On the afternoon of December 23, the Dak Nong Provincial Public Service Inspection Team led by Ms. Ton Thi Ngoc Hanh, Member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, worked with the Dak Mil District People's Committee to approve the draft report on the results of the public service inspection in the area.
Pursuant to Decision No. 733/QD-UBND dated June 17, 2024 of the Provincial People's Committee on the inspection of public services in Dak Nong province in 2024; from September 16 to 23, 2024, the Public Service Inspection Team conducted an inspection at the Dak Mil District People's Committee. The inspection period is from January 1, 2023 to the time of inspection.
The inspection team inspected the following contents: responsibilities of heads of agencies and units; results of performance of duties and tasks of cadres, civil servants and public employees; results of implementation of the unit's work program and implementation of tasks assigned by the Provincial People's Committee and the Chairman of the Provincial People's Committee; results of handling administrative records and procedures.
According to the inspection results, Dak Mil District People's Committee basically completed the key tasks assigned by the Provincial People's Committee. Dak Mil District People's Committee has resolutely applied many forms such as reviewing, criticizing, and disciplining violating groups and individuals in order to promptly rectify and enhance the responsibility of cadres, civil servants, and public employees in performing their duties.
The reception and settlement of administrative procedures (TTHC) of Dak Mil district are basically carried out according to regulations. The district organizes sending letters of apology when resolving administrative procedures late.
The district guides organizations and individuals to submit applications online; posts information on handling administrative procedures on the electronic information page of the District People's Committee.
Dak Mil organizes an online survey on the level of satisfaction with the handling of administrative procedures and performance of public duties by civil servants.
However, besides the achievements, Dak Mil still has many shortcomings and limitations in performing public duties. In particular, the implementation of tasks assigned by the Provincial People's Committee and the Chairman of the Provincial People's Committee is still behind schedule, and some tasks have not been completed.
In 2023, budget revenue and per capita income did not meet the set plan. Disbursement of capital to implement the 3 National Target Programs was slow. The submission of the 2024 land use plan was slow and the Provincial People's Committee issued a written reminder.
The key work programs of the District People's Committee and the departments and units have not been developed and implemented yet. The District has not yet fully implemented the conclusions and recommendations of the State Audit and the Provincial Inspectorate. The handling of petitions and letters has not been ensured according to regulations.
The coordination and provision of records and documents to the Provincial Public Service Inspection Team is still not guaranteed. Some tasks are overdue but the Dak Mil District People's Committee has not yet included them in the report.
The development and implementation of the job transfer plan is not timely. The meeting record keeping is sketchy and does not ensure the content and form according to regulations.
The records on the electronic one-stop system and the paper records do not match. Many paper records are overdue, but the electronic system shows the status as before due.
At the meeting, a number of departments, offices, units and leaders of Dak Mil District People's Committee also explained the shortcomings and limitations pointed out by the Inspection Team.
In her concluding remarks, Vice Chairwoman of the Provincial People's Committee, Head of the Provincial Public Service Inspection Delegation Ton Thi Ngoc Hanh commended the efforts of Dak Mil district in performing public duties.
The district needs to quickly overcome the shortcomings in the implementation of public duties. In particular, it is necessary to strengthen, be more proactive and responsible in performing assigned duties and tasks.
The district should enhance the responsibility of setting an example in the work of the head and the collective leadership of the district People's Committee. Dak Mil needs to build an annual key work program of the district People's Committee and of departments and units with focus, key points, clearly defining the time and results of implementation.
The district continues to proactively implement tasks assigned by the Provincial People's Committee and the Chairman of the Provincial People's Committee to ensure quality and time requirements.
Dak Mil needs to quickly develop a plan to overcome shortcomings and limitations within 2 months from the date of issuing the report, and report to the Provincial Public Service Inspection Team for monitoring and synthesis.
