This morning, September 18, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Van Hung and Vice Chairmen of the Provincial People's Committee Ha Sy Dong and Hoang Nam chaired a meeting to discuss and vote on the proposal to consider and recognize Hai Lang district as meeting the standards of a new rural district (NTM) in 2023.

Over the past time, the Party Committee, government and people of Hai Lang district have made efforts to synchronously deploy tasks and solutions to strive to achieve the goals and targets set by the resolutions of the Party Congresses at all levels. Thanks to that, the district's socio-economic overview has had positive developments compared to the beginning of the term.
Specifically, the production value of economic sectors continues to grow; the economic structure shifts towards industry, construction, and services; agricultural production towards the application of science and technology, clean production, organic production, and safe production is gradually expanded; GRDP per capita in 2023 reaches 66.3 million VND, an increase of 7.6 million VND compared to 2020; state budget revenue in the area increases by an average of 12.5% annually.
The national target program on new rural construction has been focused on and implemented resolutely and synchronously. Rural infrastructure has been increasingly improved, and the rural appearance has improved significantly. The material and spiritual life of the people has been significantly improved. Political security and social order and safety are stable.
Up to now, the whole district has 15/15 communes meeting the new rural standards, 3 communes meeting the advanced new rural standards, 1 town recognized as meeting the civilized urban standards; the district has completed 9/9 criteria of the new rural district.
At the meeting, representatives of the Department of Agriculture and Rural Development briefly reported the results of the examination of the level of meeting the criteria of the new rural district; the Vietnam Fatherland Front Committee of the province reported the results of collecting opinions on people's satisfaction with the results of building new rural areas in Hai Lang district.
Basically, Hai Lang district has met the criteria of a new rural district and people are satisfied with the results of the local new rural construction. Only a few people are not satisfied with the lack of clean water and the collection and treatment of solid waste and domestic waste.
After listening to the reports of departments, branches and opinions discussed at the meeting, 100% of members of the Steering Committee for National Target Programs of Quang Tri province voted to agree to the proposal to consider and recognize Hai Lang district as meeting the standards of a new rural district.

In his concluding remarks, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong noted that Hai Lang district should continue to maintain the achieved criteria, especially those that may affect the central government's assessment and recognition. The central government's assessment may fall during the storm and flood season, so it is necessary to do a good job of natural disaster prevention and climate change adaptation.
Continue to effectively carry out the movement of building advanced new rural areas and model new rural areas to improve the quality of new rural criteria in localities. Create a vibrant competitive atmosphere in rural areas; build bright, green, clean, beautiful and safe rural landscapes; create highlights and marks for districts that have met new rural standards. Speed up the completion of projects and items that the district is currently implementing.
