The lack of synchronization of transport infrastructure in some areas affects the process of serving socio-economic development. According to the review of districts, towns and the Department of Transport, in the province there are many weak bridges that need to be repaired and newly built to ensure traffic safety, limit risks and synchronize load capacity.

Based on the request of the Provincial People's Committee Office to review and propose solutions to handle weak bridges on roads managed by the locality, the Department of Transport has inspected weak bridges, vulnerable locations, underground and overflowing areas on the roads under its management to find appropriate solutions. Accordingly, there are 87 weak bridges on the roads managed by districts, towns and cities.
In this situation, the Department of Transport requests the Provincial People's Committee to immediately direct the People's Committees of localities to strengthen inspections of regular and periodic maintenance of bridges to promptly detect abnormal signs and promptly repair minor damages to maintain the current operating capacity. In the long term, the People's Committees of districts, towns and cities are requested to review, evaluate, propose priority levels, and report to the Provincial People's Committee for consideration of supplementing medium-term public investment capital for the period 2026-2030 and other legal capital sources to invest in building new bridges to replace weak bridges on roads managed by localities.
Deputy Director of the Department of Transport Tran Ngoc Son said that on the routes managed by the department, there are weak bridges on national highways and provincial roads. Specifically, out of 17 weak bridges, there are 4 bridges on national highways and 13 bridges on provincial roads. Regarding weak bridges on national highways, the Department of Transport has directed units to review and prepare reports to the Department of Roads to request permission to inspect weak bridges to have a basis for including in the repair, reinforcement or renovation and upgrading plan to ensure the safety of bridge structures and synchronous exploitation to serve the transportation needs on national highways under its management.
Regarding 13 weak bridges on provincial roads that need to be repaired and built, there are currently 3 bridges under the BIIG2 Project in Quang Tri invested by the Provincial Construction Investment Project Management Board. Specifically, Hoi Yen 1 Bridge and Hoi Yen 2 Bridge on Provincial Road 582 through Hai Lang District, the Provincial People's Committee is requested to direct the Provincial Construction Investment Project Management Board to coordinate with relevant agencies to complete procedures to soon deploy construction to serve the socio-economic development needs of the locality.
The irrigation bridge at km 0+467 on Provincial Road 583 through Hai Lang district has been approved by the Provincial People's Committee for its construction drawing design and construction estimate. The Department of Transport has issued a construction permit and extended the construction period. However, the project has not yet been implemented. The Department of Transport requested the Provincial People's Committee to direct the Provincial Construction Investment Project Management Board to urge contractors to promptly implement construction and speed up the completion of the project for handover and use.
For the remaining 10 weak bridges on provincial roads, the Department of Transport will continue to direct the strengthening of regular maintenance inspections of the bridges to promptly detect any abnormalities and promptly repair minor damage to maintain their current operational capacity.
At the same time, the Provincial People's Committee is requested to allow the inspection of weak bridges on provincial roads from the local road traffic career fund in 2025 or the road maintenance fund in 2025 to have a plan to strengthen, repair or renovate and upgrade to ensure the safety of bridge structures. In the long term, the Department of Transport requests the Provincial People's Committee to consider supplementing the medium-term public investment capital for the period 2026-2030 and other legal capital sources to invest in building new bridges to replace these weak bridges.
According to Mr. Tran Ngoc Son, Dakrong suspension bridge at km 249 + 824 on Ho Chi Minh road, West branch, through Dakrong district is damaged. This bridge was designed and built with steel and reinforced concrete, put into operation since 2002 with a design load of H18-X60, therefore the bridge cannot handle the load of HL93 (11.5 tons), causing damage, posing a risk to traffic safety.
The authorities have installed a bridge load restriction sign with a cluster of signs prohibiting trucks with the parameters of 22T monocoque, 30T semi-trailer, and 32T trailer. The limited load on Dakrong suspension bridge has caused many difficulties for transportation activities, increasing transportation costs. Along with that, due to the current high volume of coal transportation, the road management unit is organizing guards and arranging barriers to regulate vehicles crossing the bridge.
According to the survey results, the transportation of goods, especially coal from Laos to Vietnam through La Lay International Border Gate, circulating on National Highway 15D, Ho Chi Minh Road West Branch, National Highway 9 to seaports has increased, posing a potential risk of traffic safety when passing Dakrong suspension bridge. Meanwhile, the reserves of coal mines in the two provinces of Sekong and Salavan of Laos, about 118km from La Lay International Border Gate, are estimated at 1 billion tons. Each year, the demand for transporting coal from Laos to Vietnam for export through seaports is estimated at 20-30 million tons.
It is forecasted that in the coming time, the number of coal transport vehicles passing through La Lay International Border Gate, circulating on regional routes, including Dakrong suspension bridge, will increase. In order to limit risks and synchronize the mining load of national routes, meet the needs of continuous transportation activities, especially heavy transport vehicles transporting goods to serve the socio-economic development of the province as well as the region, Quang Tri province has proposed the Ministry of Transport to deploy investment in the construction of a new Dakrong bridge with permanent reinforced concrete, HL93 load capacity with an estimated cost of about 60 billion VND from urgent capital or surplus capital of the Ministry of Transport invested in emergency cases.
Transport infrastructure plays a very important role in serving the socio-economic development, national defense and security of the province and the region. Hopefully, the proposals of the industry and the province will soon receive attention from all levels so that the weak bridge system in the area can be quickly invested in for repair and new construction.
