Identifying citizen reception, handling complaints and denunciations (KNTC) as the "key" to open the door to consensus between the people and the government, is an important task of agencies and organizations in the political system, contributing to strengthening the relationship between the people and the Party and State... In recent times, Quang Ninh has always paid attention to leading and directing the synchronous implementation of solutions to improve the effectiveness of this work.
The province focuses on developing and promulgating legal documents on citizen reception within its authority to ensure proper institutionalization of the Party's guidelines, policies and guidelines. At the same time, the province also promotes the dissemination, implementation, propaganda and popularization of the Law on Citizen Reception and documents guiding the implementation of the law; in which the role of the unit head in organizing implementation is emphasized.
The work of propaganda, dissemination and legal education on citizen reception is organized in many forms such as: Through organizing conferences; compiling and printing radio documents; propaganda through media and mass media; implementing mobile propaganda campaigns in districts, towns and cities; banners, slogans, LED screens, through reporters and propagandists. In the period of 2014-2024, the provincial level organized 21 conferences and trained over 22,000 officials, civil servants, public employees and people on citizen reception and complaint settlement.
In addition, the province also focuses on inspecting and examining responsibilities in this field. From July 2014 to present, the competent inspection agencies in the province have conducted 273 inspections and examinations of 613 units and agencies regarding their responsibilities in implementing the law on citizen reception. At the same time, each year, the Provincial People's Committee also directs the implementation of 2 inter-sectoral inspections on citizen reception and complaint settlement. Through inspection and examination of responsibilities, it has recommended that heads of units and localities strengthen their responsibilities and improve the effectiveness in organizing the implementation of legal regulations on this work; at the same time, disseminate, guide and explain to organizations and individuals to clearly understand the provisions of the law, especially legal documents on citizen reception, land, social policies, etc.
Departments, branches, sectors and units in the province have seriously implemented regular, periodic and ad hoc citizen reception, linking citizen reception with complaint settlement. Consolidating and perfecting the apparatus for citizen reception and complaint settlement in a professional manner.
All levels and sectors in the province have paid attention to arranging suitable locations for citizen reception, ensuring facilities and service conditions. At all headquarters and citizen reception locations of localities, departments and sectors, there are posted regulations, full public information on the citizen reception schedule of agencies, organizations and periodic citizen reception by the head. Many communes and wards in localities have arranged and set up "Places for citizen reception" to meet the requirements.
The province maintains the routine of the Provincial Party Secretary, Chairman of the People's Council, and Chairman of the Provincial People's Committee periodically receiving citizens on the 15th of every month at the Provincial Citizen Reception Office; the Chairman of the District People's Committee periodically receiving citizens on the 1st and 15th of every month; the Chairman of the Commune People's Committee periodically receiving citizens on Thursdays every week. During the above regular citizen reception days, state agencies do not arrange meetings or work related to the management of local leaders. The schedule of citizen reception by heads of agencies and units is publicly posted at the reception location and on the electronic information portals of agencies at all levels in the province.
In addition to implementing the regular citizen reception process, heads of state administrative agencies at all levels in the province conduct extraordinary citizen reception when citizens come to make complaints, recommendations, and reflections on complicated cases; conduct direct dialogue with citizens when necessary and during the settlement process.
The Vietnam Fatherland Front Committee and mass organizations also actively coordinate in participating in receiving citizens and resolving complaints and denunciations; perform well the role of representing the legitimate rights and interests of members and union members, recommending competent authorities to consider and resolve complaints and denunciations; promote mediation, dialogue, and mobilize citizens to stop incorrect complaints and denunciations right from the grassroots level, reducing the number of cases and the number of people filing complaints at higher levels...
The rights and obligations of those who come to file complaints, petitions and reflections are all guaranteed; they are guided and explained about the content related to their complaints, petitions and reflections... The notification of the results of handling complaints, petitions and reflections is carried out in accordance with regulations.
Thanks to the strengthening of citizen reception work, people in the province are increasingly in agreement with the province's policies and guidelines; security and order are maintained. In the period of 2014-2024, state administrative agencies at all levels in Quang Ninh province received 84,822 visits with 85,770 citizens (54,264 cases); of which 51,876 were regular citizen receptions, heads of localities and units received 26,356 visits and authorized 6,590 visits. Through receiving petitions from 2014 to present, there are 105,643 petitions under the jurisdiction of state administrative agencies at all levels in the province; of which, 105,473 petitions have been processed; the remaining 170 petitions are still being processed.
