According to the Ministry of Agriculture and Environment, in 2025, this agency will be assigned a total public investment capital of VND 23,381 billion, but the implementation and disbursement of capital is forecast to encounter many difficulties, obstacles, and even risks.
The reason, according to the State management agency for agriculture, land and environment, is that compensation and site clearance for public investment projects related to this sector are all implemented at the district level, while in the coming time, localities will continue to merge with provinces and abolish the district level.
Specifically, a representative of the Department of Planning and Finance (Ministry of Agriculture and Environment) said that of the total capital of 23,381 billion VND assigned before the merger of the ministries, 22,339 billion VND was assigned to the Ministry of Agriculture and Rural Development; and the Ministry of Natural Resources and Environment was assigned 1,042 billion VND.
As of April 9, the Ministry of Agriculture and Environment has allocated VND20,786 billion to projects; of which the disbursed capital is VND2,141.8 billion (reaching 9.2% of the capital assigned by the Prime Minister and reaching 10.3% of the allocated capital).
In the first quarter of 2025, the Ministry of Agriculture and Environment sent a document to the People's Committees of provinces and cities and project investors to guide the implementation of public investment projects after the merger of the two ministries.
This agency also sent a document requesting the Ministry of Finance to synthesize and report to the Prime Minister for permission to reduce the ministry's 2025 capital plan by VND 3,850.4 billion (including unallocated capital of VND 2,595.4 billion).
“The Prime Minister requested that this matter be reported to the Prime Minister and the units that have returned the money be criticized. The Department will send a document to the units requesting a progress report and reasons for returning public investment capital in 2025 to promptly report to the Government,” said a representative of the Department of Planning and Finance.
However, in a recent report to the leaders of the Ministry of Agriculture and Environment, the Department of Planning and Finance also pointed out a number of difficulties and problems related to the disbursement of public investment capital, such as 2025 being the last year of the medium-term period, while the amount of capital assigned is very large.
On the other hand, 2025 is also a time with a different context compared to previous years. That is, mergers, organizational changes, personnel changes; compensation and site clearance work and most irrigation projects are stuck and behind schedule because of compensation and site clearance work./.
