On October 27, the Prime Minister issued Directive 27/CT-TTg in 2023 on continuing to promote reform solutions and improve the efficiency of handling administrative procedures and providing public services to serve people and businesses.
In order to promptly rectify and overcome the above-mentioned shortcomings, limitations and inadequacies and continue to improve the effectiveness of cutting, simplifying and creating favorable conditions in handling administrative procedures and providing public services to serve people and businesses, the Prime Minister requested a number of tasks, specifically as follows:
- The Ministry of Public Security presides over and coordinates with the Government Office, ministries, branches and localities:
+ Regularly update, promptly and appropriately complete technical solutions, infrastructure and instructions for implementing connection and integration of the Electronic Identification and Authentication System managed by the Ministry of Public Security (VNeID), the National Population Database with the National Public Service Portal, the Information System for handling administrative procedures at the ministerial and provincial levels to put into use VNeID electronic identification accounts in performing administrative procedures and public administrative services in the electronic environment before July 1, 2024;
+ At the same time, serve to resolve administrative procedures, provide public services to ensure the reduction of documents such as: identity card or citizen identification, personal relationships, residence proof documents,...
- Ministers, heads of ministerial-level agencies and government agencies shall preside over and coordinate with the Ministry of Information and Communications, the Government Office and People's Committees of provinces and centrally run cities:
Review and complete before December 15, 2023 the connection, integration, and synchronization of information on receiving and processing records between the Information Systems for handling administrative procedures and providing public services in the electronic environment developed and implemented by ministries and branches at local government levels with the National Public Service Portal and the Information System for handling administrative procedures at the provincial level according to the Government's regulations in Clause 4, Article 12 of Decree 42/2022/ND-CP, to avoid the situation where officials, civil servants, and public employees have to update on multiple systems, causing waste of time, costs, resources, and reduced labor productivity.
- The Ministry of Information and Communications presides over and coordinates with the Ministry of Finance and relevant ministries, branches and localities:
+ Issue economic and technical norms for activities of guiding, receiving, digitizing records, and returning results of administrative procedure settlement at ministries, branches, and localities performed by enterprises providing public postal services, to be completed in December 2023;
+ Complete the integration of remote digital signature solutions with the National Public Service Portal, the Administrative Procedures Information System at the ministerial and provincial levels before December 15, 2023;
+ Evaluate the effectiveness and meet technical requirements in implementing online public services of state agencies and integrate and synchronize information on evaluation results with the National Public Service Portal's Service Index Evaluation System for People and Businesses, to be completed before December 1, 2023.
- The Ministry of Finance presides over and coordinates with the Ministry of Information and Communications, the Government Office, relevant ministries, branches and localities:
+ Instructions and regulations on priority for content, expenditure levels for digitizing records and results of administrative procedure settlement, to be completed before April 1, 2024.
+ Focus on connecting, integrating, and synchronizing data of 100% of administrative procedures being implemented on the National Single Window Portal with the National Public Service Portal to facilitate access and implementation of procedures related to import and export of goods; strictly control tax collection, prevent tax loss, and tax refunds in the digital environment, to be completed before December 15, 2023.
