In the 2025 admission season, a series of universities have officially abandoned the admission method based on high school academic results (report cards). Representatives of training institutions said they are aiming to recruit students using other methods to ensure quality from the beginning.


Many schools say “no” to transcripts

If in previous years, early admission based on high school transcripts was the main admission method of many universities, this year many training institutions said they would no longer apply this method. According to statistics from the Ministry of Education and Training (MOET) in 2023, out of more than 546,000 candidates admitted to school, more than 30% of them were admitted based on the method of considering high school transcripts. In 2024, more than 180 universities will use transcript scores as the basis for admission. Notably, for many schools, considering transcripts is one of the two main admission methods besides high school graduation exam scores.

This year, the admission plans of the schools show that there are many adjustments to the method of considering academic records. In 2025, Ho Chi Minh City National University agreed to implement 3 university admission methods including direct admission, admission based on the results of the Ho Chi Minh City National University's capacity assessment exam, and admission based on high school graduation results. This means that from 2025, the priority early admission method of this University will no longer exist.

Previously, from 2024, the National Economics University has eliminated the admission method based on academic records. In 2025, this unit announced to maintain 3 admission methods compared to 2024, including: direct admission (2% of the target), combined admission (83% of the target), and admission based on the results of the 2025 high school graduation exam (15% of the target). In addition, for many years, Hanoi University of Science and Technology has not used the admission method based on high school transcripts. In 2025, the school will have 3 methods including talent admission (20%), admission based on thinking assessment test scores (40%), and admission based on high school graduation exam scores.

In addition, some universities training in specialized health majors have said "no" to high school transcript scores in admissions for many years now, such as: Saigon University, Ho Chi Minh City University of Medicine and Pharmacy, Pham Ngoc Thach University of Medicine...

Ensuring fairness in admissions

From 30% of the annual admission quota based on transcripts, Ho Chi Minh City University of Industry and Trade has also sharply reduced the admission quota using this method. In 2025, the school will only reserve 15-20% of its quota for transcripts and gradually eliminate this method. Master Pham Thai Son - Director of Admissions of Ho Chi Minh City University of Industry and Trade shared that many public universities say "no" to considering transcripts because the transcript scores between high schools have a significant difference, leading to difficulties in accurately assessing candidates' abilities. With that reality, using transcripts as admission criteria can cause unfairness among candidates.

In addition, according to Mr. Son, admission based on academic records can make students subjective and negligent in studying and reviewing for the high school graduation exam, affecting quality. In 2025, many universities have switched to other admission methods such as using high school graduation exam results, competency assessment exams, thinking assessments or combining multiple criteria to ensure quality in admission.

Associate Professor Dr. Bui Quang Hung - Deputy Director of Ho Chi Minh City University of Economics said that this year the school plans to reduce about 20% of the admission quota based on high school academic results (report cards). This reduced quota will be transferred to the method of considering the scores of the competency assessment exam and the results of the high school graduation exam. According to the plan, the school plans to reserve about 40 - 50% of the quota for the admission method based on high school academic results; 20% for considering the scores of the competency assessment exam; 2% for direct admission and candidates who graduated from high school abroad; the rest will be based on the scores of the high school graduation exam.

Mr. Hung shared: Reducing the quota based on academic transcript scores and combining academic transcript scores with other criteria aims to select better quality students. At the same time, this adjustment is to balance the quota with the graduation exam score method. However, the school is still waiting for the official enrollment regulations of the Ministry of Education and Training to decide.
