“Effectively exploiting resources, potentials, and advantages, focusing on Vung Ang Economic Zone, building Ky Anh Town into a city by 2025, developing rapidly and sustainably in the direction of industrialization and modernization” is the key task identified in the theme of the 2nd Congress of Ky Anh Town Party Committee, term 2020-2025. To implement the above policy, Ky Anh Town focuses on mobilizing maximum resources to complete the urban infrastructure system, traffic network, build civilized urban criteria, and form model, civilized, and modern streets.
At large construction sites, the atmosphere of urgency and bustle is present, promising to bring a new look to Ky Anh Town. A typical example is the Dynamic Urban Development Project - Ky Anh Urban Sub-project (total investment of 1,239 billion VND, using World Bank loans and domestic counterpart funds) with 4 major projects.
Up to this point, the Thuy Son Lake project (Hung Tri ward) has been basically upgraded and renovated, becoming a highlight project in the central area of the town. Not far away, the road connecting the central urban area and the Tri river embankment project along with the traffic system on both sides of the river have also existed, becoming a modern traffic route for the locality. The wastewater collection system and treatment station in Hung Tri, Ky Trinh wards and Ky Hoa commune are also being urgently constructed by units.

Along with completing infrastructure, Ky Anh Town is focusing resources to "upgrade" Ky Ninh and Ky Nam communes to become wards by 2024. In Ky Ninh commune, with the available foundation after reaching the advanced NTM finish line in 2022, the locality has been promoting favorable factors to become a ward on schedule. "The commune is mobilizing all resources, determined to implement the criteria that have not been met, especially the criteria that require large investment sources; at the same time, actively accompanying the people to make efforts to turn Ky Ninh into a ward on schedule", said Mr. Hoang Trung Thong - Chairman of the Commune People's Committee.

Up to now, Ky Ninh commune has achieved 13/18 criteria to become a ward, including: population size; natural land area; budget revenue and expenditure balance; non-agricultural labor rate; medical station; educational facilities; land for educational facilities; land for cultural and sports facilities; electricity supply; traffic land area; rate of households with clean, hygienic water supply; main drainage pipe density; rate of solid waste collected. 5 criteria have not been achieved, including: average rate of multidimensional poor households in the last 3 years; commercial infrastructure; rate of illuminated roads; land for public green space; rate of households collecting and treating wastewater with appropriate and effective measures.
In addition to maintaining and upholding the achieved criteria, the commune has a plan for solutions to implement the unachieved criteria. Specifically: conducting a review and classification of poor households and assigning mass organizations to help and sponsor, with the goal of reducing 48 poor households; mobilizing resources to build a mini supermarket in the commune center, investing in upgrading the market; planting more than 1,500 new trees in the villages...

In Ky Nam commune, with 6 criteria not yet met (average multidimensional poverty rate in the last 3 years; commercial infrastructure; education and training facilities; rate of illuminated roads; public green space; rate of households collecting and treating wastewater with appropriate and effective measures), the locality has also specifically assessed each criterion to have a specific implementation roadmap.

In particular, special attention is paid to the arrangement of investment capital for infrastructure, proposing to request policies and resources from the town to complete the items, with an estimated total capital demand of 43 billion VND. At the same time, developing and replicating economic models that are local strengths to improve people's lives, focusing on models of growing apricot trees, medicinal plants, and livestock models; implementing specific solutions to help households escape poverty, reducing the number of poor households to below 2.5%...
Mr. Tran Quang Hanh - Secretary of the Party Committee of Ky Nam commune shared: "The Party Committee and the People's Committee of the commune have reviewed and closely evaluated each criterion and identified key tasks for implementation, actively propagandized, changed awareness, and accompanied the people to strive to meet the criteria to become a ward by the end of 2023".
Along with the above tasks, Ky Anh Town has implemented flexible solutions in administrative reform, focusing on reforming administrative procedures, creating an open and transparent business environment, improving investment attraction capacity, and promoting socio-economic development.

To date, the locality has attracted 152 projects, including 56 foreign investment projects with a registered capital of over 16 billion USD, 96 domestic investment projects with a registered capital of over 55,000 billion VND. The People's Committee of Ky Anh town builds the implementation sequence of the main contents of the project to establish Ky Anh city as follows: - Phase 2023 - 2024: Develop a report to review and evaluate urban classification for Ky Anh town according to the criteria of a type III urban area; evaluate the level of infrastructure development in the area where Ky Ninh ward and Ky Nam ward are expected to be established and submit to the Ministry of Construction for appraisal and approval.
