The handover of land is slow and difficult, and the scarcity of sand materials for roadbed construction affects the construction progress of the coastal axis of Highway 719B, Hon Lan - Tan Hai section.
The coastal road project, the coastal road section from Hon Lan to Tan Hai through Ham Thuan Nam district connecting La Gi town (Binh Thuan province), has a length of 10.3km with a total investment of about 664 billion VND.
Construction started at the end of 2022 and is expected to be completed in May 2025. However, due to land acquisition issues and lack of sand materials for roadbed construction, the project is at risk of not being completed on time if the "bottlenecks" are not quickly resolved.
According to PV, in early February 2025, the construction site was bustling since the beginning of the year.
At the locations where the site was handed over, the construction unit urgently constructed the roadbed on the main route, the drainage system and the roadbed embankment.
At Song Phan Bridge, the bridge pier foundations have been completed and the bridge girders are being installed.
The bridge has gradually taken shape, the contractor has completed the construction of abutments M2, piers T2, T3, T4, and is driving the remaining abutment piles.
Mr. Nguyen Xuan Vien, construction commander, said: Currently, the biggest difficulty of the project is the scarcity of roadbed materials and sand in the province.
Although the site has been handed over, many sections are still not handed over contiguously, affecting construction.
Faced with the difficulty of lacking materials, the contractor has submitted a plan to coordinate surplus sand from the DT 719B coastal road project through the Tan Quang Cuong titanium mine area.
"According to the process, the excess sand will have to be taken to the landfill, so we propose using this amount of sand to build the roadbed. Through testing, the quality of the excess sand meets technical standards. If used, it is estimated to save the budget tens of billions of dong," Mr. Vien affirmed.
According to the Binh Thuan Province Traffic Project Management Board (investor), the current construction volume is about 30% of the contract, behind schedule compared to the original plan.
The site has been handed over about 8.4 km out of a total of 10.3 km (site handover reached 81.6%).
The reason for the unsatisfactory progress is that compensation and site clearance work still faces many difficulties and obstacles, and the progress is slower than directed by the Provincial People's Committee.
According to the current investor, localities are continuing to speed up the progress of compensation and site clearance. Speed up the construction of resettlement areas to hand over the remaining land.
"To solve the problem of sand sources for roadbed construction and save costs, the Departments and branches have agreed on a solution. At the same time, the Provincial People's Committee has proposed to coordinate the surplus sand source of the project to renew the coastal axis of DT 719B to build the roadbed of Hon Lan - Tan Hai road", said Mr. Nguyen Thanh Hien, Deputy Director of the Traffic Project Management Board of Binh Thuan province.
The DT.719B Coastal Axis Project, Hon Lan - Tan Hai section, when completed, will connect the DT.719B coastal axis and open up inter-regional traffic connections, opening up economic development opportunities, especially the tourism industry of Ham Thuan Nam, Ham Tan districts, La Gi town, forming the shortest route connecting Phan Thiet along National Highway 55 to Ba Ria - Vung Tau province.
