On the afternoon of December 24, Vice Chairman of the People's Committee of Quang Nam province Tran Anh Tuan chaired a working session with departments and branches on the implementation of Resolution No. 29 after the press reported that patients in this locality with 4 diseases had to request confirmation of 1 disease to enjoy the policy under this resolution.

As reported by Tuoi Tre Online , Resolution 29 was issued by the People's Council of Quang Nam province last October, stipulating a number of social assistance levels for social protection beneficiaries and other disadvantaged people who are entitled to social assistance policies.
In recent days, many hospitals in Da Nang City have received requests from patients from Quang Nam to confirm their health status and receive social assistance benefits according to the resolution.
The irony is that many places that handle policies for people do not accept the medical records that the hospital has diagnosed for the patient, but require the correct illness to be recorded according to the resolution.
Having a husband who was seriously ill and treated at Da Nang Hospital in February with a medical record of “high blood pressure, kidney failure, old cerebral infarction, bronchitis”, Ms. Le Thi Lieu brought documents to Vinh Dien ward, Dien Ban town to complete the procedures to enjoy the policy.
Although according to the instructions, policy beneficiaries only need to submit the original or certified copy of the hospital discharge papers and a summary of medical records issued within 12 months, the ward requires them to re-apply for the latest confirmation from the hospital.

In early December, Ms. Lieu submitted a request, which was confirmed by the hospital in writing as “hypertension, kidney failure, old cerebral infarction, bronchitis” and she brought the documents back, but the ward still did not accept them, requiring her to go back to Da Nang to request a confirmation paper stating that the medical condition only included “kidney failure” according to the disease name in the resolution, and omitting all other related diseases.
At the meeting this afternoon, Mr. Tran Anh Tuan - Vice Chairman of the Provincial People's Committee - said that Resolution 29 is a humane policy, but during the implementation process, some officials worked too mechanically, causing frustration and difficulties for the people.
A person has 4 diseases but the staff guides them to ask for confirmation of only 1 disease in the list of diseases in the resolution. This is an unusual way of doing things, causing trouble for the people.
All problems must be resolved in December.

According to the Department of Labor, War Invalids and Social Affairs of Quang Nam province, the province previously issued Resolution No. 43 regulating the level of support for disadvantaged people, including those with serious illnesses.
Resolution 43 does not clearly define each list of diseases eligible for monthly allowances and health insurance regimes, but only mentions people with serious illnesses. Therefore, during the implementation process, in addition to the 42 diseases in the list of serious illnesses eligible for the regime, there are also diseases confirmed by the Department of Health and district-level medical centers as being similar to one of the 42 serious illnesses.
Therefore, the whole province has more than 5,100 similar patients receiving subsidies according to Resolution No. 43, so the budget in 2023 and 10 months of 2024 has increased significantly.
Last October, the Provincial People's Council issued Resolution 29, which included an appendix listing 42 critical illnesses eligible for benefits, with an annual budget expenditure of about VND95 billion.
This department said that currently, medical examination and treatment facilities have conclusions and diagnose diseases according to ICD-10 code standards, so there are many disease names that do not match the disease names in the list of serious diseases.
There are diseases that are similar to the disease name, very few diseases have disease names that are exactly the same as the disease name in the list of 42 diseases, so the labor, war invalids and social affairs officers do not accept the records. And because they do not have medical expertise, the officers cannot explain clearly to the people, some officers do not give thorough instructions, causing frustration for the people.
Currently, there are more than 4,390 subjects who previously enjoyed policies under Resolution 43, but when switching to Resolution 29, are submitting applications for resolution. There are similar diseases but they do not match the names in the list of 42 critical illnesses.
Many opinions at the meeting said that the problem people encountered was because the health sector did not have specific instructions on diseases that are essentially serious illnesses but the names do not match the names in the list of 42 diseases in the resolution, so units were confused in implementation.
Concluding the meeting, Mr. Tran Anh Tuan requested the Department of Health and the Department of Labor, War Invalids and Social Affairs of the province to coordinate and issue a specific instruction document. This must clearly state the list of serious diseases, diseases that require regular treatment and cost a lot of money so that the locality can implement in accordance with the spirit of Resolution 29.
According to him, the essence of Resolution 29 is to support the right people, the right subjects, only solving the problem for the weak, the disadvantaged, those with serious illnesses that require regular treatment and are costly.
And he requested that all problems must be resolved this December, and that localities be guided and supported to properly implement the regulations in Resolution 29.
