Decision No. 146 dated January 28, 2022 of the Prime Minister on developing human resources for national digital transformation to 2025, with a vision to 2030, clearly states: Human resource development is key to implementing effective and sustainable digital transformation, helping to successfully implement the goals of the national digital transformation program.

The general goal is to improve the quality and effectiveness of training and developing digital transformation human resources in each industry, field and locality.

By 2015, the target to be achieved is that 100% of leaders, civil servants, public employees and workers in state agencies, corporations and state-owned companies will annually participate in training, fostering, coaching and updating knowledge on digital transformation, digital skills and digital technology.

100% of staff specializing in digital transformation and information technology are annually trained, fostered, and coached in digital technology and have their training results assessed online through the national digital skills standard assessment and testing system.

70% of working-age people know and have the skills to use online public services and other essential digital services in the fields of healthcare, education, transportation, tourism, and banking; basically understand how to use the services when needed.

Decision 146 also sets the target of training at least 1,000 digital transformation experts in industries, fields, and localities to become the core force leading, organizing, and spreading the national digital transformation process; training 5,000 high-quality engineers, bachelors, and practical bachelors in digital technology at universities and colleges with strengths in digital transformation training. 50% of educational institutions at all levels from primary to high school organize STEM/STEAM and digital skills education activities.

According to information from the National Digital Transformation Committee, Vietnam's information technology human resources are currently in serious shortage, accounting for only 2.8% of the total number of workers operating in the province, while the requirement is that the digital economy must account for 20% of GRDP by 2025.

The 2022 recruitment market report and 2023 recruitment needs published by TopCV show that software IT is one of the 3 positions most recruited by businesses in 2022. In businesses, the department with the highest rate of personnel shortage is named IT.

According to TopCV's forecast, software IT is one of the positions that will continue to be recruited the most in 2023.

However, it is incorrect to say that digital transformation is only the work of the IT team. Digital transformation will change the working environment of the organization, the way and the operating processes of the departments in general and of each individual in particular.

Therefore, digital transformation is not the job of a single department or leader, but requires the participation and commitment of all employees in the organization. Improving digital capacity for all employees - with the leadership of employees who are well-trained in information technology - is essential.

According to Mr. Le Nguyen Truong Giang, Director of the Institute of Digital Transformation Strategy, practice shows that many leaders of departments, ministries, branches, localities, and enterprises still do not consider digital transformation as a key task, and have not really paid attention, directed, and prioritized resources, especially human resources, for digital transformation.

This leads to a reality where human resources for digital transformation in Vietnam have not yet met the needs in terms of quantity, quality, and uneven distribution.

“We are implementing digital transformation at a rapid pace, in large volumes, and with high requirements. However, currently, digital transformation training is being narrowed down to a few groups and certain narrow areas.

This leads to the fact that new digital transformation training is chasing after targets, while the quality of training digital transformation staff at three levels: digital transformation consultants, digital transformation training experts and experts specializing in digital transformation work is the biggest shortcoming in Vietnam" - Mr. Le Nguyen Truong Giang said.

Each year, Vietnam only trains about 65,000 IT workers, which does not meet 50% of the demand. In terms of quality, only 30% of new IT graduates meet the job requirements immediately.

Digital transformation is really about bringing in a means, a process to ultimately achieve economic, political, and social goals. According to Resolution 52, it is about transforming the growth model from breadth to depth. To do that, the first thing needed is people. We must transform awareness, train digital skills, and train digital transformation staff ” – Director of the Institute of Digital Transformation Strategy emphasized.

Currently, there are many bright spots and good models such as building digital awareness and training digital human resources in Da Nang City. The City People's Committee regularly organizes seminars inviting experts and scientists to update new knowledge and technology for staff. From there, a network of digital transformation consultants will be formed to advise, guide and support digital transformation in state agencies, organizations and businesses.

In particular, the city will organize training for Community Digital Technology Teams to update knowledge and skills in using digital technology applications, aiming to form a core team to spread and bring digital technology to every citizen.

In Ho Chi Minh City, to meet the demand for human resources in digital transformation, the Department of Information and Communications is cooperating with international organizations to train digital capacity and skills for city managers and civil servants. For the private sector, businesses with good financial potential have used specialized units for digital transformation training.

For small and medium-sized enterprises, the Department posts free courses, programs, manuals, applications, and support software on the City Digital Transformation Portal for businesses to research on their own.

Among some leading technology companies, FPT is investing heavily in AI (artificial intelligence) from the human perspective. Currently, FPT has gathered 500 experts, 50 AI PhDs/Masters and continues to recruit talent in this field.

However, to continue building a strong human resource team, FPT has cooperated with the AI ​​Research Institute, the world's leading AI company to train and exchange quality human resources in AI.

Along with Landing AI, 20 experts of FSOFT AI Center have been trained and achieved international certificates certified by Landing AI in Computer Vision, contributing to improving the quality of FPT's human resources when working with customers who are Top manufacturing companies in the world.

AI resources will be supplemented by 1,300 students majoring in AI at FPT University and 300 students trained in practical AI by FPT every year. The company also nurtures technology talent with its cooperation with IPPG - making FPT Education one of the rare educational institutions that train AI/robotics right from primary school.

In order to have more synchronous and drastic solutions, Decision 146 proposes solutions to develop human resources for digital transformation, including organizing training courses in state agencies up to commune level, state corporations and general companies; selecting at least 1,000 officials from state agencies at the central and local levels and some state corporations and general companies to train and foster knowledge about digital transformation, digital technology, skills in synthesizing and analyzing digital data, etc.

It is necessary to form a national network of digital transformation experts on the basis of linking 1,000 domestic and foreign digital transformation experts; develop, promulgate and organize a pilot implementation of the Digital University Education model; organize training for teachers to teach educational activities related to informatics, natural sciences, social sciences, technology, engineering and arts in educational institutions from primary to high school on STEM/STEAM methods; organize training for lecturers and researchers specializing in digital technology such as artificial intelligence technology, blockchain, big data, cloud computing, digital finance, digital business, digital media... and many other solutions.
