Responding to reporters' questions, representatives of the authorities clarified the need to issue the Ordinance on Management and Protection of the Ho Chi Minh Mausoleum Relic Site. Accordingly, immediately after President Ho Chi Minh passed away on September 2, 1969, in Notice No. 14-TB/TW dated December 4, 1969, the Politburo decided: "With infinite love and eternal gratitude to President Ho, we must carry out to the best of our ability the task of preserving President Ho's body and building his mausoleum." Over the past 55 years, our Party and State have had many policies and guidelines to lead and direct the special political task of preserving President Ho Chi Minh's body for the long term, protecting the absolute safety of President Ho Chi Minh's body and managing and protecting the Ho Chi Minh Mausoleum.
However, most of the current legal regulations only focus on the management and protection of the works in the Ho Chi Minh Mausoleum Relic Site; many important issues have not yet been regulated. In practice, the management and protection of the Ho Chi Minh Mausoleum Relic Site still has some difficulties and shortcomings. This is a special task, which must ensure the absolute safety of President Ho Chi Minh's body, protect the Mausoleum, and welcome people and international visitors to visit Uncle Ho and visit the area, promote and promote the political, historical and cultural significance of the Ho Chi Minh Mausoleum Relic Site.

President Ho Chi Minh Mausoleum is a special project, requiring special techniques. Therefore, the development and promulgation of the Ordinance on Management and Protection of the Ho Chi Minh Mausoleum Relic Site is extremely necessary. The promulgated Ordinance is the highest legal document to date to institutionalize the viewpoints and policies of the Party and State on long-term preservation, absolute safety protection of President Ho Chi Minh's body and the management and protection of the Ho Chi Minh Mausoleum Relic Site.

The Ordinance consists of 6 chapters and 32 articles. The scope of the Ordinance regulates the long-term preservation and absolute safety protection of President Ho Chi Minh's body; the management and protection of works, areas and the organization of activities in the Ho Chi Minh Mausoleum Relic Site; the tasks, powers, regimes, policies and responsibilities of agencies, units, organizations and individuals in the management and protection of the Ho Chi Minh Mausoleum Relic Site.
Accordingly, the Ho Chi Minh Mausoleum Relic Site is a complex of works and areas of special political, historical - cultural, national defense and security value to the country, including: a) Ho Chi Minh Mausoleum and Ba Dinh Square; b) Monument to Heroes and Martyrs on Bac Son Street, Ba Dinh District, Hanoi City; c) Ho Chi Minh Mausoleum Relic Site at Da Chong in Ba Vi District, Hanoi City (K9 Relic Site); d) Works supporting and serving the long-term preservation and absolute safety protection of President Ho Chi Minh's body.
The Decree takes effect from May 19, 2025.
