Hoi An Master Plan to 2035: Developing a "Creative City" on the basis of culture and heritage

VHO - The People's Committee of Hoi An city, Quang Nam province has just held a conference to announce the Project to adjust the General Planning of Hoi An city for the period up to 2035, with a vision to 2050.

The project was approved by the People's Committee of Quang Nam province in Decision No. 497, which specifically oriented to preserve and develop Hoi An in the direction of a "Creative City" on the basis of culture and heritage.

Becoming an international ecological - cultural - tourist city

This plan aims to build Hoi An into a type II urban area according to specific criteria by 2030. Aiming to develop a smart city by 2030, orienting the development of an "Ecology - Culture - Tourism" urban area of ​​international stature.

Develop Hoi An into a sustainable urban area, adapting to climate change, a resilient urban area, adapting to climate change.

Especially oriented to preserve and develop Hoi An in the direction of "Creative City" based on culture and heritage.

Developing smart tourism, green tourism, enhancing quality of connection with flexible linkages to create development for Hoi An tourism.

Accordingly, Hoi An will be expanded and developed on an area of ​​about 6,354.83 hectares, including both mainland and islands.

According to the planning project, Hoi An's 7 functional zones include: Historical heritage urban area; Island urban area associated with cultural - service center, supplementing heritage urban area; New urban and rural development area; Island ecological residential area; Urban and rural area associated with river landscape; Sea gateway service urban area; Residential area associated with biosphere conservation (Tan Hiep island commune).

In which, the historical heritage urban area, about 388.1 hectares, is the cultural, tourism and service center; the historical heritage center plays an important role in the economic and urban development strategy of Hoi An city.

Planning project with 7 functional zones, in which residential areas are oriented towards biosphere conservation in Tan Hiep island commune.

Tourism development orientation - riverside promenade, connecting urban areas with the river, exploiting landscape values, creating connections with attractive destinations with landscape values ​​to help tourists experience sightseeing outside the old town center.

Develop new, modern and unique service, commercial and entertainment models on urban and rural streets, on rivers, lagoons and at sea (Cu Lao Cham).

Orienting agricultural spaces to develop production linked to the value chain. Developing according to the agricultural model combined with eco-tourism, craft village tourism in Cam Thanh, Thanh Ha, Cam Ha, Tan Hiep (Cu Lao Cham)...

Cu Lao Cham World Biosphere Reserve preserves and promotes the value of raw material forest planting areas; planting native trees and precious timber trees associated with the protection of upstream forests and the formation of forest parks, the development of medicinal plant growing areas under the forest canopy; and the planting of coastal forests and mangrove forests.

Proposal for Festival Park model - a mixed park model combining a place for activities associated with local festivals, music festivals, cuisine and culture in Cam Kim...

Regarding the orientation of preserving natural space and urban landscape architecture, the Old Quarter Area Planning is managed according to the specific Regulations for UNESCO Heritage, according to the relic records; complying with the Heritage Law and the International Convention on the conservation and promotion of heritage values.

Focus on climate change adaptation

The important highlight of this project is to direct Hoi An towards adapting to climate change. Accordingly, the plan establishes green corridors along rivers and canals with a minimum width of 10m. For sandbank areas, the construction area is limited to 10-15%, and the minimum green area must reach 85-90%.

Promote the effectiveness and expand the project of planting, restoring and preserving water coconut forests at the Bay Mau coconut forest relic site, planting new ones along rivers and canals, and combining planting with the aquaculture pond system,...

Orientation to complete the smart flood warning system for the region and early flood calculation for Hoi An city.

Expand the river branch in Duy Phuoc - Ban Thach commune, Duy Vinh commune, creating a second main flow to the estuary, reducing flood pressure on the ancient town heritage; build a system of regulating lakes in the city and develop a scenario for living with floods for the city.

To minimize the damage from climate change in the early planning stages, the authorities will speed up the progress of solutions, works and projects to overcome erosion on the coast and river embankments within the scope of Hoi An City.

At the same time, build a legal framework and solutions for comprehensive management of the coast and downstream areas of the Vu Gia - Thu Bon river system; and the Co Co river system.

The planning also orients the relocation of production facilities with the risk of pollution out of residential areas and residential areas to concentrated production in Thanh Ha Industrial Park. Orientation to continue developing light industry (textiles, footwear, handicrafts, electronic assembly, etc.), associated with the cultural context (art as well as local culture and handicraft techniques).

Preserving the structure of "Garden in the city - city in the garden", proposing to preserve the characteristic structures and zoning for management and development orientation with 4 areas: Existing urban core area, new urban and rural development area, river delta conservation area and island conservation area.
