Building a Vietnam-China Community of Shared Future has strategic significance from the local level

The traditional good friendship and cooperation between Quang Ninh Province (Vietnam) and Guangxi Zhuang Autonomous Region (China) has been constantly developing, becoming more and more in-depth, substantive, effective, and comprehensive in all fields, becoming a bright spot and a model of local-level cooperation between Vietnam and China. Thereby, it has made practical contributions to the overall relationship between the two countries, contributing to the building of a Vietnam-China Community of Shared Future of strategic significance from the local level.

Comrade Vu Dai Thang, member of the Central Committee of the Communist Party of Vietnam, Secretary of the Quang Ninh Provincial Party Committee, welcomed Comrade Tran Cuong, member of the Central Committee, Secretary of the Regional Party Committee, Chairman of the Standing Committee of the People's Congress of the Guangxi Zhuang Autonomous Region to attend the 2025 Spring Meeting Program in Quang Ninh.

On January 18, 1950, China was the first country in the world to officially establish diplomatic relations with Vietnam and Vietnam was also the first Southeast Asian country to officially establish diplomatic relations with China.

Over 75 years of development, the Vietnam-China friendship, nurtured by President Ho Chi Minh and Chairman Mao Zedong, and generations of leaders of the two countries, has become a valuable common asset of the two nations, contributing to maintaining a stable development trend, bringing practical benefits to the people of the two countries. Vietnam maintains its position as the largest trading partner in ASEAN, the 5th largest trading partner of China in terms of national criteria; China ranks 6th among the total number of countries and territories investing in Vietnam; people-to-people and cultural exchange activities between the two sides have also been promoted.

On the basis of that good relationship, localities of the two countries in general and Quang Ninh province with localities of China in particular have strengthened cooperation in all fields, bringing about many practical and specific results. In particular, Quang Ninh province (Vietnam) and Guangxi Zhuang Autonomous Region (China) have a long-standing traditional friendship, constantly cooperating comprehensively at all levels and sectors on both bilateral and multilateral levels in all channels of Party diplomacy, government diplomacy and people-to-people diplomacy.

The two provinces and regions have coordinated well to implement the Joint Statement, important agreements and common perceptions of the high-ranking leaders of the two Parties and two countries, as well as concretize and effectively implement the cooperation contents agreed upon within the framework of the Spring Meeting Program and the Joint Working Committee Conference held annually, bringing the relationship between the two provinces and regions to further develop. Foreign affairs activities at the leadership level of the provinces and regions and exchanges, contacts and delegations at all levels have taken place actively and effectively. People-to-people exchange activities have become more and more substantive, helping to enhance mutual understanding and strengthen the friendship between the two Parties, the two countries and the two peoples.

Entering a new historical starting point, Quang Ninh Province and Guangxi Zhuang Autonomous Region, on the basis of implementing important common perceptions between the two Parties and the two States, following the guiding spirit of “16 words” and “4 goods”, and persistently pursuing the overall goal of “6 more”, aiming to deepen mutually beneficial cooperation, have achieved practical results, joining hands to contribute to building a Vietnam-China Community of Shared Future of strategic significance.

At the 2025 Spring Meeting Program held in Quang Ninh, the Quang Ninh Provincial Party Committee together with the Provincial Party Committees of Lang Son, Cao Bang, Ha Giang (Vietnam) and the Guangxi Zhuang Autonomous Region Party Committee (China) signed the Minutes of the Talks agreeing to further strengthen the comprehensive strategic cooperative partnership, promoting the building of a Vietnam-China Community of Shared Future of strategic significance. The border localities of Quang Ninh and the Guangxi Zhuang Autonomous Region signed 12 agreements and minutes of cooperation in the fields of: Health, transportation, trade, tourism, cross-border labor management, agriculture, education and training, information, communication, youth union exchanges, political and social organizations, etc.

Notably, within the framework of the high-level visit of General Secretary and President of China Xi Jinping to Vietnam on April 14 and 15, 2025, Quang Ninh province, together with the provinces/cities of Lang Son, Cao Bang, Ha Giang, Hai Phong (Vietnam) and the Guangxi Zhuang Autonomous Region (China), participated in the signing of the "Joint Action Plan to contribute to building a Vietnam-China Community of Shared Future of Strategic Significance".

The provinces/cities - regions have agreed to increase exchanges at all levels; strengthen cooperation in border management. Strengthen practical cooperation in key areas: Trade, investment, industry, energy, science and technology, environmental protection, climate change response, disease prevention, labor management, administration, justice, finance - currency, digital economy, innovation, digital transformation, artificial intelligence, logistics, traffic connection, especially promoting cooperation in connecting railway systems, highways, aviation and electricity. Strengthen exchanges between people and organizations. Strengthen cooperation in tourism, communications, culture, science and technology, education and training, health, and agriculture.

Quang Ninh Province and Guangxi Zhuang Autonomous Region have signed a bilateral document on the cooperation agreement on piloting the construction of the Mong Cai (Vietnam) - Dongxing (China) smart border gate and piloting the construction of the Mong Cai (Vietnam) - Dongxing (China) cross-border economic cooperation zone. In particular, they agreed to jointly implement "Synchronous planning, synchronous construction, synchronous operation" to promote the construction of smart border gates for the tourist lane at Mong Cai - Dongxing border gate (Bac Luan I bridge area) and the lane for transportation and goods transportation at Mong Cai - Dongxing border gate (Bac Luan II bridge area), comprehensively improving the efficiency and effectiveness of customs clearance of smart border gates.

The construction implementation period is 2 years, including: Completing and operating a modern, smart passenger transport channel by 2025; upgrading, renovating, and completing the construction of a cargo transport channel using specialized, automatic, unmanned trucks across the border by 2026.

Regarding the pilot study on the construction of the Mong Cai - Dongxing cross-border economic cooperation zone, the two sides actively coordinated with the Ministry of Industry and Trade of Vietnam and the Ministry of Commerce of China to promptly complete the research report on the models of building the Vietnam - China cross-border economic cooperation zone of each side and submit it to the competent authority for approval, creating a premise for implementation in accordance with the socio-economic development characteristics of the locality.

At the same time, strengthen industry cooperation between Mong Cai Border Gate Economic Zone (Vietnam) and Dongxing Industry Zone (China). Promote cooperation in traditional industries such as tourism, services, trade... develop new industries such as processing, processing industry, manufacturing, high value-added industries, environmentally friendly, high technology, digital transformation, artificial intelligence (AI)... invest in digital economy, green economy, on the principle of complying with relevant regulations.

The two sides also agreed to establish a Working Group to promote the implementation of the Framework Agreement chaired by the Vice Chairman of the Quang Ninh Provincial People's Committee and the Vice Chairman of the People's Government of the Guangxi Zhuang Autonomous Region. The functional agencies of the two sides proactively connect, establish an exchange mechanism, take turns organizing meetings, reporting on progress, agreeing to resolve important issues, and proposing content to promote cooperation.

With unceasing efforts, the cooperative relationship between Quang Ninh and the Guangxi Zhuang Autonomous Region will increasingly become a bright spot, a model of local-level cooperation between Vietnam and China. Bringing to the people of the two provinces and regions deep confidence in a new stage of development, stronger, more substantial friendly cooperative relations, making practical contributions to the overall comprehensive strategic cooperative partnership between Vietnam and China, which is being raised to new heights by the leaders of the two Parties and two States.
