This Circular is expected to apply to agencies, units, organizations and individuals involved in the management, provision and use of applications, services and information on the internet in the Ministry of National Defense .

Regarding the provisions on providing and sharing information on social networks, Article 6 of this Draft Circular proposes as follows:

- Learn and comply with the terms and conditions of use of the social network service provider before registering and participating in the social network. Do not use information related to agencies or units when registering to set up a social network account; do not name the account the same or identical to the name of a press agency, state agency, or agency within the Ministry of National Defense.

- Share information from official and reliable sources; do not post or share information that is classified as state secrets, information that violates the law, or information that offends the honor and reputation of or affects the rights and legitimate interests of organizations and individuals. Do not arbitrarily post or share information related to agencies, units, or images of military personnel, unless permitted by the commander of the agency or unit.

- Promptly detect and notify the specialized information technology force and military security agencies when social network accounts are lost or hijacked or when conflicting information, information that violates the law, information on the list of state secrets, information that affects the reputation of the Party, the State, and the Vietnam People's Army is discovered for coordination in handling.

- Responsible for preventing and removing information that violates the law, information that affects the reputation of organizations and individuals in the Army, information that affects the legitimate rights and interests of other organizations and individuals posted on their accounts no later than 1 hour from the time of request by phone, in writing or through other means of communication from Command 86, Military Security Department.

The Ministry of National Defense is collecting opinions from organizations and individuals to revise and complete the Draft Circular regulating the management, provision, and use of applications, services, and information on the Internet in the Ministry of National Defense.

The structure of this Draft Circular includes 6 chapters, 26 articles, 4 appendices with the following basic contents:

- Circular name: Circular regulating the management, provision and use of applications, services and information on the Internet in the Ministry of National Defense.

- Scope of regulation: This Circular regulates the management, provision and use of applications, services and information on the Internet; the powers and responsibilities of agencies, units, organizations and individuals in the Ministry of National Defense.

- Subjects of application: This Circular applies to agencies, units, organizations and individuals related to the management, provision and use of applications, services and information on the Internet in the Ministry of National Defense.

- Chapter I of the Draft Circular stipulates the following contents: Scope of regulation; Applicable subjects; Principles of management, provision, and use of applications, services, and information on the Internet in the Ministry of National Defense.

- Chapter II of the Draft Circular stipulates the following contents: Providing information on the Internet; Providing online public services; Providing and sharing information on social networks.

- Chapter III of the Draft Circular stipulates the following contents: Management of the establishment of electronic information sites and electronic newspapers; Authority to approve, decide on granting, amending, supplementing, extending, and re-granting licenses to establish electronic information sites and electronic newspapers; Procedures for registration, amendment, supplementation, extension, and re-granting of licenses to establish general electronic information sites; Application dossiers for registration, amendment, supplementation, extension, and re-granting of decisions on granting licenses to establish electronic information sites providing specialized and internal services; Procedures for registration, amendment, supplementation, extension, and re-granting of decisions on granting licenses to establish electronic information sites providing specialized and internal services; Procedures for suspending operations and revoking licenses to establish electronic information sites providing specialized and internal services.

- Chapter IV of the Draft Circular stipulates the following contents: Planning and developing applications and services serving military and defense tasks; Managing shared applications and services on the Internet; Managing connections and data sharing on the Internet; Managing domain names in the Ministry of National Defense; Ministry of National Defense Data Center on the Internet; Planning and developing the Electronic Information Portal of agencies and units in the Ministry of National Defense on the Internet; Licensing authority, registration process, and licensing of internet service use.

- Chapter V of the Draft Circular stipulates the responsibilities of: General Department of Politics, Command 86, Office of the Ministry of National Defense; Military Industry - Telecommunications Group and agencies and units in the entire army.

- Chapter VI of the Draft Circular stipulates the effective date and transitional provisions; responsibility for implementation.
