1. Has the red book been integrated into the electronic identification account (VNeID)?
(1) Information in level 1 and level 2 electronic identification accounts
According to Article 12 of Decree 59/2022/ND-CP regulating the classification of electronic identification account levels
- Level 1 electronic identification account of Vietnamese citizens includes the following information:
+ Personal identification number;
+ Last name, middle name and first name;
+ Date of birth;
+ Gender.
+ Portrait;
- Level 1 electronic identification account of foreigners includes the following information:
+ Foreigner identification number;
+ Last name, middle name and first name;
+ Date of birth;
+ Gender;
+ Nationality;
+ Number, symbol, date, month, year, type of document and place of issue of passport or international travel document.
+ Portrait;
- Level 2 personal electronic identification account includes the following information:
* Vietnamese citizens include:
+ Personal information:
++ Personal identification number;
++ Last name, middle name and first name;
++ Date of birth;
++ Gender.
+ Biometric information:
++ Portrait;
++ Fingerprint.
* Foreigner
+ Personal information:
++ Foreigner identification number;
++ Last name, middle name and first name;
++ Date of birth;
++ Gender;
++ Nationality;
++ Number, symbol, date, month, year, type of document and place of issue of passport or international travel document.
+ Biometric information:
++ Portrait;
++ Fingerprint.
- The organization's electronic identification account includes the information specified in Article 9 of Decree 59/2022/ND-CP, which is a level 2 electronic identification account, specifically:
+ Electronic identification code of the organization.
+ Organization name includes Vietnamese name, abbreviation (if any) and foreign name (if any).
+ Date of establishment.
+ Head office address.
+ Personal identification number or foreigner identification number; surname, middle name and name of the legal representative or head of the organization.
(2) Currently, the VNeID application only integrates the following documents in the document wallet:
Thus , it can be seen that currently the electronic identification account (VNeID) has not integrated the Land Use Rights Certificate (also known as red book) into the account.
Therefore, users currently need to be vigilant about scams that integrate Land Use Rights Certificates (also known as red books) into electronic identification accounts (VNeID).
2. Procedure for registering an electronic identification account for Vietnamese citizens
The procedure for registering an electronic identification account for Vietnamese citizens according to Article 14 of Decree 59/2022/ND-CP is as follows:
- Register for a level 1 electronic identification account via the VNeID application for citizens who already have an electronic chip-embedded Citizen Identification Card
+ Citizens using mobile devices download and install the VNeID application.
+ Citizens use the VNeID application to enter information about their personal identification number and phone number or email address; provide information according to the instructions on the VNeID application; collect portrait photos using mobile devices and send requests for electronic identification accounts to the electronic identification and authentication management agency via the VNeID application.
+ The electronic identification management agency notifies the account registration results via VNeID application or SMS message or email address.
- Register for level 2 electronic identification account
+ For citizens who have been issued an electronic chip Citizen Identification Card:
Citizens go to the police station of the commune, ward, town or the place where procedures for issuing Citizen Identification Cards are carried out to carry out procedures for issuing electronic identification accounts. Citizens present their Citizen Identification Cards with electronic chips, provide information about their phone number or email address and request additional information to be integrated into the electronic identification account.
The receiving officer enters the citizen's information into the electronic identification and authentication system; takes a portrait photo and collects fingerprints of the citizen coming to complete the procedure to authenticate with the Citizen Identification Database and confirms consent to register to create an electronic identification account.
The electronic identification management agency notifies the account registration results via VNeID application or SMS message or email address.
+ The Public Security Agency shall issue a level 2 electronic identification account along with a Citizen Identification Card in cases where citizens have not been issued a Citizen Identification Card with an electronic chip.
