These days, taking advantage of the sunny weather, basic construction projects in Dam Ha district are being focused on speeding up construction progress, striving to finish ahead of schedule, contributing to accelerating the disbursement rate of public investment capital.
The investment project to build the Central Square of Dam Ha District 28-1 was approved by the People's Committee of Dam Ha District in Decision No. 6354/QD-UBND (dated December 9, 2021) and adjusted in Decision No. 1470/QD-UBND (dated March 3, 2023), with a total investment capital of over 158 billion VND. The project has a total planning area of 5.23 hectares, with investment items: Road leading to the Square, main Square area, green park area, landscape lake, technical and auxiliary infrastructure.
This is a project that Dam Ha district has identified as a driving force and a key point, with a plan to complete investment and construction work in 2024, creating a highlight for the urban space of Dam Ha district towards the goal of building Dam Ha into a model new rural district.
Mr. Nguyen Van Tuong, Dam Ha District Construction Investment Project Management Board, said: During the construction of the Central Square project, the investor as well as the contractor encountered many difficulties regarding the source of fill soil. Along with that, the unfavorable weather, the number of rainy days in Dam Ha was very large, greatly affecting the construction progress of the entire project. Immediately after the source of fill soil was resolved, the agency's leaders directed the departments to closely follow the scene, closely coordinate with the contractor to build a daily and weekly construction progress table to monitor and urge.
In order to achieve the set target, these days, at the construction site of the Central Square of Dam Ha district, the joint venture contractor is rushing to complete the remaining items. Mr. Le Viet Thanh, Construction Manager (Constrexim8 Investment and Construction Joint Stock Company) said: Currently, the weather is in the dry season and the earth filling has been extended, the contractor has mobilized over 10 technical equipment and machinery, 50 technical staff, and workers to work day and night to compensate for the volume that could not be constructed before. The unit strives to complete the project by December 2024, to hand over to the investor for use, serving the living and entertainment needs of the people.
According to the investor's assessment, up to now, the Dam Ha District Central Square project has reached 75% of the contract value, the capital disbursement rate in 2024 reached 29% of the plan, increasing the total disbursement rate of the project to 65%. In particular, some main items have been completed, such as: Leveling the ground, rough construction of sales kiosks, parking lots, and earth retaining walls. Currently, the focus is on paving the yard, installing power supply equipment, fire protection equipment, and spreading the second layer of base layer to prepare for asphalt pavement on the road leading to the Square.
Along with the Square project, a series of other projects invested by Dam Ha district are also being actively directed, urged and supervised by the Dam Ha district Construction Investment Project Management Board during the construction process of contractors. Each project and construction must develop a plan, construction schedule, and completion plan for each item by week and month and be closely monitored for progress, technique, aesthetics and construction quality.
Mr. Hoang Vinh Khuyen, Chairman of Dam Ha District People's Committee, said: The locality regularly meets, reviews, and evaluates the progress of construction investment, the capital disbursement rate of each project and work that has been recorded in 2024; any project that does not meet the schedule will be severely criticized, and at the same time, capital sources will be adjusted for projects and works with large disbursement volumes, the ability to complete, and the ability to not have capital backlog.
From the implemented solutions, by September 30, the disbursement rate of public investment capital in 2024 of Dam Ha district reached 31.56% of the annual plan, higher than the average of the whole province. Many projects and works have so far disbursed 100% of the capital plan, such as: Traffic road from the district center to Quang Lam commune; traffic road from the district center to Quang An commune; construction of subject classrooms, upgrading and repairing Tan Binh Secondary School; consolidating the irrigation canal of An Son village (Quang An commune) and renovating the irrigation canal of Dong village (Duc Yen commune).
The highest goal of the locality from now until the end of the year is to complete 100% of the adjusted public investment capital plan, contributing to the successful implementation of the socio-economic development tasks and goals set by the district in 2024.
