Since the milestone of the year of Giap Ty (1804), through the changes of time and the ups and downs of history, Thanh Hoa City has gone through a journey of 220 years as a provincial capital (1804-2024), 30 years of establishment of Thanh Hoa City (1994-2024) and 10 years as a class I urban area (2014-2024) with many changes and developments. In particular, Thanh Hoa City has adjusted its administrative boundaries many times with the area and population constantly increasing. Each adjustment is a time to leave a strong mark on the city's development, at the same time showing the attention of the Government and provincial leaders to urban planning and development work nationwide in general and Thanh Hoa province in particular.
On May 1, 1994, the Prime Minister signed Decree No. 37/CP-TTg upgrading Thanh Hoa town to Thanh Hoa city with 15 wards and communes and recognizing Thanh Hoa city as a type III urban area under the province. On February 29, 2012, the Government issued Resolution 05/NQ-CP on adjusting the administrative boundaries of Hoang Hoa, Thieu Hoa, Dong Son and Quang Xuong districts to expand the administrative boundaries of Thanh Hoa city. After the expansion, Thanh Hoa city has 37 administrative units, including 14 wards and 23 communes. From a type II urban area, in 2014, the Prime Minister signed Decision No. 636/QD-TTg recognizing Thanh Hoa city as a type I urban area. On December 9, 2020, the National Assembly Standing Committee issued Resolution 1108/NQ-UBTVQH14 on the establishment of wards under Thanh Hoa city.
The urbanization process is taking place strongly and facing the requirements of integration and development, the planning and expansion of the administrative boundaries of Thanh Hoa City has become an inevitable requirement. In order to enhance the role and position of the provincial center, worthy of being the "heart" and "face" of the province, on March 17, 2023, the Prime Minister signed Decision No. 259/QD-TTg approving the Thanh Hoa Urban Master Plan, Thanh Hoa Province to 2040. This is an integrated plan, both concise but also showing depth, strategic vision with many new and outstanding features in terms of: development space, model, development structure, planning method, creating new momentum for the development of Thanh Hoa City in the future.
The goal of building and developing Thanh Hoa City is clearly stated: Building and developing Thanh Hoa City to become a leading locality in the province in the cause of industrialization and modernization; one of the major centers of trade, services, high-tech industry, culture, science, education - training, healthcare, sports in the Southern Delta and North Central regions; with fast and sustainable socio-economic development, the material and spiritual life of the people is increasingly improved; stable politics - society, guaranteed national defense - security, towards a smart, civilized, modern city, an important driving force contributing to making Thanh Hoa province a new growth pole in the North of the Fatherland.
In addition to inheriting the previous orientation of "City on both sides of Ma River" and developing to the East to form "Thanh Hoa City - Sam Son urban area", this planning continues to expand the connection with the coastal areas of Quang Xuong and Hoang Hoa; at the same time, forming development axes to the West, aiming to connect with the North - South expressway and the entire plain and mountainous area in the West of the province. From there, forming a concentrated, diffused, connected urban space with the main idea of "leaning on the mountain (Ngan Nua) - by the river (Ma River) - facing the sea (Tonkin Gulf)", making Thanh Hoa urban area truly become the central urban area of the province, the urban area connecting the North Central region and the South of the Red River Delta. The "belt - radial" model and structure, which is only suitable for small and medium-sized cities, has now been changed to the "open belt combined with soft network" model - concentrated, multi-center; forming a structural framework of "3 development axes - 6 centers - 1 natural ecological corridor" towards a large, smart and sustainable urban development.
The creation of a civilized, modern, smart and unique urban area is of interest and focus. Thanh Hoa - Dong Son City is located in the ancient land where the Ma River, Chu River and Cua Hoi area converge, witnessing all the historical processes of Vietnam from the beginning to the present with dense historical, tangible and intangible cultural and archaeological vestiges. These unique identities are the unique internal resources, creating the competitive advantage of the city in the process of sustainable development. Therefore, on the journey to reach, along with the idea of the city on both sides of the Ma River and the direction of connection with the coastal area continuing to be affirmed and clarified, the planning always determines the protection and promotion of the historical and cultural values of the land and the unique ecological landscape system including the arcs of Ham Rong, Do Mountain, Pine Forest, An Hoach, Mat Son, Hoang Nghieu mountains running between the plain landscape and the network of rivers, lakes and water surfaces inherent in the area.
The Thanh Hoa urban master plan, Thanh Hoa province to 2040 is considered a step to concretize Resolution 58-NQ/TW in 2020 on the construction and development of Thanh Hoa province to 2030, with a vision to 2045. And the plan is an important legal basis for the National Assembly Standing Committee to issue Resolution 1238/NQ-UBTVQH on the arrangement of district and commune-level administrative units of Thanh Hoa province in the period of 2023-2025 on October 24, 2024. Accordingly, the entire natural area of 82.87 km2 and a population of 101,272 people of Dong Son district will be merged into Thanh Hoa city. After the merger, Thanh Hoa city has a natural area of 228.22 km2 and a population of 615,106 people. Some wards of Thanh Hoa city were established such as: Rung Thong ward, Dong Thinh ward, Hoang Quang ward, Hoang Dai ward and Tan Son ward was merged into Phu Son ward. After the arrangement, Thanh Hoa city has 47 commune-level administrative units, including 33 wards and 14 communes.

At any stage in the development orientation, Thanh Hoa City always holds a particularly important position, being the political, administrative, economic, cultural, scientific - technical and national defense - security center of the province, the gateway connecting the key economic regions of the North with the North Central region, and the exchange hub of Thanh Hoa province with the whole country. The most valuable thing is that before every strategic decision, creating a major turning point for Thanh Hoa City, the thoughts, aspirations, rights and interests of the people are always respected, which is both the foundation and also the driving force and goal.
At the working sessions with the Standing Committee of Thanh Hoa City Party Committee and the Standing Committee of Dong Son District Party Committee, Secretary of the Provincial Party Committee Nguyen Doan Anh always emphasized: The merger of Dong Son District into Thanh Hoa City is a correct policy, with long-term strategic significance for the development of the province. However, this is an extremely difficult and complicated task, so it is necessary to be more determined and drastic to complete it. First of all, it is necessary to continue to do a good job of propaganda and mobilization, creating unity in awareness and action among cadres, party members and people of all walks of life. Authorities at all levels must listen to people's opinions, promptly resolve legitimate aspirations and proposals of people and organizations, businesses, and take people as the center to resolve work in a reasonable manner. Regarding personnel work, it is necessary to develop realistic assessment criteria, on that basis, develop appropriate arrangements and arrangements, ensuring harmony, reasonableness and common sense. Provincial Party Secretary Nguyen Doan Anh emphasized the requirement: After merging Dong Son district into Thanh Hoa city, the situation must be better, the new city must develop faster and more sustainably, and the merger must not affect the implementation of tasks and the general development of the locality.
After more than 2 centuries of formation and development, Thanh Hoa City is constantly striving to rise in the new era. With the stature of an urban area "leaning on the mountain, by the river, facing the sea", Thanh Hoa City carries with it the aspiration and determination to strive by 2030 to be "one of the 5 leading provincial cities in the country, a driving force contributing significantly to making Thanh Hoa province a new growth pole in the North of the Fatherland", by 2045 to be "a rich, beautiful, civilized, modern, model city of the whole country".
