According to the roadmap to 2025, Quang Yen Town will become the 6th city of Quang Ninh province. In the future, Quang Yen will develop according to the "smart city" model, a center for high-tech processing and manufacturing industry, and logistics port services of the province and the whole region. Reporters from the Provincial Media Center interviewed Mr. Tran Duc Thang, Chairman of the People's Committee of Quang Yen Town (photo) , about this content.
- Could you tell us about the progress and results of the goal of establishing Quang Yen city so far?
+ Quang Yen Town aims to become a city by 2025, an industrial center, seaport logistics services, and a type II urban area by 2030. To realize the above goal, the town has been focusing on prioritizing industrial development in a modern and sustainable direction, on the basis of promoting cooperation and attracting investment in 5 industrial parks in the area. Many production projects in the industrial parks have been operating stably, creating high value, becoming the economic pillars of the town. The town's socio-economic infrastructure is increasingly complete, synchronous, and modern with many key projects, strategic, regional linkages, and promoting socio-economic development. In the period of 2020-2023, the town's economic growth rate will be maintained at over 19%.
2024 is considered a pivotal year for Quang Yen to invest in building synchronous urban infrastructure, gradually approaching the criteria for becoming a city according to the roadmap. This is the final stage to accelerate the progress of turning Quang Yen into a city by 2025. On October 21, 2024, the Provincial People's Committee issued a decision to authorize the Town People's Committee to develop a Project to establish Hiep Hoa and Tien An wards and establish Quang Yen city under the province. The town has developed a detailed plan with many tasks that need to be urgently implemented. In which, focusing on reviewing the criteria for type III urban areas; reporting on reviewing and evaluating the standards on the level of infrastructure development of communes expected to establish wards. Before April 30, 2025, the town will complete the Project to establish Hiep Hoa and Tien An wards and establish Quang Yen city under the province to submit and report through the Provincial People's Committee and the Provincial Party Committee Standing Committee. It is expected that by the third quarter of 2025, the Project dossier will be submitted to competent authorities at the central level.
According to regulations, to become a city or town, 2/5 criteria are still lacking: Ratio of wards/total number of commune-level administrative units; self-balancing of revenue and expenditure budget. Quang Yen only has 11 wards, and needs to plan 2 communes Hiep Hoa and Tien An to become wards. The town is implementing many synchronous solutions; speeding up the progress of infrastructure investment in industrial parks, aiming to attract secondary investors, especially investors in large projects, with high technology associated with the processing industry.
The locality pays special attention to the investment in completing infrastructure to establish a city. From 2020-2024, the province and the town will allocate a budget of about 4,000 billion VND to invest in infrastructure systems. In 2024 alone, the town has allocated 7 billion VND/ward to renovate and upgrade the traffic system in the areas. The town is continuing to review and balance support for localities to upgrade and renovate lighting systems, sidewalks, and trees. In fact, the urban infrastructure of Quang Yen is not yet synchronously connected. To overcome the difficulties in urban infrastructure, the town continues to propose to the province to implement a number of key traffic projects, such as: Expanding the Ben Rung bridge intersection to the town center; renovating and upgrading the old Song Chanh bridge; renovating and upgrading the route from Nam Cua culvert (Ben Giang) to the center of Hoang Tan commune... The key projects and works that will be implemented will contribute to completing the city's urban infrastructure system, promoting socio-economic development, improving people's lives; at the same time, fundamentally and comprehensively changing the appearance of the young city in the West of the province in the future.
- Could you tell us about the breakthrough tasks to successfully achieve the goal of building and developing Quang Yen by 2025, with a vision to 2030?
+ By 2030, Quang Yen strives to become a type II urban area. The city will develop according to the model of a "smart city", a center for high-tech processing and manufacturing industry, and logistics seaport services of the province and the whole region. The spatial development orientation is multi-center - multi-line. Accordingly, the multi-center includes a focus on the central city and 5 satellites which are dynamic clusters associated with industry, seaports; multi-industry high-tech industry; sea tourism, mountain tourism, cultural relic tourism of craft villages. The multi-line includes the expressway corridor - the riverside corridor - the provincial road 338 corridor connecting Lach Huyen port (Hai Phong city) associated with the regional economic corridors.
To achieve this goal, in the immediate period of 2024-2025, Quang Yen will mobilize more than 1,800 billion VND to invest in many key traffic works, urban works, health care, and education. The locality will promote calling for investment in economic development, firmly pursuing development goals associated with preserving the landscape and environment and preserving cultural values; continue to improve the efficiency of investment attraction, especially attracting FDI capital, rapidly increasing the occupancy rate of industrial parks; improve and enhance the quality of infrastructure, administrative reform, improve the investment and business environment, and improve the quality of human resources.
