At the same time, it is necessary to promote patriotic emulation movements and comprehensively carry out political tasks; promote the advantages of the province with good land and a large population; actively reclaim land and increase crop productivity...

65 years ago, on October 26, 1958, President Ho Chi Minh visited Thai Binh for the third time, when the province had just achieved great success in agricultural production, building labor exchange groups and cooperatives. After working with provincial leaders and attending the Winter-Spring Production Congress of Thai Binh province, at the town stadium, President Ho Chi Minh spoke to the people's representatives in the province.

First, Uncle Ho praised the achievements of the Party Committee and people of the province in the resistance war against the French as well as in building and defending the socialist North and encouraged: The people, soldiers and cadres of Thai Binh have fought bravely against the enemy. Peace has been restored, they have made efforts and achieved results in economic recovery and cultural development. As for popular education, Thai Binh town and 17 communes, 4 districts have eliminated illiteracy, but it has only been basically completed, there is still much to do. The disease prevention and hygiene movement is also quite good, it is necessary to pay attention to ensuring people's health, only when healthy can production be good. Regarding production, thanks to the efforts of the people and cadres, this year's crop is better than last year. The labor exchange groups and cooperatives have developed, cadres have participated in production and led more closely, and there are initiatives such as "clean villages, good fields", that is good.

Although important achievements were achieved, Uncle Ho also reminded and advised cadres and people, pointing out the shortcomings and limitations that needed to be overcome in agricultural production: Do not be subjective, regularly check rice fields, pay attention to killing rats, preventing pests, and preventing storms; prepare to harvest quickly, harvest well, and harvest carefully, do not let rice fall; develop many work exchange teams but pay attention to quality...

He also noted the need to continue to apply good technical measures from land preparation, seed selection to fertilization and plant protection... In leadership and direction, Uncle Ho advised: We must consolidate the labor exchange teams and cooperatives well. To the extent that they develop, we must consolidate them well. Building labor exchange teams and cooperatives is like weaving a rope; the more strands the rope has, the stronger, more durable, and better it is, and it can float no matter what it is pulled... Building labor exchange teams must follow the principle of voluntary self-awareness, without coercion. Small teams agree with each other to form medium-sized teams, and medium-sized teams also follow the principle of voluntary self-awareness to form large teams, gradually progressing to cooperatives.

To cadres and party members, Uncle Ho advised: To serve well, we must go close to the countryside. We must communicate the ideology and mobilize the initiatives and forces of the entire Party and the entire people. Everyone must be determined to do it and believe that we can do it... Leading cadres must firmly grasp the policies of the Party and the Government, must follow the mass line, and must turn the determination of the Party and the Government into the determination of the entire people. Everyone must be determined to do it and believe that we can do it. Determination is like the sap in a tree. If the sap goes from the tree to the branches, the tree will be green and flourish. Branches without sap will wither, have no leaves, and no fruit. Cadres need to do experimental farming, only by drawing experience can they see the good and the bad; the good will be followed by the people. Provincial and district cadres need to arrange time to participate in production with the people, must go deep into reality, and avoid bureaucracy and complacency. All party members and youth union members, demobilized soldiers, laborers, cadres inside and outside the party must set an example and be leaders. The elders must strive to urge their children and grandchildren to compete. The entire Party and the entire people must unite closely as one bloc and strive to compete.

At the end of his speech, Uncle Ho sent his regards to the entire army and all classes of people in the province. Over the past 65 years (1958 - 2023), Uncle Ho's deep affection and loving advice have been deeply engraved in the minds of every citizen and have become a great spiritual motivation, urging the Party Committee and people in the province to constantly strive to rise up, overcome all difficulties and challenges, achieve important and meaningful achievements in all fields, contributing to promoting the cause of innovation. Wholeheartedly following the Party and beloved Uncle Ho, the Party Committee and people of Thai Binh have promoted the glorious tradition of their homeland, making worthy contributions to the revolutions of national liberation, resistance, national defense, national reunification and socialism building.

Thai Binh is one of the cradles of the patriotic movement. It is one of the localities with the earliest party organization in the country (June 1929). Under the leadership of the provincial Party Committee, the people of Thai Binh entered a new revolutionary climax, typically the struggle of Tien Hung - Duyen Ha farmers (May 1930), Tien Hai farmers (October 1930) and was the locality with the strongest movement in Bac Ky... During the period of 1939 - 1945, the people in the province enthusiastically participated in national salvation organizations, Viet Minh, promoted activities to build forces, procure weapons, suppress counter-revolutionaries to lead to uprising, and successfully seize power in the historic August Revolution.

Entering the resistance war against the French colonialists, Thai Binh became the resistance base and safe rear for the army and people of the Northern Delta. The people here steadfastly clung to their land and villages, won over the people, controlled the government, fought the enemy and mobilized considerable human and material resources for the battlefields of the whole country. Thai Binh deserved the title "The army and people united to destroy the enemy".

Even in the midst of the destructive war of the US imperialists, the Party Committee and people of Thai Binh still "held their hands firmly on the plow, held their guns firmly", were both good at production and fighting, and became the symbol of the first "Five-ton Homeland" of the North in 1966. Nearly 152,000 outstanding children of the homeland went to fight and serve in combat on all battlefields; the province had the highest rate of military service in the North. Many outstanding children of Thai Binh homeland have carved brilliant marks in history, typically: Nguyen Thi Chien - the first female hero of the country; Ta Quoc Luat - the person who planted the flag on the roof of De Castries bunker; Hero Pham Tuan shot down the "flying fortress" B-52 of the US enemy, becoming the first Asian to fly into space; famous intelligence officers such as Vu Ngoc Nha, Pham Quoc Sac, Tran Van Lai, Vu Huu Ruat, and Bui Quang Than who planted the flag on the roof of the Independence Palace...

The country was unified, Thai Binh quickly healed the wounds of war, restored and developed its socio-economy. It actively consolidated production relations, developed agriculture, industry, and handicrafts; gradually improved infrastructure, stabilized people's lives; maintained political security and social order and safety; and at the same time fulfilled its rear duties in the wars to defend the Fatherland. These results created favorable conditions for Thai Binh to overcome great challenges and be tempered and more steadfast in the new revolutionary period.

Entering the national renewal process, the Party Committee and people of Thai Binh have overcome the most difficult period of the economic crisis, achieving many important and comprehensive achievements in all fields. From an agricultural province with many difficulties, the province's economy has had many positive changes, Thai Binh has successfully implemented the program of "electricity, roads, schools, stations, information, clean water", becoming the leading province in the country in building rural roads, making the face of the countryside change significantly. In 2019, the task of building new rural areas in the whole province was completed. Many policies and strategies continue to be implemented synchronously and promptly such as: land accumulation, developing high-tech agriculture, building new rural areas, attracting investment, ensuring social security...

In particular, in recent years, implementing the Resolution of the 13th National Party Congress and the Resolution of the 20th Provincial Party Congress, in the context of the impact of the Covid-19 pandemic, the Party Committee and people of Thai Binh have overcome all difficulties and challenges and achieved important achievements in all fields. Closely following and creatively applying the Party's viewpoints, policies and guidelines to local practices, the Party Committee and people of Thai Binh have always been united, unified, identifying key tasks and strategic breakthroughs in socio-economic development. Many goals and tasks have been effectively implemented, many bottlenecks and bottlenecks have been focused on removing; many strategic development programs and plans have been planned; the province's investment environment has been significantly improved, becoming an attractive investment destination for prestigious enterprises and corporations.

The economy has continuously achieved a good growth rate, the economic structure has shifted positively towards industrialization and modernization, the scale and potential of the economy have been constantly improved: the growth of the province's gross regional domestic product (GRDP) in 2021 increased by 6.68%, in 2022 increased by 9.52%; in the first 9 months of 2023 increased by 7.72% over the same period, ranking 13th nationwide and 6th in the Red River Delta. The construction of advanced new rural areas and model new rural areas continues to receive attention from leaders, direction and implementation. Up to now, the whole province has 26 communes recognized as meeting advanced new rural standards.

The planning, construction and development of Thai Binh Economic Zone, industrial parks and clusters have been directed to be implemented synchronously and urgently. With many synchronous solutions, Thai Binh has become a bright spot in attracting investment, especially foreign investment; to date, it has attracted many large projects in industrial parks and economic zones of the province; the number of registered investment projects has increased rapidly, including many large and prestigious domestic and foreign investors such as the investment project to build and operate infrastructure of Lien Ha Thai Industrial Park, Hai Long Industrial Park, VSIP Thai Binh Industrial Park... As of September 2023, there were 322 investment projects in the Economic Zone and industrial parks with a total investment capital of 134,850 billion VND, of which foreign investment capital FDI reached over 2 billion USD.

There has been much progress in the cultural and social fields. Up to now, the province has been recognized as meeting the standards for universal primary and secondary education at level 3. Improving the quality of health care and protection for the people; ensuring social security, creating jobs for workers; reducing the poverty rate to more than 2%, half of the national average. National defense and security have been strengthened, and social order and safety have been maintained.

The work of organizing and building the Party and the political system has been regularly directed and achieved many positive results. The organization and apparatus of the political system from the provincial to the grassroots level has been arranged and consolidated in a streamlined manner. The quality of the staff, especially key leaders at all levels, has continued to be improved, meeting the requirements of tasks in the new situation. Political and ideological work has had many innovations, contributing to strengthening solidarity and unity within the Party and consensus in society.

The promotion of studying and following Ho Chi Minh's ideology, morality and lifestyle has been directed to be implemented seriously and synchronously, creating a widespread effect. Inspection, supervision and internal affairs work has been strengthened, gradually tightening discipline, contributing to building and rectifying an increasingly clean and strong Party. Mass mobilization work, activities of the Fatherland Front and socio-political organizations have seen many changes, democracy has been expanded, contributing to enhancing people's trust in the Party's leadership. The direction and administration of authorities at all levels continues to be innovated; the effectiveness and efficiency of state management have been improved.

With outstanding achievements throughout history, the Party Committee and people of Thai Binh province have been honored to be awarded noble titles by the Party and State: Independence Medal, Military Exploit Medal, War Exploit Medal, Ho Chi Minh Medal; many collectives and individuals were awarded the title of Hero of the People's Armed Forces, Hero of Labor; Revolutionary Veteran; thousands of mothers were awarded the State honorary title of Heroic Vietnamese Mother...
