The Government Office issued Notice No. 530/TB-VPCP dated November 22, 2024, concluding the conclusion of Permanent Deputy Prime Minister Nguyen Hoa Binh at the Conference to promote the implementation of tasks of Project 06 (Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030).
The announcement stated that the results of implementing Project 06 in the past time have significantly contributed to promoting better national governance and providing effective public services with the goal of taking people and businesses as the center of service, focusing on building a digital government, digital economy, and digital society.
The trust of people and businesses, of all levels, sectors and localities is strengthened, contributing to inspiring and creating new development momentum.
Accordingly, the Permanent Deputy Prime Minister highly appreciated the results of the Working Group implementing Project 06 in general, of the Ministry of Public Security and ministries, branches and localities in implementing the tasks of the Project in particular.
The work of perfecting institutions and policy mechanisms to create a favorable legal corridor for providing online public services and digitalization has been actively implemented. The institutional and policy bottlenecks related to funding issues have been basically resolved, especially investment in information technology projects, equipment procurement, etc.
Administrative procedures and business regulations continue to be reduced and simplified; the quantity and quality of online public services have been improved: 49/76 essential public services have been deployed on the National Public Service Portal; of which, 23/25 essential public services under Project 06 have been fully implemented, helping to save the state and society nearly 3.5 trillion VND/year.
National and specialized databases have been actively deployed, connected, and shared. The national population database has activated over 57.9 million VNeID accounts; connected, shared, authenticated, and cleaned data with 18 ministries, branches, 63 localities, and 4 state-owned enterprises.
32.1 million health books have been created for people, 15 million citizens have integrated electronic health books via VNeID; received and processed over 81 thousand applications for criminal records via VNeID.
In addition to the above outstanding results, Project 06 still has some limitations such as: Building and perfecting the legal environment, mechanisms and policies are not yet timely; there are still gaps in building legal documents for digital transformation in general and implementing the tasks of Project 06 in particular.
Data is not really "correct, sufficient, clean, and alive"; connectivity, sharing, and synchronization are not yet effective; ensuring smooth operation between systems still has many shortcomings;
The implementation of tasks on digitizing land and civil status data; integrating electronic health books and issuing criminal records on VNeID; and providing electronic public service groups in some localities has not yet ensured progress and quality according to instructions.
Deputy Prime Minister Nguyen Hoa Binh requested that Ministers, leaders of ministries, agencies, and Chairmen of People's Committees of provinces and centrally run cities closely follow the guidelines of General Secretary To Lam in the article on "Digital transformation - an important driving force for developing productive forces, perfecting production relations to bring the country into a new era", mobilizing the participation of the entire political system; agencies, units, and organizations; the response and active participation of the entire population and the business community to ensure the completion of the tasks of national digital transformation in general and Project 06 in particular. In particular, to completely resolve the tasks that have been behind schedule in the recent past.
Ministries, branches and localities pay attention to directing the completion of programs and plans on digital transformation in general and Project 06 in particular. Closely follow the plan and roadmap to complete the tasks of Project 06, overcome difficulties and obstacles to complete on schedule and effectively.
For ministries and branches, focus on advising on perfecting the system of legal documents in the management field; systematizing and providing specific guidance and training on new regulations and standards related to the field in charge so that the implementation is unified, synchronous and effective; specifically answering recommendations and proposals from localities according to the synthesis of the Ministry of Public Security and sending them back to the Working Group for synthesis and completion before November 25, 2024.
For localities, the tasks that are behind schedule according to the report of the Ministry of Public Security, localities should focus on directing, allocating resources, upgrading digital infrastructure, training and fostering cadres, civil servants and public employees to ensure completion in 2024; study the experience of implementing pilot models, good and creative practices of other localities in implementing Project 06 and base on the actual situation in the area to apply effective and appropriate implementation.
The Ministry of Public Security shall preside over and coordinate with relevant ministries and agencies to monitor and urge the implementation of localities according to instructions.
