(NLDO) - According to experts, a safe working environment and good remuneration will attract capable and talented people to the public sector.
On December 26, the Communist Magazine - Standing Agency in the South, together with the National Academy of Public Administration Branch in Ho Chi Minh City, organized a scientific workshop "Ho Chi Minh City improves the effectiveness of governance and public administration associated with encouraging and protecting dynamic and creative cadres for the common good".

At the workshop, Associate Professor Dr. Tran Tho Quang, Head of the Department, Head of the Communist Magazine's Standing Office in the Central Highlands, said that in recent times, nationwide and in Ho Chi Minh City, there have been many visible shortcomings in the staff and mechanisms in public administration, such as: low income, too much work, pressure from all sides, the level of individual work completion is very difficult because of too much work and pressure, and the working environment is still limited...
Associate Professor, Dr. Tran Tho Quang said that many synchronous solutions are needed to increase the attraction of talented people to work in the public sector.
According to him, currently, the private sector competes with the public sector, in which the attractiveness of the job environment for young officials, even mature officials, shows that the way of management and treatment is very important. Recently, there has been a phenomenon of brain drain in the public sector, even in a survey showing that a large proportion of officials are ready to leave their jobs.
"The recent period, especially the cases and incidents, has also created great concerns among officials. The attraction of working in the public sector has been greatly limited, this is a big challenge" - Mr. Quang commented.
From there, he believes that it is necessary to build a working environment, revive and revive the attraction of the public sector to cadres and civil servants. He offers a number of solutions: improve overall income; create a working environment; complete to the maximum the policy mechanism, institutions, and laws to protect cadres.
"The system of legal documents is too large, changing the institutions and laws is a fundamental change that cannot be done in a day or two. But if we do not change the institutions, working mechanisms, and operating apparatus, protecting officials will continue to pose a big challenge," said Mr. Quang.
Dr. Quang believes that if the safety of staff in their work is not guaranteed, their attractiveness will be greatly reduced. "If staff are always worried, the margin between right and wrong is still fragile, then staff, civil servants and public employees will not be able to maximize their capacity and qualifications, but will always think of doing things safely to ensure that today is still right, tomorrow is still right to ensure their own safety" - Mr. Quang said. According to him, in all aspects, the most important thing is to complete the institutions and laws.
In addition, another important issue is the plan for recruiting, training, fostering, and using cadres such as planning, assigning work, appointing, rotating, etc., which is key. From the practical economic scale and population of Ho Chi Minh City, he believes that applying specific characteristics is a very important story.
Associate Professor, Dr. Vu Tuan Hung emphasized a safe working environment for staff to demonstrate and contribute.
Associate Professor, Dr. Vu Tuan Hung, Deputy Director in charge of the Southern Institute of Social Sciences (under the Vietnam Academy of Social Sciences) believes that it is necessary to attract talented people and create a safe environment for people to express themselves and contribute.
"It is necessary to ensure both spiritual and material factors, reputation and reality, and promotion opportunities to attract capable people to work. If the environment is good, the institutions are good, motivation is good, and decentralization is good, then it will definitely attract capable and talented people to work for the state system," said Mr. Hung.
MSc. Dau Ngoc Linh, Ho Chi Minh City Academy of Officials, said that recently, the Chairman of the Ho Chi Minh City People's Committee issued Decision 5075/2024 approving the project to build an effective and efficient Ho Chi Minh City civil service in the 2024-2030 period.
