11 collectives with outstanding achievements in implementing the Project.
