1. Where to register for an electronic identification account?
1.1. Where can Vietnamese citizens register for an electronic identification account?
- For level 1 electronic identification accounts: Vietnamese citizens register for level 1 electronic identification accounts at home via the VNeID application.
- For level 2 electronic identification accounts:
+ If Vietnamese citizens already have a chip-embedded ID card, they must register for a level 2 electronic identification account at the police station of the commune, ward, or town or at the place where the procedures for issuing a Citizen Identification Card are carried out.
+ If Vietnamese citizens do not have a chip-embedded ID card, they must register for a level 2 electronic identification account at the place where they apply for a Citizen Identification Card at the same time as receiving the chip-embedded ID card.

1.2. Where can foreigners register for an electronic identification account?
- For level 1 electronic identification accounts: Foreigners register for level 1 electronic identification accounts at home via the VNeID application.
- For level 2 electronic identification accounts: Foreigners register for level 2 electronic identification accounts at the immigration management agency under the Ministry of Public Security or provincial-level Public Security.

2. Time limit for issuing electronic identification account
From the date of receiving a complete and valid application, the Public Security agency is responsible for resolving the issuance of an electronic identification account within the following time limit:
- For Vietnamese citizens:
For Vietnamese citizens who already have a chip-embedded Citizen Identification Card: No more than 01 working day for the case of issuing a level 1 electronic identification account, no more than 03 working days for the case of issuing a level 2 electronic identification account.
For Vietnamese citizens who do not have a chip-embedded Citizen Identification Card: No more than 07 working days.
- For foreigners:
+ No more than 01 working day for cases of granting level 1 electronic identification accounts;
+ No more than 03 working days for cases of granting level 2 electronic identification accounts with information on portrait photos and fingerprints in the National Database on Immigration;
+ No more than 07 working days for cases of issuing level 2 electronic identification accounts but there is no information about portrait photos and fingerprints in the National Database on Immigration.
- For organizations:
+ No more than 01 working day in case the information that needs to be verified about the organization is already in the national database or specialized database.
+ No more than 15 days in cases where the information requiring authentication about the organization is not in the national database or specialized database.

3. Activate electronic identification account
The electronic identity subject shall activate the electronic identity account on the VNelD application within 07 days from the date of receiving the notification of the electronic identity account issuance result.
After 07 days, if the electronic identification account is not activated, the electronic identity subject shall contact the electronic identification and authentication management agency through the switchboard to receive and resolve requests for electronic identification and authentication to activate the account.
