Promote the application of electronic identification accounts to limit anonymity and fraud

One of the solutions to prevent and combat cybercrime mentioned by the Minister of Public Security is to promote the application of citizens' electronic identification accounts, which are considered as identification cards in cyberspace to authenticate identities when participating in state management activities, limiting anonymity and fraud.

On the morning of August 22, under the chairmanship of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly Standing Committee continued its session. question and answer questions for the following areas: justice; internal affairs; security, order, social safety; inspection; court; prosecution.

Need to organize a force strong enough to prevent cybercrime

According to delegate Nguyen Anh Tri (Hanoi delegation), cybercrime is becoming increasingly complex. Voters believe that the Government needs to organize a more comprehensive, systematic, and comprehensive cybercrime fighting force to be able to prevent this crime.

Delegates want to know the views of the Government and the Minister of Public Security on organizing forces to prevent and combat cybercrime in the coming time.

Regarding this issue, Minister of Public Security Luong Tam Quang stated that cybercrime and the use of high technology are non-traditional security challenges that all countries face, not just Vietnam. Currently, the United Nations is proposing an international cybercrime treaty, which will be signed in the near future, and the Vietnamese Ministry of Public Security is a member that will sign this treaty.

According to the Minister, this type of crime has 3 characteristics that make it difficult to detect: no borders, high anonymity and high technology. Most of the time, what is in real life is also in cyberspace, what is in real life is multiplied many times in cyberspace.

Therefore, the Minister emphasized that the solution to combat this type of crime must also be specific.

Regarding the solutions that the police force has been implementing, in addition to perfecting the legal framework, strengthening propaganda, raising public awareness, and strictly investigating and handling crimes, the Minister emphasized a number of solutions.

Specifically, promote application electronic identification account of citizens, this is considered an identity card in cyberspace to authenticate identity when participating in state management activities, limiting anonymity and fraud.

In addition, strengthen the application of connecting the national population database to promptly verify information, clean up bank accounts, eliminate virtual accounts, clean up mobile subscriber accounts, and eliminate junk SIM cards to limit high-tech crimes, especially fraud.

The next solution mentioned by the Minister is to improve the potential and operational efficiency of the cyber security force and prevent high-tech crimes.

“In Resolution 12 of the Politburo on promoting the building of a truly clean, strong, disciplined, and elite people's public security force to meet the requirements and tasks in the new situation, the cyber security and high-tech crime prevention force is one of the six forces that will advance straight to modernity by 2025,” said the Minister.

According to Minister Luong Tam Quang, the Ministry of Public Security has deployed cyber security and high-tech crime prevention forces in local police in 63 provinces and cities, as the main force. Other forces have also been upgraded with skills and means to fight according to their own target groups.

The Ministry of Public Security sees that solving cybercrime is still a long-term problem, the responsibility of ministries, localities, and the entire political system. However, if the above breakthrough solutions are implemented, it will create positive changes in the coming time.

At this forum, the Minister of Public Security also recommended that voters and people raise their awareness, self-protection, and self-resistance to prevent cybercrime.

Be vigilant when receiving phone calls from strangers, regularly update security and privacy features on social media accounts, and do not provide personal information, phone numbers, or bank account numbers to anyone without knowing their identity.

People also need to carefully review and check information when making online and electronic transactions; in case of suspected crime, promptly notify the nearest police agency for timely guidance and resolution.

Solution to handle the problem of integrating driving licenses?

Previously, participating in the questioning of Minister Luong Tam Quang, delegate Duong Van Phuoc (Quang Nam delegation) stated that integrating all types of driving licenses into one card is a correct policy in administrative procedure reform and has received the consensus and support of the people.

However, in reality, after people integrated these two types of driving licenses into one card, there were cases where people violated traffic laws while driving motorbikes and were fined by the traffic police, who kept both licenses.

During this time, the car driving license is about to expire, people want to do the procedure to renew the car driving license, but because the two above mentioned driving licenses have been integrated and are being held by the police force, the procedure to request the Department of Transport to renew the car driving license is not guaranteed, causing many difficulties for people and businesses.

Delegates asked the Minister of Public Security to provide solutions to problems when integrating driver's licenses, ensuring the legitimate rights of the people.

Responding to delegates, Minister Luong Tam Quang informed that, implementing the Law on Identification and the Law on Electronic Transactions, the Ministry of Public Security has issued Circular 28 to create a legal basis for the traffic police force to perform the tasks of checking, temporarily detaining, revoking documents and registering vehicles on the national identification application VNeID.

From July 1, 2024, when participating in traffic, people will be able to present information and documents related to the driver and vehicle for the traffic police to check and process through the VNeID application.

During the handling process, if the violator presents documents via VNeID, the authorities will temporarily detain the documents in the electronic environment and in cases where documents related to people and means of transport have been integrated and updated on VNeID.

Minutes of decisions of competent authorities on temporary detention and return of documents are also made according to the form prescribed by law and can be made and sent electronically on the national identification application VNeID and other electronic information system applications when there are sufficient technical conditions for implementation.

"Regarding the concerns of delegates and voters, the Ministry of Public Security has issued Circular 28 to resolve this issue," the Minister stated.
