This is the congress chosen by the Standing Committee of the Party Committee of the 16th Corps to hold first to gain experience in directing the congresses of grassroots party committees in the Corps. In the 2020-2025 term, the Party Committee of Regiment 717 has led, managed, and trained cadres and party members in conjunction with perfecting and improving the leadership capacity of Party committees at all levels, closely reviewing, evaluating, classifying the quality, and rewarding party organizations and party members; thereby, the cadres and party members have promoted their exemplary role in performing their tasks.

The Party Committee focuses on comprehensive leadership of production work; regularly innovates management and operation work in production, business, and builds economic-defense project areas in a sustainable and effective manner.

In the past 5 years, the unit's revenue reached more than 486.6 billion VND, paid more than 18.9 billion VND in state tax, ensuring a good life for staff, employees, and workers and contributing to society.

The Regiment has supported the construction of 19 "Great Unity" houses, "Comrades' Houses", "Union Shelters - Comrades' Love" houses with a total amount of 1.6 billion VND for the people in the area; presented gifts to the beneficiaries worth more than 4.7 billion VND; helped the people in the area to renew and repair more than 10km of rural roads; supported 94 buffaloes, 118 cows and 44 breeding goats with a capital of nearly 5 billion VND to 233 poor households and ethnic minority households in the area.

Over the past 5 years, the Regiment Party Committee has always been clean and strong. The Regiment has been awarded the Emulation Flag of the Ministry of National Defense and Army Corps 16 for many years, and 15 collectives in the Regiment have been awarded the title of Determined to Win Unit.

At the congress, delegates promoted a spirit of responsibility, contributed, and proposed many measures to build a clean and strong Party organization, a comprehensively strong unit in the coming term, and strive for the unit's revenue to reach more than 504 billion VND and profit of more than 143 billion VND.

Accordingly, the Regiment focuses on implementing two breakthroughs, including: Breakthrough in developing sustainable economic-defense project areas, replanting orchards, creating high-value and stable products, creating conditions for workers to access new science and technology in production, increasing income, improving people's lives in project areas; making breakthroughs in administrative reform, digital transformation, streamlining the organization and staffing, and operating effectively.
