
On the afternoon of April 2, the Ho Chi Minh City People's Committee held a conference on the socio-economic situation and results of the first quarter, and key tasks and solutions for the second quarter of 2025. Politburo member and Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen attended.
Reporting at the meeting, Director of the Department of Finance Le Thi Huynh Mai said that the city's GRDP in the first quarter of 2025 increased by 7.51% over the same period, the highest increase over the same period since 2020.
Notably, in the first quarter, total retail sales of goods and consumer service revenue increased by 14.2% over the same period; the city's export turnover was estimated at 11.7 billion USD, up more than 5.5%; import turnover was estimated at 15.6 billion USD, up 15%.
The city's FDI attraction in the quarter reached about 567.2 million USD, up 23.4% over the same period.
The city's tourism industry continues to maintain its development and achieve high growth in both revenue and number of visitors. Total tourism revenue increased by 26.7%; international visitors are estimated at 1.63 million, up 18.2%.
Regarding state budget revenue, it is estimated to reach 151,098 billion VND, reaching nearly 29% of the year's estimate, up more than 7.7% over the same period; of which, revenue from the economic sector reached 35.4% of the estimate and increased more than 7.1% over the same period.
Regarding the disbursement of public investment capital, as of March 31, the city had disbursed VND4,556 billion, reaching 5.4% of the total capital assigned by the Prime Minister (VND84,149 billion) and reaching 6.8% of the total public investment capital plan for 2025 that the city had assigned (VND67,395 billion). The total disbursed capital for the 2024 plan implemented in January 2025 was more than VND5,394 billion, the city disbursed VND9,950 billion in the first quarter. This figure is considered low compared to the requirements.
Regarding the key tasks and solutions for the second quarter of 2025, Ho Chi Minh City will continue to streamline the organizational apparatus; promote administrative reform, improve the business environment substantially, cut at least 30% of the time to carry out administrative procedures, cut at least 30% of administrative procedures with unnecessary business conditions...
In addition, focus on effectively implementing the plan to mobilize social resources to invest in infrastructure development in the city by 2025, with the goal of mobilizing total social investment capital of over 620,000 billion VND.
Speed up the construction progress of key and urgent projects in the road sector, such as: Ring Road 2, Ring Road 3, An Phu intersection, Tran Quoc Hoan - Cong Hoa connecting road, investment project to build the connecting section from Pham Van Dong Street to Go Dua intersection (National Highway 1), parallel road of Ho Chi Minh City - Long Thanh - Dau Giay expressway...
Speaking at the meeting, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen said that in 2025 and the following years, with the spirit of arranging provincial-level administrative units, not organizing the district level, and reorganizing the commune level, the management work must be more effective.
The head of the city Party Committee emphasized the need to stabilize the ideological work of cadres and civil servants when implementing the political system arrangement. The city's policy is not to cut down massively during the process of arranging and organizing the apparatus, but in the spirit of distributing to agencies and units to consolidate after the arrangement, in the direction of being closer to the people.

Concluding the meeting, Chairman of the City People's Committee Nguyen Van Duoc assessed that the first quarter economy had quite good momentum. However, the Chairman of the City People's Committee requested that all levels and sectors be more drastic in administrative reform, significantly improve the investment environment, attract more domestic and foreign investors, especially provide practical support to the private enterprise sector.
