To make party cell activities no longer a formality

Party cells are the “roots” of the Party and Party cell activities are a regular and important task in Party building. Therefore, innovation and improvement of the quality of Party cell activities in recent times have been highly valued and seriously implemented by Party committees at all levels in the province, gradually bringing about positive results and creating new vitality in Party committees and Party cells.

Creative in the way of doing

In the regular meetings from January to August 2024 of the Party Cell of Zone 1, Hong Ha Ward (Ha Long City), the content of implementing the model of mobilizing people in the neighborhood to agree on adjusting and rearranging residential groups was included. With the goal of ensuring convenience for households in residential group activities, while saving costs for those participating in neighborhood activities.

The Party Committee of Zone 1 met with the heads of residential groups, party group heads and heads of mass organizations to listen to feedback from the people of the Neighborhood on the implementation of the Party Cell's policies and resolutions.

According to the Party cell secretary and head of area 1 Trinh Quoc Dung, the neighborhood has 17 residential groups with uneven household sizes, 4 groups have from 22 to 30 households, 5 groups have from 31 to 40 households, 2 groups have from 41 to 50 households, 3 groups have from 51 to 70 households and 3 groups have from 71 households or more. Of which, group 1A has 94 households, group 11 has 125 households. There are residential groups whose houses are back to back, but if you want to gather the whole group, half of the households have to travel nearly 1km to meet. The large number of residential groups leads to a large number of cadres such as group leaders and deputy group leaders, 35 people; although the support level is very small, the budget for this team also accounts for nearly 50% of the budget allocated to the neighborhood in a year. Due to the above shortcomings, the Party cell committee has researched, discussed and selected the content of mobilizing people to adjust and rearrange residential groups to include in the Resolution on the direction and tasks for 2024 and the Work Program of the Party cell of Ward 1, Hong Ha ward in 2024; including this content in the regular monthly activities of the Party cell. Through the activities, the Party cell met to discuss and agree on the adjustment plan; at the same time, the Party cell committee met with the team of group leaders and deputy group leaders and assigned cell committee members and Party members to do the work of mobilizing people to reach consensus.

Up to this point, after many regular meetings and public consultations, the Party cell has agreed on a plan to adjust and merge from 17 residential groups to 10 residential groups, with the consensus of 100% of Party members, 17 residential group leaders and local people. Recently, the Party cell has completed the plan to report to the Party Committee and the People's Committee of Hong Ha Ward for comments and is expected to submit and report to the People's Committee of the Ward to submit to the People's Council of the Ward at the end of 2024 session.

Along with regular activities, in Party Cell Zone 1, the thematic Party cell meeting regime is strictly maintained. Since the beginning of the year, the Party Cell has held 6 thematic meetings. In which, many thematic meeting contents have had positive and practical impacts after the meetings such as thematic meeting: Implementing Resolution No. 20 of the Provincial Party Committee on the direction and tasks for 2024 with the working theme "Improving the quality of economic growth; developing culture and people rich in Quang Ninh identity"; implementing Resolution No. 77-NQ/TU (dated December 12, 2023) of the Ha Long City Party Committee on the direction and tasks for 2024 associated with the working theme of the year "Improving the quality of economic growth; developing culture and people rich in Quang Ninh identity"; Studying and following the ideology, morality and style of Ho Chi Minh, Articles of General Secretary Nguyen Phu Trong, etc.

Party cell of zone 1, Hong Ha ward (Ha Long city) mobilized people to contribute funds to build charity houses for disadvantaged households in the area.

Thanks to maintaining a good working routine and choosing practical content in line with local realities, the meetings of the Party Cell 1 are very exciting and effective. Mr. Pham Dinh Khang, a Party Cell member, said: Participating in the Party Cell meetings, Party members are thoroughly informed of the policies of the Party Committee at higher levels, and grasp the specific implementation situation of the Party Cell and Party Committee. The Party Committee also promptly grasps the thoughts, aspirations, and psychological developments of Party members, on that basis, proposes specific solutions and issues resolutions that are close to the local situation. From there, it contributes to improving the leadership capacity and fighting strength of the Party Cell and Party members.

Through regular meetings and specialized meetings of the Party cell, Party members and people have actively participated in local tasks as well as movements launched in the neighborhood, such as: Green Sunday; contributing funds to renovate and refurbish the cultural house, the neighborhood gate, and install decorative electrical systems; agreeing to adjust and supplement street names, house numbers, and alleys in the residential area; participating in cultural and artistic activities of the neighborhood, aiming to celebrate anniversaries and political events of the country and the locality; supporting and giving gifts to children, disadvantaged households, and families of policy beneficiaries during holidays and Tet...

In recent times, many Party cells in the province have focused on improving the quality of activities through strictly following the monthly Party cell activities; maintaining the regular meeting schedule on the prescribed days. The content of the activities is innovative, lively, practical, close to the reality of the locality and unit, selecting key tasks to focus on directing and organizing implementation. Many Party cells conduct thematic activities once a quarter on studying and following Ho Chi Minh's ideology, morality, and style, and on key tasks. Party cell meetings take place democratically, openly, promoting the sense of responsibility of Party members to contribute ideas to build the Party cell.

The improvement in the quality of Party cell activities has also created a clear change in the operational efficiency of Party cells, Party committees and Party members. In particular, it has contributed to preventing and repelling the degradation of political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party. Many Party cells have maintained and promoted the role of political core at the grassroots level, leading Party members and people to effectively implement the Party's guidelines and policies, the State's policies and laws; promoted democracy at the grassroots level; maintained political security and social order and safety.

Continue to innovate and improve quality

In recent times, the Quang Ninh Provincial Party Committee has paid attention to leading and directing the issuance of many guiding documents and instructions to continue to innovate and improve the quality of Party cell activities in the entire Provincial Party Committee. Closely following the instructions of the province, many Party cells have promoted their role as the core of political leadership at the grassroots level, creating new vitality in Party cell activities, improving the quality of Party cell activities. The average rate of Party members participating in Party cell activities has increased, overcoming the situation of Party members being absent from Party cell activities for many periods; ensuring leadership, Party spirit, fighting spirit, and the quality of Party cell activities has been gradually improved.

To meet the requirements and tasks of Party building in the current period, innovation and improvement of the quality of Party cell activities have become an urgent requirement to contribute to building a strong grassroots Party organization, improving the quality of Party members and strengthening the protection of the Party's ideological foundation, fighting against and refuting wrong and hostile views in the new situation. Continuing to have a policy of promoting political and ideological activities, in 2024, piloting thematic activities to protect the Party's ideological foundation, fighting against and refuting bad and toxic information, wrong and hostile views (referred to as thematic activities of Party cell 35) in Party cells. Recently, the Provincial Party Committee's Propaganda Department issued Instruction No. 101-HD/BTGTU on piloting thematic activities of "Party cell 35".

According to the instructions, the model of the "Party Cell 35" thematic activities began to be piloted in specialized agencies advising and assisting the Provincial Party Committee; grassroots party cells, party cells directly under grassroots party committees, party cells directly under Party committees of districts and provincial party committees, with a total of 35 party cells (not piloting the "Party Cell 35" thematic activities at the commune level).

The content of the thematic meeting "Party Cell 35" closely follows the requirements of the thematic meeting steps according to Instruction No. 12-HD/BTCTW (dated July 6, 2018) of the Central Organizing Committee on a number of issues on improving the quality of Party cell meetings, focusing on two groups of contents: protecting the Party's ideological foundation and fighting against bad, toxic information, wrong and hostile viewpoints, with special attention paid to combining "building and fighting", in which "building" is the main thing, "fighting" is important and urgent. After each thematic session of “Party Cell 35”, the Party Cell edits and builds 1-3 products in the following forms: Digital presentations, articles, posts on social networks, digital short films, digital audio-visual files, photo series with captions... to post, share on mass media, social networks, propaganda publications or submit articles to participate in the annual Political Contest to protect the Party's ideological foundation...

Party committees and Steering Committees 35 of the provincial Party Committees selected for the pilot implementation of the results of the "Party Cell 35" thematic activities are an important criterion for evaluating and classifying the quality of Party organizations and Party members annually, in conjunction with the model of "Four-Good Party Cells" and "Four-Good Grassroots Party Committees". The Standing Committee of the superior Party Committee is responsible for directly attending or assigning Party Committee members to attend and monitor the "Party Cell 35" thematic activities at the Party Committees. The Propaganda and Training Committees of the provincial Party Committees strengthen propaganda work, manage cadres and Party members participating in the Internet and social networks; seriously participate in the "Party Cell 35" thematic activities and regularly advise the Party Committee to direct the implementation of political and ideological activities.

Party members of Ly Thuong Kiet Ward Party Cell, Quang Ha Town (Hai Ha District) voted to approve the results of building the "4 Good Party Cell" model in the first 6 months of 2024 at the regular Party Cell meeting in July 2024.

According to the Provincial Party Committee's Propaganda Department, the thematic activity of "Party Cell 35" contributes to regularly fostering knowledge, equipping skills in identifying, responding, training courage, and political sensitivity; enhancing the "resistance" and "immunity" of cadres and party members against plots, tricks and sabotage activities of hostile and reactionary forces in the new situation; contributing to preventing and repelling the degradation of political ideology, lifestyle ethics, and manifestations of "self-evolution" and "self-transformation" within the Party. Through the pilot thematic activity "Party Cell 35" to contribute to innovation, improve the quality of Party cell activities, political and ideological activities, create unity in awareness and action of Party committees, Party organizations at all levels, cadres and Party members in strictly implementing revolutionary ethical standards in the new period according to Regulation 144-QD/TW (dated May 9, 2024) of the Politburo, in sync with the implementation of regulations on what Party members are not allowed to do, on the exemplary responsibility of leaders. Along with that, continue to firmly consolidate the trust, solidarity, unity within the Party, consensus in society, the trust of cadres, Party members and people in the Party.

The pilot model of the "Party Cell 35" thematic activity was implemented from the third quarter of 2024, striving to pilot it in 105 Party cells throughout the Party by the end of 2026. It is expected that by 2028, a summary of 5 years of piloting the "Party Cell 35" thematic activity model will be conducted and the pilot model will continue to be replicated in the new situation.

Continuing to innovate the content and form and improving the quality of Party cell activities is an important solution to ensure the leadership, education and combativeness of Party cells in the province. This is also one of the criteria to evaluate Party cells and grassroots Party committees that have achieved "Four-Good Party Cells" and "Four-Good Grassroots Party Committees".
