According to experts, the Ministry of Education and Training (MOET) needs to strengthen and monitor based on the objectives of the 2018 General Education Program (GEP), urgently evaluate the entire Program at all 3 levels, especially in the high school segment on all aspects to summarize the past 5 years to draw lessons and continue to implement in the following years.
In the 2024-2025 school year, the 2018 General Education Program has been fully implemented in 12 classes of all 3 levels, including times when the epidemic forced students to temporarily stop going to school in person and switch to online learning. After 4 years of implementation, many teachers commented that the new program and new textbooks have helped students have more opportunities to practice and reduce the situation of teaching with sample texts. The new program increases the number of practice lessons, contributing to helping students become more interested in learning. Instead of the one-way knowledge transfer method as before, teachers aim to develop students' qualities and abilities. To meet this goal, teachers need to change their teaching and assessment methods, helping students not only understand the lesson but also get acquainted with new question types and exam structures.
According to Ms. To Lan Huong - teacher of Nguyen Sieu Primary - Secondary - High School (Hanoi), the difficulty for teachers when implementing the 2018 General Education Program is organizing methods. If natural science subjects also have supporting practice, then organizing activities for students in Literature is not easy. Teachers need to spend more time preparing lesson plans even though the number of words is less to bring about the effectiveness as the lesson objectives set.
Vice President of the Association of Former Teachers of the Ministry of Education and Training Luong Tat Thuy said that in recent times, the teaching staff has basically effectively implemented teaching and learning methods and forms, innovated testing and assessment to develop students' capacity and qualities. The work of innovating educational methods is carried out in all educational institutions. Students promote their initiative and creativity, teachers play the role of organizers, inspectors, and orientators. The forms of organizing teaching and learning are diverse, gradually applying advanced information technology effectively. In particular, the way of organizing educational activities in a gentle, natural, effective direction, promoting students' positivity, initiative and creativity has brought practical results, attracting students and helping them gradually become bold, confident, and dare to express their opinions. Many outstanding skills have been trained, especially proactively accepting teachers' tasks, better teamwork ability, helping students apply the knowledge they have learned into practice better.
MSc. Pham Duc Hanh - Vice President of the Association of Former Teachers of the Ministry of Education and Training proposed that there should be a long-term teacher training plan for new subjects such as Foreign Languages at primary level, Experiential Activities, Information Technology and Technology. Organize teacher training (including retraining) on educational plans for all grades to meet the requirements of the 2018 General Education Program.
Educational innovation is posing many challenges, especially when the 2025 high school graduation exam is approaching, aiming to assess capacity instead of just testing pure knowledge. Associate Professor, Dr. Nguyen Van Khanh - Editor of the Physics Program, said that to ensure the quality of education, in teaching at school, it is necessary to ensure that students meet the requirements on qualities and capacities specified in the General Program and the Programs of subjects/educational activities. It is necessary to carry out real teaching and learning, teaching is not only to impart knowledge but also to help students complete tasks, initially solve appropriate problems in study and life through effective and creative application of the knowledge and skills they have learned. To assess students' capacity, it is necessary to design situations where problems arise that need to be solved, helping students to demonstrate their capacity. In assessing learners' capacity, it is possible to apply new forms of test questions according to the innovation direction of the Ministry of Education and Training, combined with other forms of assessment such as discussion, presentation, group work, project...
With the expectation that educational innovation will help reduce the situation of extra teaching and learning that has existed for many years, experts believe that on the part of teachers, it is possible to organize teaching and learning through games. This will create opportunities for students to experience a variety of forms, ensuring that they learn through activities and experience, thereby acquiring the necessary skills and creating a sustainable foundation for a lifelong learning career. For example, in recent years, the Ho Chi Minh City Math test for admission to grade 10 has many practical questions that are not difficult in terms of calculation but require students to have comprehensive skills to do the test.
