26th session of Ha Tinh Provincial People's Council

This afternoon, April 18, the Provincial People's Council held its 26th session (special session) to discuss and decide on a number of issues under its authority. Attending were comrade Tran The Dung - Standing Deputy Secretary of the Provincial Party Committee; comrades of the Provincial Party Committee Standing Committee.

Comrade Tran Tu Anh - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council and Comrade Tran Van Ky - Vice Chairman of the Provincial People's Council chaired and directed the meeting.

Overview of the 26th session of the Ha Tinh Provincial People's Council taking place on the afternoon of April 18

The meeting discussed, commented and voted to pass 12 important resolutions in areas such as: Amending Resolution No. 231 dated February 19, 2025 of the Provincial People's Council on assigning civil servant payrolls in administrative agencies and organizations; Number of people working in social organizations; number of commune-level cadres, civil servants and part-time workers at the commune level; approve the total number of people working in public service units in 2025. Stipulate measures to ensure the implementation of democracy at the grassroots level in the province; Stipulate the level of daily allowances for the militia force in the province.

Provincial People's Council delegates focused on studying documents at the 26th thematic session.

On adjusting the central budget development investment capital plan, implementing the national target programs for the period 2022 - 2025 and 2025; Allocating the regular expenditure estimates of the state budget in 2025 to units and localities implementing the national target program on sustainable poverty reduction in the period 2021-2025. On adjusting and supplementing the medium-term public investment plan of local budget capital for the period 2021-2025, and allocating the public investment capital plan in 2025; On allocating, assigning and adjusting the state budget revenue and expenditure estimates in 2025 of a number of units and localities; approving the list of land plots for bidding for projects using land in the province in 2025.

Regarding the task of adjusting the Master Plan for the construction of Vung Ang Economic Zone to 2050; Task of the zoning plan for the construction of the Industrial Park in the West of Ha Tinh city, scale 1/2,000; List of works and projects requiring land acquisition, projects requiring conversion of rice-growing land use purposes (supplemented) from 2025. Decision on the policy of converting forest use purposes to other purposes.

Permanent Vice Chairman of the Provincial People's Council Tran Tu Anh delivered a closing speech at the meeting.

Closing the session, comrade Tran Tu Anh - Permanent Vice Chairman of the Provincial People's Council emphasized: During 1 session, the session reviewed, discussed and unanimously approved important resolutions in various fields; requested the Provincial People's Committee, departments, branches and localities to concretize and implement, and soon put the resolutions into practice. Carefully prepare the tasks related to the arrangement and organization of the apparatus, to soon submit to the Provincial People's Council according to the set roadmap. Resolutely implement solutions to realize the economic growth target of over 8% this year as the Resolution of the Provincial People's Council has decided.

Regarding the regular session of the Provincial People's Council in mid-2025, scheduled to be held in mid-July, the Standing Vice Chairman of the Provincial People's Council requested the Provincial People's Committee to direct departments and branches to proactively develop submissions and draft resolutions; the Provincial People's Council Committees coordinate with the drafting agencies to improve the quality of reviewing the contents before submitting them to the Session for consideration and approval.
