On the afternoon of November 26, under the chairmanship of comrade Le Duc Giang, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, the Council for appraisal of communes meeting new rural standards (NTM), advanced NTM, and model NTM in Thanh Hoa province held a conference to appraise communes meeting new rural standards, advanced NTM, and model NTM in 2024.

Attending the conference were comrade Pham Thi Thanh Thuy, member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairwoman of the Provincial Fatherland Front Committee; leaders of relevant departments, branches, sectors and units who are members of the Council for assessing communes meeting the standards of new rural areas, advanced new rural areas and model new rural areas of Thanh Hoa province.
According to the report on the appraisal results, records, and level of meeting the criteria for new rural communes and advanced new rural communes, this time, 15 communes in 7 districts: Cam Thuy, Thach Thanh, Nhu Thanh, Thieu Hoa, Nong Cong, Hoang Hoa, Vinh Loc proposed to consider and recognize communes meeting new rural and advanced new rural standards. Of which, 8 communes proposed to consider meeting new rural standards: Cam Long, Cam Thach, Cam Lien, Cam Luong (Cam Thuy); Ngoc Trao, Thanh Tien, Thanh Cong (Thach Thanh); Thanh Ky (Nhu Thanh); 7 communes proposed to consider meeting advanced new rural standards: Cam Ngoc (Cam Thuy); Thieu Chinh, Thieu Ngoc (Thieu Hoa); Te Thang (Nong Cong); Hoang Phuong (Hoang Hoa); Vinh Hoa, Vinh Thinh (Vinh Loc).

The communes that have been submitted for recognition as meeting the new rural standards are all mountainous communes with difficult economic and social conditions, but have made many efforts to effectively implement the new rural construction program. Up to now, the communes that have been considered for the new rural and advanced rural standards have met the conditions to be submitted to the Council for voting and consideration for recognition as meeting the new rural and advanced rural standards. In particular, Cam Long commune (Cam Thuy) has some incomplete criteria.
At the conference, members of the Appraisal Council reviewed the documents, assessed the advantages, disadvantages, and contents that the communes need to complete for each criterion. At the same time, 100% of the council members voted to propose recognizing 7 communes that meet the NTM standards, including: Cam Thach, Cam Lien, Cam Luong (Cam Thuy); Ngoc Trao, Thanh Tien, Thanh Cong (Thach Thanh); Thanh Ky (Nhu Thanh) and 7 communes that meet the advanced NTM standards: Cam Ngoc (Cam Thuy); Thieu Chinh, Thieu Ngoc (Thieu Hoa); Te Thang (Nong Cong); Hoang Phuong (Hoang Hoa); Vinh Hoa, Vinh Thinh (Vinh Loc).
Cam Long commune (Cam Thuy) alone has not met the criteria for a commune meeting the NTM standards, so it will be considered in the next round.

Concluding the conference, Vice Chairman of the Provincial People's Committee Le Duc Giang highly appreciated the efforts of localities and sectors in implementing the new rural construction plan in the past time; acknowledged the efforts of the Provincial New Rural Construction Program Coordination Office and the coordination with departments and sectors in evaluating and selecting communes, preparing documents to propose recognition of new rural and advanced new rural areas.
The Vice Chairman of the Provincial People's Committee further informed that, including today's results, Thanh Hoa province has 376 communes meeting the new rural standards, 123 advanced new rural communes; and 27 model communes. Up to now, the province's new rural construction goals have been basically completed as planned.
In order to continue to achieve and exceed the set targets, the Vice Chairman of the Provincial People's Committee assigned the Provincial Office of the New Rural Development Program to coordinate with localities to urgently complete the documents to submit to the Chairman of the Provincial People's Committee for recognition of communes that meet the criteria of New Rural Development and Advanced New Rural Development this time. At the same time, from January 1, 2025, implementing Resolution No. 1238/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Thanh Hoa province in the period of 2023 - 2025, the number of New Rural Development, Advanced New Rural Development and Model New Rural Development communes will change, therefore, it is requested that the Provincial Office of the New Rural Development Program take the initiative to review, count and recognize the communes according to regulations.
The Vice Chairman of the Provincial People's Committee requested the Provincial Office of the New Rural Development Program to regularly coordinate with the Government Office and the Central Office for New Rural Areas so that the Government can issue a decision to recognize Hau Loc district as meeting new rural standards in 2023 and complete the dossier, coordinate with the Central Appraisal Council to soon organize a conference to consider Trieu Son district as meeting advanced new rural standards in 2024.
