After the Communist Party of Vietnam was born (February 3, 1930), on March 28, 1930 at Cay Thong Mot, Cam Ha commune (now Tan Thanh block, Tan An ward), Hoi An city, the Quang Nam Provincial Party Committee was established, the "second earliest" provincial Party Committee in the country, after the Hanoi City Party Committee.
This is a political event of great significance to the Party Committee and People of Quang Nam province in the struggle for national independence, building and defending the homeland and country.
Courageous and resilient
After being established with only nearly 80 party members, although the number was not large, that team of party members demonstrated their steadfastness and indomitable spirit in the face of all plots, tricks, and extremely barbaric repression and terrorism of the enemy.
During the years 1939 - 1943, the movement was broken many times, thousands of cadres, party members, and revolutionary bases were arrested, tortured, and imprisoned, but those communists still did not falter. "Fire tests gold, hardship tests strength", each time it broke was a loss for the revolutionary movement, but also a test, a training of the will of the communists.
After being released from prison, that class of party members showed more initiative and creativity in connecting, building revolutionary bases, and building forces to prepare for when the opportunity arose.
In particular, firmly grasping and thoroughly understanding the "Japanese - French Directive on fighting each other and our actions", from August 18 to 26, 1945, the Provincial Party Committee led the people to quickly and completely rise up and seize power in the entire province.
During the 9 years of resistance against the French (1945 - 1954), the Party Committee and the people of the whole province waged a comprehensive, all-people resistance war. Under the leadership of the Party, we held the battlefield firmly, made great efforts to build up the free and mountainous districts, promoted the guerrilla warfare movement in the temporarily occupied areas, persistently fought against the plots of pacification and establishment of order, won many resounding battles in Go Ca, Hai Van, Bo Bo... contributing to the end of the resistance war against the invading French colonialists.
From fighting against the French to fighting against the Americans, the Quang Nam Provincial Party Committee thoroughly grasped and flexibly applied the revolutionary line outlined by the Party Central Committee and President Ho Chi Minh, leading the people to persistently hold on "not an inch away, not a millimeter away", creatively applying the motto "two legs, three prongs of attack" to establish resounding victories.
A typical example is the victory of Nui Thanh on the night of May 25, 1965, which contributed to the creation of a Quang Nam that was "brave and steadfast, leading the way in destroying the Americans". Not only was it the place where the first battle against the Americans took place, Quang was also the place where the battle to destroy the last American stronghold on the battlefield of Zone 5 took place - the battle of Xa Doc post (March 27, 1971) to the victory of Thuong Duc (August 7, 1974), creating the premise for the liberation of Quang Nam on March 24, 1975, contributing to the liberation of Da Nang City on March 29, 1975, leading to the complete liberation of the South, unifying the country on April 30, 1975.
From nearly 80 party members at the end of 1930, by the end of 2024, the entire Party Committee had 1,119 grassroots party organizations with 73,495 party members. Party members have been trained in practice and matured, the leadership capacity and fighting strength of the party organization and party members have been increasingly enhanced.
Dare to think, dare to do
After the country was reunified, the first task for the Party Committee and provincial government was to liberate the fields, reclaim land for production, and solve food problems. At that time, many people thought that "poor sandy areas are fate!"
But the Provincial Party Committee Standing Committee does not agree, poverty in the sandy area must be eliminated by policies to encourage forest planting, irrigation to bring water, land improvement, and production change.
The Phu Ninh Irrigation Project was born as the clearest proof of not succumbing to fate. This project has contributed decisively to the conversion of a large area of rice fields in the southern districts from 1-2 crops to 3 crops with high productivity.
The project has great significance in affirming the determination to build a new life of the army and people of Quang Nam - Da Nang, affirming the spirit of daring to think and daring to do of the Provincial Party Standing Committee at that time.
Entering the period of innovation, the Provincial Party Committee has creatively applied the Party's guidelines to specific circumstances; taking advantage of the Central's guidance and assistance while promoting local internal strength, achieving important achievements in all fields.
Quang Nam - Da Nang is one of the localities that quickly implemented economic management transformation, first of all, transforming cooperatives into new-style cooperatives, forming cooperative economies in various fields. At the same time, implementing the policy of developing economic sectors to quickly develop productive forces; forming and developing industries, services, import and export, attracting foreign investment in the province's concentrated industrial zones... Thanks to that, the material and spiritual life of the people in the province has been significantly improved.
In response to development requirements, since January 1, 1997, Quang Nam - Da Nang province has been divided into two administrative units directly under the Central Government. Right from the first days of re-establishment, the Quang Nam Provincial Party Committee identified the issue of "building a clean and strong Party Committee, maintaining solidarity and unity within the Party, and strengthening the close ties between the Party and the people" as a solid foundation for the cause of building and developing the homeland.
Aspiration for development
After 95 years of establishment, 50 years of liberation, especially nearly 30 years of re-establishment of the province, Quang Nam has achieved many important achievements in all fields, creating the image, appearance and position of a Quang Nam that is proactive and creative in thinking; correct and decisive in action...
The outstanding mark is the very rapid economic breakthrough, improving the material and spiritual life of the people. From a poor, purely agricultural province that had to receive more than 70% subsidy from the Central Government, after 20 years of re-establishment, by 2017, Quang Nam had balanced its own budget and contributed to the Central Government.
In particular, 2022 is the year with the highest budget revenue after 25 years of re-establishment of the province, with 33,383 billion VND, reaching 141% of the estimate. The economic scale is more than 116 billion VND, 45 times higher than in 1997; average income per capita reaches 76.6 million VND, 43 times higher than in 1997.
In 2024, Quang Nam, along with the whole country, continues to face many difficulties and challenges due to the impact of fluctuations in the world and regional situation; however, thanks to promoting the spirit of solidarity and efforts, the entire political system in the province has focused on resolutely implementing political tasks and achieved many positive results.
The scale of the economy (current prices) reaches about 129 trillion VND. State budget revenue in 2024 reaches more than 27.7 trillion VND. GRDP per capita reaches more than 84 million VND. The poverty rate decreases by 0.96% (equivalent to 4,171 poor households). National defense, security, order and social safety are basically maintained, without any passivity or surprises. The activities of the Front and socio-political organizations have many positive changes.
The great and historic achievements over the past 95 years are the result of the continuous efforts of the entire Party, the entire political system and the ethnic communities of Quang Nam province. They are the result of the solidarity and unity between “the Party’s will and the people’s heart”.
It is a concrete demonstration of the mettle and creativity of the Quang Nam Provincial Party Committee in choosing the right direction; identifying breakthrough issues and flexibly applying mechanisms; daring to think and act to build and develop.
2025 is a year of great significance, a year of many important events for the homeland and the country. Inheriting and promoting the glorious revolutionary tradition of the homeland, with the rich experience in the 95-year journey of birth, fighting, building and growing.
On the new journey, the Provincial Party Committee is determined to strive, maintain solidarity and unity, seize opportunities and advantages, and arouse the desire to contribute in cadres, party members and people to realize the goal of "building Quang Nam into a fairly developed province of the country by 2030", contributing with the whole country to realize the aspiration of "bringing the country into a new era - the era of national development".
