Quickly stabilize the machine, ready for smooth operation
Implementing the project of arranging communal-level administrative units of Hanoi City in the period of 2023-2025 in Hai Ba Trung District, Dong Mac Ward from January 1, 2025 was merged into Dong Nhan Ward to form a new ward named Dong Nhan. To prepare for the new administrative apparatus to operate professionally, from the end of December 2024, the leaders of Dong Nhan Ward People's Committee proposed the District's Department of Internal Affairs to proactively print civil servant cards for civil servants from Dong Mac Ward People's Committee, according to the district's common model.
Just 1 day after receiving the list of 9 professional civil servants imported from Dong Mac ward, based on the decision to assign tasks and titles of these civil servants from the Dong Mac ward People's Committee, on December 29, 2024, Dong Nhan ward People's Committee completed the draft working regulations of the new ward People's Committee and the draft decision to assign tasks to the entire team of civil servants of the new ward, so that on January 1, 2025, the Chairman of the ward People's Committee could immediately sign and issue.
On January 1, 2025, even though it was New Year's Day, the leaders of the Ward People's Committee still went to work to clean up the headquarters, prepare the office and necessary conditions for the morning of January 2, 2025, all civil servants were present at the headquarters and the "One-stop" department to work from 7:30 am.
Notably, Chairman of Dong Nhan Ward People's Committee Kim Thi Thu said that before January 1, 2025, the "One-stop" department of the Ward People's Committee only had 2 civil servants (1 civil servant less than the regulation due to job transfer request). Now that Dong Mac Ward has been merged, the department has been increased by 3 civil servants, all of whom have good professional qualifications and many years of experience, and are highly responsible in their work, so the ward leaders do not have to spend time training them.
Implementing the partial merger of Cau Den ward into Bach Khoa ward, from January 1, 2025, the old nameplate "Headquarters of the Party Committee - People's Committee of Bach Khoa ward" has been replaced by the new nameplate "People's Committee of Bach Khoa ward". After the merger, the headquarters of the People's Committee of Bach Khoa ward is still at 39 Le Thanh Nghi street (headquarters of the old People's Committee of Bach Khoa ward), while the Party and mass organizations of the ward moved to the headquarters of the old Party Committee - People's Committee of Cau Den ward at Dinh Dai alley (Bach Mai street)...
The leader of the People's Committee of Bach Khoa Ward (new) said that the entire team of civil servants of the People's Committee of the Ward went to work from January 1, 2025 to move equipment and supplies from the Cau Den Ward headquarters as well as arrange work places for civil servants and workers of Cau Den Ward to be imported and assigned to the positions of civil servants of the "One-stop" department, Reception of People, Culture, and Accounting. After the arrangement of administrative units, the People's Committee of Bach Khoa Ward had 6 more civil servants and 1 contract worker, in which the One-stop department was increased from 2 to 3 civil servants, all work of the new government apparatus operated smoothly.
Maximum convenience for people
In order to create maximum convenience in handling work for the people, before the Dong Mac ward officials returned, the leaders of Dong Nhan ward worked with the Cipher Department (Ministry of Public Security) to change the digital signatures for these officials (the signature tail) for synchronization; at the same time, request the Office and the Internal Affairs Department of Hai Ba Trung District People's Committee to open additional accounts in the document management software of Dong Nhan ward for these officials to access, so that from January 1, 2025, all are ready to work smoothly, welcoming and serving citizens in the best way.
“Implementing the policy of merging Dong Mac ward into Dong Nhan ward does not affect our lives, we fully support it. Most importantly, although the workload for the government apparatus has increased a lot, when people come to the ward People's Committee to carry out administrative procedures, they are still warmly welcomed by civil servants, the procedures are resolved quickly, there is nothing to complain about” - Ms. Tran Thuy Hanh, residing in lane 31 Dong Nhan street, residential group 1 Dong Nhan ward.
In the first week of operation of the new Dong Nhan ward (January 1-8, 2025), the "One-stop" department received 109 administrative records, an increase of 17 records compared to the total number received in the week before the merger (December 24-31, 2024).
In addition, Chairman of Dong Nhan Ward People's Committee Kim Thi Thu said that with the number increasing to 15 residential groups after the merger, of which 3 groups have over 350 households, the Ward People's Committee has promoted that there will be maximum support for cases where citizens want to change their identification documents due to changes in administrative boundaries (such as Citizen Identification Cards).
However, up to now, the ward has not recorded any cases of needing to convert documents, because in reality, people are still using them normally; population data has been integrated into the Public Service Portal system, and the ward police are also actively synchronizing data of people in Dong Mac ward (old) with Dong Nhan ward.
According to Mr. Chu Quang Huy - an official of the Statistics Office of Dong Nhan Ward People's Committee (formerly an official of Dong Mac Ward People's Committee), the merger of Dong Mac Ward into Dong Nhan Ward, the new administrative unit with a larger area and population also means that the workload for the ward government has increased significantly. Furthermore, there is a general survey of business establishments in the localities, so officials must focus on reviewing to produce a comprehensive management register of business households of the two wards; similarly, other areas will also have surveys and data merging of the two wards.
As for citizen reception, under the condition that the number of citizen reception officers remains the same but the number of citizens from 2 wards is concentrated at 1 citizen reception office, this department's workload has increased significantly.
“For the past week, every day, ward officials have had to stay late to work, but we have always determined to try to overcome all difficulties, so after the merger of the wards, we immediately started working, making every effort to complete the task, ensuring that the government apparatus still operates smoothly and is ready to serve the people. I just hope that if the superiors have a policy to continue to transfer professional civil servants between wards when arranging administrative units, it will be implemented soon, so that we can soon stabilize our thoughts and focus on our work,” Mr. Chu Quang Huy expressed.
At the People's Committee of Bach Khoa Ward these days, the number of citizens coming to the "One-stop" department for administrative transactions has increased dramatically. According to the leaders of the People's Committee of the ward, it can be said that there is an "overabundance" of documents, especially in the field of birth registration. Specifically, before the merger, on average, the department only received about 12 birth registration documents per month, but from January 1 to January 8, 2025, it received an average of 4-5 of these documents per day. In the first week of the new ward administrative unit's operation, civil servants received 288 administrative documents, or more than 40 documents per day, double the number before the merger.
The reason for this sudden increase, according to Vice Chairman of Bach Khoa Ward People's Committee Nguyen Thi Hanh, may be that many people in Cau Den Ward (old) do not want to register their children's births immediately after birth, but wait another 1-2 months after arranging administrative units to register their children's births, in order to synchronize with future documents that all have the permanent residence address of Bach Khoa Ward, avoiding having to correct documents.
Tran Thi Hong Nhung, a civil servant of the Department of Justice and Civil Status of the People's Committee of Bach Khoa Ward, shared that these days the workload of civil servants has increased because they are coordinating with the Ward Police to review and synchronize documents for people returning from Cau Den Ward. Initially, there was a problem because the Citizen Identification Cards of some people were still showing addresses in Cau Den Ward on the system. The civil servant reported it, and after only about 2 days, the Police agency synchronized all the population data of the people.
Implementing the district leaders' instructions, the ward People's Committee also informed people that they will receive maximum support from the government if they want to convert documents due to changes in administrative boundaries.
In reality, since the merger of part of Cau Den ward into Bach Khoa, due to the increased population, the workload has doubled, while at the position of Justice - Civil Status there is still only 1 civil servant, but the ward's civil servants are still dedicated and try to complete their tasks.
“In recent days, work at the headquarters has often been completed after 7 p.m., but when citizens go to the “One-Stop” department to transact administrative documents, civil servants are still happy to welcome them. In the spirit of “civil servants are servants of the people”, the documents must still be processed continuously, without backlogs, delays, and many documents even return results ahead of schedule. We have not received any feedback or complaints from citizens about the handling of administrative procedures,” said Ms. Nguyen Thi Hanh.
