Increase funding for scientific research in universities

According to the general opinion of many experts, the current bottleneck of scientific research lies in the management thinking of universities. While universities have two main functions: human resource training and scientific research, in reality, most universities in Vietnam still consider human resource training as their main activity.

There have been opinions on whether it is necessary to regulate the additional budget for scientific research activities at universities as investment expenditures, not regular expenditures. Faced with this challenge, some experts have recommended that the State should change the mechanism for allocating the science and technology budget according to the fund model with the investment ordering method. Accordingly, the budget is transferred to the fund and ordered according to practical requirements, without disbursement pressure, improving investment efficiency...

Dr. Nguyen Viet Thinh - Chairman of the University Council - Tien Giang University said that, besides the university's management capacity, the bottleneck of scientific research at the university is also due to the mechanism and policies on the development of science and technology in the university that are not yet open. The finances of most public universities currently mainly rely on the main source of income, which is tuition fees. Tuition fees are limited, and the school cannot collect as much as it wants. Therefore, without public and private resources to support, it is difficult for the school to carry out scientific research activities well at the school.

In reality, universities are actively encouraging students, lecturers, and researchers to participate in scientific work as a hobby, habit, and passion. Many universities have proposed programs and plans to promote this movement with practical measures such as strengthening international cooperation, expanding cooperation with universities, promoting interdisciplinary research, etc.

Dr. Thai Doan Thanh - Vice President of Ho Chi Minh City University of Industry and Trade said that for any university, scientific research activities or innovation and start-up activities are also very important activities to affirm the mission of the university. However, Mr. Thanh said that the revenue from scientific research and technology transfer is currently difficult for many schools to reach 5%, and the main source of revenue comes from tuition fees. From this reality, it is necessary to change the approach to scientific research in Vietnam. We need to consider scientific research activities as a service, and once it is a service, there must be a lot of connection with related parties.

Recently, within the framework of the 9th Extraordinary Session, the National Assembly discussed the Draft Resolution on piloting a number of policies to remove obstacles in science, technology and innovation activities. National Assembly Deputy Hoang Van Cuong (Hanoi) proposed to prioritize investment budget for universities, especially research-oriented universities with doctoral training. According to Mr. Cuong, in the world, most universities have become research centers. Many major publications and Nobel Prizes come from universities. In Vietnam, 90% of international publications come from universities, but the budget for scientific research allocated to universities is only 10%. This is disproportionate.

Pointing out the shortcomings related to funding for scientific research activities, Mr. Hoang Van Cuong analyzed that according to the draft Resolution, funding is provided according to regular expenditures. This is not in line with the autonomy of research units. In particular, not meeting research requirements requires a long process, many years. If funding is provided each year, and the following year it is not provided, the research activities will be interrupted. Therefore, Mr. Cuong proposed not to provide regular expenditures, but to switch to placing orders for research units on a long-term basis. Depending on the task, orders can be placed for 2 years, 3 years, or even 7 years.
